Background

UNDP Somalia is composed of three main clusters; Rule of Law and Security (ROLS), Governance and Poverty Reduction and Sustainable Livelihoods (PRSL).
Governance is a growing programme in a challenging environment. It consists of the following components:
1. Capacity Building and Institutional Development: provide basic capacity to Government at federal and state level (short term targeted assistance for key government offices and longer term capacity building)
2. Local Governance: Support formation and development of local governance, and develop a platform for decentralized service delivery, jointly with other UN agencies
3. Constitution-Making Support: Support to the constitutional process and participatory governance
In close collaboration with a consortium of international partners, UNDP is implementing a project aimed at supporting the constitution-building process in Somalia. The overall project objective is to ensure that a new constitution for a Federal Somalia is prepared in an inclusive participatory manner involving all sectors of the population and that its implementation lays the ground for a legitimate federal Somali state. This entails the provision of financial and technical support on the constitution-building process to various transitional federal institutions (TFIs) and civil society groups. Much will depend on public engagement, progress in stabilization and political dialogue between the TFG, Puntland and significant political groupings. A comprehensive, ongoing mass media & civic education campaign is therefore essential to successfully create this public engagement and dialogue.
The Somalia constitution-building process is a requirement of the 2004 Transitional Federal Charter (TFC) of the Somali Republic.
Under the overall supervision of the Project Manager, the Communication Specialist will have the responsibility of providing and coordinating support, technical assistance and advice to the Independent Federal Constitutional commission, the Secretariat and implementing partners of the project working in further developing, planning and supervising communication and the civic education and media strategy for the constitutional process.
The Communication Specialist works in close collaboration with the Constitution-making project Staff, the Constitution-making support project implementing partners including the Independent Federal Constitution Commission (IFCC), the Secretariat to the IFCC, the consortium of NGOs and UN Agencies, Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring the project successful implementation of the media & civic education strategy. The Communication Specialist maintains a regular working relationship with the CO Communications Unit. The person will be responsible for the supervision of one national staff member and one United Nations volunteer.

Duties and Responsibilities

Summary of key functions:
• Development and planning of the implemented (multi-)media & civic education campaign for the constitution-making support project within the project budget
• Management and supervision of budgets and implementing partners of the media and civic education campaign
• Management and supervision of the media liaison officer and reporting officer for the project
• Facilitation of knowledge building and knowledge sharing.
Ongoing development and planning of the implemented (multi-)media & civic education campaign for the constitution-making support project within the project budget, focusing on achievement of the following results:
• Preparation and conduct of ongoing communications/media needs assessments for the project updating/editing of project communications/media strategy
• Management of available budgets of the project for civic education and public consultation
Management and supervision of implementing partners of the media and civic education campaign focusing on the achievement of the following results:

Ensure implementation of the awareness campaign is in line with the project’s main objectives, namely to;
1. Ensure the Somali public has an understanding of the importance of constitutional issues
2. Ensure the Somali public is engaged in the consultation process
3. Create enthusiasm and optimism about the process and for the creation of one nation
4. Underline the Somali Ownership of the process
5. Generate dialogue around the constitutional consultative document
6. Provide channels for the public to participate
7. Stimulate constructive dialogue
8. Create greater consensus
9. Establish a basic understanding of the issues dealt with
10. Explain contents of the Constitution
11. Establish an understanding of the Constitution

Management of the media and civic education campaign activities, such as content management, norms for broadcasting, publishing, design, etc.
• Outline and supervise the framework for monitoring and supervision of the implementation of the media and civic education campaign.
• Ongoing development and use of slogans, messages, poems, art forms and preparation of other campaign materials (pamphlets, public service announcements, etc.) as well as tools and resource material for a radio-based awareness campaign.
• Ongoing development of interactive web-based programs to build awareness of the constitution building program and to solicit feedback
• Development of joint work plans implementing partners'
• Management of detailed reporting implementing partners on feedback Somali people on developed products, their content and the constitution process in general
• Detailed reporting on activities undertaken, achievements and their impact, and detailed expenditure.
Management and supervision of the media & civic education liaison officer and the reporting & documentation officer for the project focusing on achievement of the following results:
• Ensured access for journalists to subject matter experts.Advice and assistance to the IFCC media & communication officer
• Advice and assistance to the IFCC website management
• Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
• Maintenance of increased coverage and understanding of the constitution-building project activities through regular media contacts and provision of newsworthy information to national public and, where possible, donors.
• Effective responses to inquiries for public information materials.
• Preparation of donor reports
• Drafting/production of a regular newsletter to donors and Somali stakeholders
• Documentation of the constitution process in general and the public information and consultation process in particular

4. Facilitation of knowledge building and knowledge sharing
• Identification and synthesis of best practices and lessons learned directly linked to the constitution-building project activities.
• Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
• Provision of training, consultancy and advice to UNDP staff on communications for development
Impact of Results
The key results include:
• Improved pubic understanding of the constitution process.
• Civic education and consultation partners have a common understanding of each others work and work towards common objectives.
• Donors and external partners have a clear understanding of the constitution project.
• Somali counterparts commit to an open and transparent process.

Required Skills and Experience

Education:
• Advanced University degree in Mass Media, Communications, Journalism, Public Relations or other related field

Experience:
• At least 5 years of work experience in the area of communication & media, relevant experience at the international level in media, communication and civic education/advocacy in developing countries
• Minimum of 2 years of relevant work experience in the area of governance, conflict societies.
• Experience in dealing with a variety of partners at all levels including government, political parties, civil society and academic community essential.
• Previous experience with a multilateral or international organization.
• Experience in Somalia and constitution consultation processes is desirable.
• Experience in the usage of computers and office software (MS Word, Excel, etc.).
• Experience in handling of web-based management systems.
Language Requirements:
• Excellent command of written and spoken English.
Education:
• Completion of Secondary Education preferably with exposure to records management and archiving systems.

Experience:
• 3 years of relevant experience in administration or programme support service. Experience in usage of computers.

Language Requirements:
• Fluency in both written and spoken English is required.
