Country Director - Somalia


The Country Director (CD) is CARE's senior representative in the country of her/his assignment and is responsible for ensuring that CARE's work in that country contributes to CARE's vision of "a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security". The CD is expected to provide strategic leadership and guidance to the country office team and ensure that CARE's role and mandate in the country are appropriate to the operating context and position CARE as partner of choice and a significant contributor to reducing poverty and social injustice.

The CD is responsible for overseeing the development, funding and implementation of the Country Office (CO) strategy and a program portfolio (including emergency programming) that effectively addresses the underlying causes of poverty in line with CARE's Programming Principles. S/he must also ensure that systems are in place and being properly implemented that ensure the proper management, well being and safety of CARE staff and the proper stewardship of CARE resources. The CD is responsible for promoting Gender Equity and Diversity and ensuring an organizational culture where CARE core values - Respect, Integrity, Commitment and Excellence - are practiced, team work is encouraged and all staff feel valued. S/he is responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.

The CD for Somalia is based in Nairobi but is expected to spend at least 50% of his/her time in north east and northwest of Somalia - CARE no longer works in southern Somalia due to security issues. Most travel is by air whilst ground travel in Somalia is on bad roads. When staying in Somalia, he/she will be accommodated in very comfortable (CARE) guesthouses, hotels or local lodges. Medical facilities in Somalia are considered very basic and advanced education institutions quite limited. Nairobi is a family posting with good housing, excellent primary and secondary schools, good health facilities, and plenty of fantastic recreational opportunities. Unfortunately, Nairobi also has a high crime rate.

Principal Responsibilities:
? Provide proper supervision and management for all direct reports and oversee the establishment and functioning of a strong, effective senior leadership team
? Lead the preparation and implementation of the CO strategic plan appropriate for the country and regional context, complementary to country development plans and in line with the CI vision and mission.
? Oversee country office programming to ensure the effective and efficient delivery and implementation of CARE programs and projects that advance CARE's vision and mission and are in line with CARE's standards for program quality.
? Direct the management and accounting of financial, commodity and other resources in the CO in line with CARE policies and donor requirements.
? Develop and enhance relationships between the CO and other parts of CARE and external organizations so that CARE can maximize its impact on poverty and social justice.

Required Skills:
? Bachelor’s degree in a relevant discipline
? 8 years in senior management position in development field
? Demonstrated leadership and management skills in a very complex international setting
? Demonstrated experience in program design, implementation and evaluation
? Experience in emergency-related activities
? Ability and interest in coaching and developing staff
? Demonstrated cross-cultural communication skills
? Strong financial knowledge and experience, including complex budget management and donor compliance & reporting
? Experience in cultivating and maintaining partnerships & collaborative relationships with national & international NGOs as well as with donors & government counterparts.
