JOB CONTEXT: Handicap International (HI)I is currently implementing in the Dadaab area a project called “High impact intervention towards a disability friendly environment in Dadaab refugee camps with support of the Dadaab host community”. The intervention was initiated in 2008 and is now moving to a new 3 years phase starting in September 2011.

Overall objective of the project is to foster inclusive environments and empowerment of refugees with and without disabilities and host communities for access to quality rehabilitation and social services in Dadaab. On top of this long term intervention, HI has been taking part to the humanitarian emergency response to the Horn of Africa crisis (famine declared in part of Somalia on july 20th 2011).

HI’s current intervention is two fold: - Long term response: Provision of community & facility based rehabilitation services alongside efforts to mainstream disability into other implementing partners operations. - Immediate assistance: Ensuring identification of most vulnerable refugees and their access to vital services (both basic and specific), either through referral or direct provision of these services

JOB DESCRIPTION: As Field Coordinator, under the responsibility of the Program Director (PD) and in collaboration with the Technical Coordination unit and the Support Services hosted in the regional office, you have the overall responsibility of implementing Handicap International’s mandate in North Eastern Province of Kenya, with a priority focus on Dadaab based interventionsYou ensure the overall oversight and leadership of the existing development project(s), proper representation of the organisation vis-à-vis external stakeholders; also, you are force of proposition and participation to the keys analysis and future orientations of Dadaab / North Eastern Province projects and activities.

Your key responsibilities are to: - Ensure a proper representation in North Eastern Kenya, and more particularly in the Dadaab area - Participate in the preparation/review/evaluation of the Kenya/Somalia programme’s multiannual strategy - Ensure smooth running of the area interventions and to make sure the set objectives are achieved and services delivered to the beneficiaries in a timely and efficient manner - Ensure accountability and knowledge management are considered at all stages of the project cycle with a particular attention to project implementation - Spearhead Human Resource Management towards staff empowerment - Maintain quality communication and reporting - Ensure security at field level of personnel and assets - Ensure overall financial management at station level

CANDIDATE PROFILE: You have a relevant degree to Humanitarian degree You have significant experience in project management with at least 3 years of managerial responsibilities; strong skills in Monitoring and Evaluation You have strong knowledge and experience with humanitarian guidelines and principles;

You have proved ability to manage team at field level in a complex environment. And you have very good cross cultural skills You have ability to multi-task and effectively handle stressful situations

You can work and live in conditions of limited comfort and leisure activities

Experience in working in hardship environment; in an emergency relief context would be a plus Knowledge of the Horn of Africa would be an asset

REQUIRED LANGUAGE SKILLS: Excellent verbal and written communication skills in English

JOB ENVIRONMENT: Security in the Dadaab area is ensured by the Government of Kenya (GoK) authorities (civil and military). Nevertheless, some instances of banditry do occur every once in a while. For long, this has been calling for restrictions of movements for humanitarian workers as pre-emptive measure.

The position is based in Dadaab refugee camps with regular visit to Garissa and Nairobi. The expatriates live in a compound and due to the situation, only working expatriates can be in Dadaab. If the expatriate has a partner and/or a family, they can be based in Nairobi while the expatriate is in Dadaab.

EMPLOYMENT CONDITIONS: Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Salary: salary bracket: 2300-2600€ gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
