Grade: Professional Staff Category (P2 Equivalent)
Reports to: Principal Human Resources Officer

Station: EAC Headquarters – Arusha, Tanzania

Main purpose of the Job:
  • To plan, develop, assess, survey and analyse management systems and processes; review individual and organizational performance management and provide performance coaching, to achieve high functioning individuals and groups within EAC.
Specific Responsibilities:
  • Facilitate a review and conduct an Organizational Audit to inform on EAC’s Organizational needs for growth and effectiveness;
  • Conduct assessments and review EAC’s management systems and processes and develop interventions and strategies to determine measures required to enhance employee and organizational performance and leadership effectiveness;
  • Facilitate the process of conducting job analysis and development of standardized and numbered Job descriptions across the EAC Organs and institutions;
  • Review existing performance monitoring tools, systems and processes and facilitate implementation and adoption of performance management culture;
  • Examine the prevailing succession management systems and develop proposals for an appropriate succession plan for the EAC;
  • Facilitate the process of Competency mapping for all Cadres of Staff within EAC;
  • Design, Develop and facilitate implementation of in-house leadership development programs;
  • Review internal administrative decision Making processes, make recommendations and provide feedback on implementation;
  • Develop internal organizational conflict resolution and team building Strategies for EAC Organs and Institutions;
  • Perform any other special organizational development projects as assigned by Management.
Minimum qualifications and experience:
  • Master's degree in organizational/industrial psychology, business, Human Resources, Social Sciences or equivalent qualification from a recognized University;
  • Diploma HR Management or equivalent certifications,
  • 7 years experience with three years direct engagement in Organizational Development and management in a busy environment.
Skills and Competencies:

The ideal candidate should have good leadership, Strong interpersonal/human relations, planning, verbal and written communication, negotiation, counseling and report writing skills.

S/He must demonstrate Knowledge of leadership/management/organizational development, assessment protocols, change management strategies, and processes; have the ability to work within a team, think and operate strategically, prepare and deliver programs and lectures, facilitate diverse client groups, maintain high level of confidentiality, ability to arbitrate and prove proficiency in computer application, including operating various software programs.

Main purpose of the Job:
  • To develop and facilitate implementation of training and development policies, strategies and programmes for the EAC.
Specific Responsibilities:
  • Develop the EAC Staff Training and Development policy
  • Conduct organizational staff training needs assessment;
  • Facilitate consultations with Directorate/Departmental Heads on priority specialized training requirements for their Directorates/Departments.
  • Prepare annual training plans and present to the Human Resources advisory Committee for approval;
  • Establish availability of funding sources and training programs in various institutions and advise;
  • Design, develop, test training materials and implementation of in-house competency based training and development programmes relevant to specific needs of EAC; 1
  • Prepare handbook and facilitate implementation for induction programs for all new staff;
  • Facilitate the continuous professional development of Staff and prepare annual returns for management records;
  • Prepare annual programme for priority conferences and facilitate Staff participation;
  • Carry out post training performance evaluation and assess the impact of training on staff performance;
  • Provide career-counseling services to staff;
  • Update and Maintain the skills inventory database for EAC;
  • Perform any other duties assigned by management.
Minimum qualifications and experience:
  • Masters Degree in Human Resource Development, Social Sciences or equivalent qualification from a recognized University.
  • Diploma HR Training and Development, Adult Training Techniques, experiential learning or equivalent certifications;
  • 7 years experience with three years direct engagement in design, development and implementation Competency Training programmes in a busy environment.
Skills and Competencies:

The ideal candidate should have good leadership, planning, interpersonal, communication, negotiation and report writing skills.

Grade: General Staff Category (G5 Equivalent)
Reports to: Senior Accountant
Organ/Institution: East African Community Secretariat
Duration of Contract: 2 Years Fixed Term (Non-Established)
Station: EAC Headquarters – Arusha, Tanzania

Main purpose of the Job:
  • To ensure that ledger postings are done on a regular basis, ledger accounts are reconciled on a monthly basis and that reports are produced in a timely and accurate manner
Specific Responsibilities:
  • Post all transactions into the ledger and ensure accuracy of postings into the right ledger code, analysis code is maintained;
  • Validate all payment vouchers to ensure that correctness of invoices in terms of arithmetical accuracy and other necessary checks after their preparation has been initiated before forwarding for further processing;.
  • Reconcile bank accounts for all project accounts, latest by 5th of the following month;
  • Prepare reconciliations for all ledger accounts, particularly the imprest, staff account, housing advance and ensure that recoveries/refunds are made without delay.
  • Prepare manual adjusting journals and ensure they are adequately supported, reviewed and approved by the relevant authorities and ready for posting into the ledger;
  • Maintain staff advances, imprest ledgers and other debtor ledgers on the database (Sun System) and print out the same on a monthly basis for posting and circulation, as reminders to concerned staff and other debtors.
  • Conduct weekly verification of the receipt register to ensure timely and accurate entry into the system of cash deposits and cheque receipts;
  • Extract monthly trial balances for each project accounts by the 5th day of every month and undertake budget comparison for presentation and review on the 6th of every month;
  • Perform any other duties as assigned by Management
Minimum qualifications and experience
  • Diploma in Accounting/Business Administration.
  • Must possess Part II of professional Accounting Qualifications
  • Minimum 5 years relevant working experience, one of which should have been in writing books of accounts.
Skills and Competencies:

The ideal candidate should have good Communication, interpersonal, and report writing skills.

S/He must be a team player and demonstrate proficiency in application of spreadsheet and database accounting; working knowledge of computerized accounting systems, experience in handling donor funds and knowledge of sun system will be an added advantage;

Position: Finance Manager

We are a leading manufacturing company in customized promotional materials with a wide range of products with a sizeable market share.

Report to the Director. The main purpose of this job will be to provide strategic support to the Director by leading the financial planning and management processes to maximize profitable growth.

Key Responsibilities
  • Maintain high standards of financial management and accounting reporting; budgeting and forecasting; working capital and fixed assets management; implementation of internal controls; statutory accounting; tax and compliance to local laws and existing requirements
  • Provide value-added financial support analysis to the function heads to assist them in managing projects and Key Performance Indicators to reflect individual and the Company overall performance
  • Identify and improve internal control, risk management and reporting system
  • Establish routines, tools and frameworks to ensure financial analysis support to brand profitability reviews, new product launches, brand acquisitions, promotion evaluations and other marketing measurement tools
  • Help encourage and identify opportunities for maximizing the product revenue-stream to support revenue management
  • Provide subject matter expertise for business development initiatives through analyzing opportunities and supporting negotiations
  • Work out various cost centers within the manufacturing process and come up with strategies to reduce costs.
  • Provide input in to the overall business strategy to ensure growth targets are met.
  • Deal with companies bankers ,suppliers and government agencies at all levels.
  • Support supply chain processes by undertaking financial appraisal of various procurement proposals
The Candidate

The preferred candidate should have the following qualifications;
  • A minimum of 7 years experience in accounting with at least 3 years management experience Minimum five years of commercial experience
  • Excellent track record managing a finance team
  • Previous experience working in the Manufacturing industry in a busy environment.
  • Qualified accountant (CPA, ACCA, etc.) with a University degree in Accounting, Finance or related disciplines.
  • Must be a member of good standing of a professional body such as ICPAK
