KENYA / SOMALIE - Country Director


* 12-month salaried contract, beginning ASAP *

MISSION

Solidarit?s International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarit?s International’s programmes are implemented through the joint expertise of around 150 expatriates and 1500 local managerial staff and employees. Solidarit?s International is currently present in Africa (Burundi, Central African Republic, Southern Sudan, Kenya, Somalia, Liberia, Chad, Democratic Republic of the Congo, Republic of C?te d’Ivoire, Zimbabwe), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar) and in Haiti.

Solidarit?s International's Kenya / Somalia mission was established in 2007. At present, Solidarit?s International is implementing two projects in Kenya: one in North Horr, with an emphasis on WASH interventions targeting pastoral and agro-pastoral communities, and another in Nairobi’s slums, providing assistance to the urban poor. An additional 3-year Water Facility project is scheduled to start in North Horr. The main donors for Kenya are: the EC, AFD (French Development Agency) and DFID.

In Somalia, Solidarit?s’ interventions are focused in South and Central Somalia. Currently a one-year WASH and food security project funded by ECHO and an 8-month food security project funded by CIAA (French Cooperation) are underway in Gedo, South Somalia. An additional emergency response project funded by OCHA is scheduled to start in Central Somalia. Additional fundraising efforts include a 6-month IDP protection proposal for Lower Juba, funded by UNHCR, and an emergency response project for Lower Juba funded by the French Government. The main donors for Somalia are: ECHO, DFID, UNHCR, and the UN.

SPECIFIC CONTEXT OF INTERVENTION

-Kenya

•North Horr: Solidarit?s is working to develop the resilience of the local communities in a pastoral context. Activities are mainly focused on access to water and sanitation, with specific food security projects, using an integrated approach.
•Nairobi slums: The project focuses on food security for the urban poor in 3 of Nairobi’s main slums. A main component of the project is an innovative approach to urban agriculture: the “garden in a sack”.
•North Eastern Kenya (Mandera): An assessment was conducted in the area in December 2010. A concept note is under preparation to be submitted to prospective donors.

-Somalia

•Bardera, Gedo district, South Somalia: A 12-month project funded by ECHO provides assistance to IDPs and the local population through water and sanitation, and through a food security project for the farmers. An 8-month project funded by CIAA (French Cooperation) focuses on farmers, agriculture and seed distribution activities.
•Dobley, Afmadow district, South Somalia: A one-year DFID-funded project was completed in October 2010. Follow-up funding is yet to be secured. Proposals for emergency assistance in response to the drought have been sent to the French Government. A 6-month proposal for IDP protection monitoring and Cash For Work activities has been sent to UNHCR.
•Adado, Galgaduud district, Central Somalia: An ECHO-funded project was completed in December 2010. An OCHA drought emergency response project will begin in February 2011. A 6-month proposal focusing on food security has been submitted to CIAA.
*More substantial funding for all 3 areas (Adado, Bardera and Afmadow) is expected from the CAP / CHF (Common Humanitarian Fund) allocations.
*A UNICEF-funded nutrition project also will be implemented in Bardera and Adado.
•Sool and Sanaag districts, Puntland, Somalia: An assessment was conducted in the area in November 2010. A concept paper is in development.

POSITION OVERVIEW

The Regional Director is responsible for the overall management of Solidarit?s’ Kenya and Somalia missions and will be the official representative of Solidarit?s for these two countries. S/he is responsible for the smooth running of the mission and will make sure that it fulfils its humanitarian objectives.

HIERARCHY

The Head of Mission reports directly to the Desk Officer in Paris. He or she supervises the Regional Administrative Coordinator, Regional Logistic Coordinator, Regional WASH Advisor, Regional Food Security Advisor, Deputy Country Director for Kenya and the Deputy Country Director for Somalia.

He or she is indirectly responsible for all the staff on the mission (around 115 staff).

MAIN RESPONSIBILITIES

-Security

•Overall responsibility for security management for Kenya and Somalia, supported by the Deputy Directors
•Follow up contexts
•Make sure security plans are updated
•Propose and put in place new security policies and procedures

-Context Analysis

•Follow up and analyze the Kenyan and Somali context allowing the strategic positioning of the organization
•Propose new interventions in case of emergency (including those not planned in the strategy) in collaboration with the DCDs

-Strategy

•Make sure the strategy meets the humanitarian needs of the populations
•Initiate, coordinate and consolidate the strategic planning for the two countries (Kenya – Somalia) in collaboration with the DCDs and field staff
•Initiate, coordinate and consolidate action plans for the implementation of strategies in coordination with the DCDs
•Follow up the implementation of the strategies of the two missions

-Donor Relations

•Focal point for relations with donors
•Validation of proposals, reports and amendments

-Internal Organization Development

•Proposes organizational development and/or resizing (size, structure, policies of the mission)
•Development of new tools or technical strategies for the mission (GIS, DRR etc) in order to increase the quality of the projects
•HR development (training, policy, code of conduct, review of salary grid and internal regulation)

-Advocacy - cross-cutting issues

•Follow-up of UN reform and its implication on the mission (OCHA, CHF)
•Advocacy (humanitarian)
•Participate actively in coordination and advocacy initiatives in coordination with HQ

-Communication

•Ensures regular and relevant communication inside the mission, between the mission and HQ and between the mission and external parties
•Ensures all mission staff have a thorough understanding of Solidarit?s’ mandate and principles of operation, the priorities of the mission and its programmatic goals
•Ensures maximum visibility of Solidarit?s’ actions, when the context allows it (not applicable to South Somalia)
•Maintains regular communication with donors, national and international counterparts and the UN

-Regional Development

•Regional Development (Regional Context Follow-up) Somalia – Djibouti – Ethiopia – Uganda – Kenya)
•Contingency planning
•Cross-border issues

-Representation

•Official representative of Solidarit?s International for the media
•Official representative for the national authorities, intuitions and embassies
•Ensure good relations with any other relevant stakeholders

-Formal Links with other NGOs

•Build strategic relations with other NGOs with a view to ensuring better coordination of activities and approaches and for advocacy purposes

-Operational Management of the Regional Coordination

•Responsible for the HR management of the Regional Team (DCDs, Technical advisors, support coordinators)

CANDIDATE PROFILE

-Education: Master’s degree in political science, international law or humanities with proven track record of successful management of programs in a humanitarian context

-Experience:

•At least 6 years of of field experience with an INGO, including 3 years in a senior management position (Country Director, Deputy Director, Program Coordinator)
•Proven minimum 2 years experience of security management in an area of hardship
•Proven experience in fund-raising and project cycle management (assessments, proposal drafting, reporting, evaluation)
•Ability to represent the organization and negotiate and defend Solidarit?s’ interests with a diverse range of stakeholders
•Proven skills in geopolitical analysis

-Languages:

•English : fluent, with excellent writing skills
•French or Kiswahili is desirable
•Some knowledge of Somali is an advantage

-Computer skills:

•Very comfortable with the usual software and internet
•GIS proficiency is an added advantage

-Other qualities:

•Ability to operate under stressful conditions, multi-task and prioritise
•Ability to work independently, take initiative and adapt to a constantly-moving context
•Excellent analytical, diplomatic and negotiation skills; African experience desirable

CONDITIONS

Salaried post: from 2100 euros (gross) per month, depending on experience.

Solidarit?s International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. A monthly Per Diem of 600 USD will be provided to cover food and other expenses.

- Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

- Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a break during the 3rd and the 9th month (with 500 euros allocated by Solidarit?s). He or she will also be entitled to go back to his or her home country for a 15-day period after six months spent on the mission (Solidarit?s will cover travel costs).
