Relief Program Director

PURPOSE: The primary function of the Relief Program Director is to provide management and oversight to World Concern Development Organization’s humanitarian relief efforts in the Horn of Africa.

RESPONSIBILITIES:

ESSENTIAL FUNCTIONS: • Review disaster situation, and provide strategic vision and program design for the short and medium term. • Liaise with donors, seek new funding opportunities, and prepare proposals, in conjunction with the Country and Seattle offices. • Build and maintain team spirit/ work within the disaster response team and the support team at the country office base. • Work with the field managers in the planning of project activities and set high-quality performance targets ensuring adherence to technical sphere standards, best practices, and donor guidelines. • Use appropriate project management tools to plan, monitor and track progress on project implementation in a timely manner. • Ensure proper management and utilization of project resources. • Ensure efficient logistical coordination with high level of integrity. Ensure adherence to professional procurement, shipping storage, and distribution practice. • Ensure a strong M&E system is in place to maximize project impact on beneficiaries and to effectively report to donors and other stakeholders. Prepare and submit required donor project reports, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region office, or headquarters. • Security: Closely monitor events in the areas of operation (humanitarian situation, politics, and security, etc.) for timely decision making. Ensure staff compliance with prepared security plans and procedures. • Maintain regular communication and good working relationship with the Kenya Country office to ensure adequate and transparent information dissemination. • Ensure that program strategic objectives and results are fully accomplished and meet expected technical quality standards. • Ensure organization representation at task force meetings, assessment missions, coordination meetings and INGO coordination meetings as appropriate.

BUDGETING, FINANCIAL PLANNING, AND REPORTING: • Ensure proper financial management systems are in place and followed in coordination with the Country Program finance team. • Ensure grant management compliance with donor’s regulations with support from the Country Program Compliance team. • Work closely with local partners to ensure timely and quality advance tracking and liquidation as per WC guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES: • Spiritually mature follower of Jesus Christ and committed to World Concern • Bachelor’s degree in Social sciences or related field • Mature individual with at least three years of disaster and emergency experience, including direct experience in fast paced implementation • Excellent communications and representation skills, particularly with donors, other national and international NGOs, UN agencies and local governments • Experience in working with and managing USG funded projects • Knowledge of region with sensitivity to political, religious, and cultural issues • Proven ability to be an effective supervisor of staff of varying levels of responsibility and cultural backgrounds • Experience in staff and partner capacity development; and in providing effective technical assistance and guidance • Excellent organizational skills and ability to manage a complex workload and deadlines • Willingness to live and work in an environment where conditions are occasionally harsh and/or volatile • Excellent English language skills

WORKING CONDITIONS AND ENVIRONMENT: • Travel to areas of significant insecurity. Field travel can involve driving on bad roads and frequent encounters with armed personnel and militia.
• Living conditions in the field may at times be harsh. Limited access in the field to medical care. • Will require working extended hours and on weekends/holidays to meet deadlines.
