Adult Educator – Training Materials Development Specialist

Organizational Context The UN Joint Programme on Local Governance and Decentralised Service Delivery for Somalia is a 5 year Programme of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The partners in the Joint Programme are the Transitional Federal Government, the Government of State of Puntland, the Government of Somaliland, Regional Councils, District Councils, Legislatures, Municipal Associations, International and Local NGOs/CSOs, and the private sector. The Programme is aligned to the programming frameworks of the Somalia Reconstruction and Development Programme 2008-12 and the UN Somalia Assistance Strategy (UNSAS) 2011-2015.

It is envisaged to achieve as wide coverage in Somalia as resources and conditions allow with a comprehensive approach to rendering local governments as credible and professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision-making and development. The strategy pursued will comprise: (i) policy and legal frameworks for decentralisation, local government, service provision and land, (ii) institutionalising local government systems, vertical and horizontal inter-government linkages and civic education initiatives, (iii) investment in public services and goods through testing the Local Development Fund model, direct service provision and promotion of public-private partnerships, and (iv) processes and systems for housing, land and property disputes and resolution. Throughout the Programme, strong emphasis will be placed on gender and women in local government, human rights and local governance, and good governance principles of transparency, accountability and participation.

The overall objective of the JPLG is that local governments contribute to peace and equitable basic service delivery. The specific objectives of the Joint programme are (1) communities have access to basic services through local governments; and (2) Local governments are accountable and transparent.
III. Objectives of the assignment

The objective of the assignment is to revise the existing set of public expenditure management (PEM) materials for district councils for both Somaliland and Puntland and revise these and incorporate the recently agreed to revised PEM Guideline, LDF and feasibility and cost benefit analysis methodology and make them relevant to the needs of adult learners in Somalia.

The purpose of the assignment is to put at the disposal of trainers, training materials for both trainers and participants, methodologies and processes that will guide them in delivering effective training to adults, many of whom may have low levels of formal schooling and literacy.

Scope of work

In light of the above, the JPLG partner agencies provide support to Somali authorities to develop guidelines for local level public expenditure management processes and subsequent service delivery. These guidelines once endorsed by Somali authorities have been developed into user friendly Training Manuals for trainers and the adult learners. The manuals are intended to guide trainers and provide ongoing support to help trainees develop basic skills needed for engaging in the development process. In 2011 JPLG undertook a revision of the planning and budgeting guideline in both Somaliland and Puntland informed by lessons and experience from the last two years of implementation which has now been endorsed by the respective authorities. In addition the local development fund (LDF) has been established and further work on the project appraisal process to include cost benefit analysis and feasibility of district investment piloted. Within this context, the JPLG is looking to hire a Consultant to revise and update the existing PEM manuals in line with the newly revised guideline and other new initiatives as mentioned above.

JPLG will hire an individual consultant to carry out the consultancy.

The scope of work of the consultant is: 1.Take stock of and review current regulations, the existing PEM manuals for Somaliland and Puntland, the newly revised planning and budgeting guidelines, guidelines and manuals of relevance to LDF, cost benefit analysis and feasibility studies related to the PEM process for sub national authorities in Somalia. 2.Based on the review of these updates in point one above, then revise the PEM training materials for adult learners and trainers and then as participants based on these manuals. 3.Field test these revisions of PEM training materials with trainers and participants. 4.Finalize the PEM training materials to be used as part of the JPLG by May 2012. V. Monitoring and Progress controls

The consultant will work under the overall supervision of the UNDP JPLG Project Manager and will present drafts for discussions to the Joint Program partners. This may be done through teleconference, skype and email.

A work plan for the consultancy will be developed and agreed to no later than two days after the start of the assignment. Evaluation of the IC contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.

Final product/deliverable

The outputs will be: 1.Draft revisions of the set of PEM training materials for trainers and participants for Somaliland and Puntland against the revised Guidelines. 2.Following field testing of these materials, the finalization of the PEM training materials.

Review/approval time

The performance of the contractor will be reviewed on bi-monthly basis to approve outputs prior to authorization of payments.

Qualifications/Required Competencies

•Masters Degree in Adult Education, Curriculum Development or any relevant related field. •At least 5 year’s experience in designing training materials for adult learners in development settings and implementing training activities. oExperience working in post conflict environments and fragile states required. oExperience in developing materials for local governments. •Excellent writing, analytical, and presentation skills. •Experience in working with multiple stakeholders and across UN agencies is an asset. •Excellent command of written and spoken English •Demonstrable knowledge of or experience in Somalia is an advantage.

Terms of Service

This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.

Based on the outcome of the competitive process. The incumbent will be engaged on an IC contract on a retainer basis. The contract will be over span of one year at a pre-determined rate on time and material basis.
