Purpose:
- To facilitate the implementation of the OVC/HCBC TCB project in Nyanza through partners.
- The project covers HIV/AIDS impact mitigation through Home Based Care, orphan support, knowledge creation, de-stigmatization, BCC, VCT, ARV therapy, and other impact mitigation efforts.
Specific Tasks and Responsibilities:
Partnership and Church Relations (30%)

- Coordinate all CRS partners within the jurisdiction of the Catholic Diocese of Homa Bay
- Consult and work closely with the Catholic Bishop and the Catholic Diocese structures
- Identify and build the capacity of the Diocese for sustainability
- Manage relationship between CRS and the diocese and other TCB implementing partners
Technical- OVC/HCBC (70%)
- Provide technical assistance to partner organizations in key areas of OVC/HCBC, HIV/AIDS prevention, care and impact mitigation
- Participate in planning and facilitation of technical workshops for capacity building in OVC programming, HIV/AIDS, VCT, HCBC, OIs and ART
- Represent the agency in HIV/AIDS forums, networks and liaise with MOH, department of children, etc
- Ensure proper financial management, reporting and administration of the project
- Monitor and report on the implementation of the project
- Review and finalize project progress and financial reports
Qualifications:
- University Degree in Nursing, Public Health, Social Science or other relevant area of study
- At least 5 years working knowledge (practical skills) in the following areas: OVC, HBC, VCT, and ART
- Experience in implementing US Government-funded projects.
- Willingness to travel under difficult circumstances and work in a team
- Excellent communication (written and oral) and computer skills (Microsoft office programs)
2) Position: Monitoring and Evaluation Officer
(Ref 2010/10)
Location: Nairobi with regular travel to the field.
Purpose:

Purpose:
- To support the database management and monitoring and oversee evaluation activities of CRS programs.
- S/he will undertake the overall coordination of monitoring, evaluation and documentation functions for the livelihood and public health programming areas.
Specific Duties and Responsibilities
- Provide technical support to programs in developing strategic and implementation plans during the design process.
- Develop and/or adapt Management Information System (MIS) that meets the needs of various programs.
- Develop/consolidate key indicators and subsequently incorporate them in all agreements and amendments under the projects.
- Ensure appropriate data collection by implementing partners in fulfillment of both monitoring and evaluation plans.
- Ensure program quality through regular training on M & E and supervisory visits to partners.
- Facilitate the documentation and dissemination of lessons learnt from the projects.
- Facilitate the development of the country annual reports, SPP and any other relevant program materials.
- In consultation with relevant authorities, respond to project information requests from the stakeholders
Qualifications:
- A bachelors degree in public health, demography, sociology, statistics or a related field with at least 5 years experience.
- A Masters degree in a similar field will be an added advantage.
- Computer proficiency in word processing, database, spreadsheet, graphics presentations and MIS, SPSS, Epi Info and KePMS
- Three years experience in M & E or Strategic Information development in a USG funded program
- Knowledge of evaluation designs and good understanding of livelihood and public health issues
- Ability to work well in a team
- Excellent written and oral communication skills.
- Demonstrated ability to transfer knowledge through informal and formal trainings
- Experience working in projects with multiple implementation partners and writing donor reports.
3) Position: Monitoring and Evaluation Officer
(Ref 2010/11)
Location: Nairobi with regular travel to the field.

Purpose:
- To support the database management and monitoring and oversee evaluation activities of the CRS Kenya HIV/AIDS Unit.
- S/he will undertake the overall coordination of monitoring, evaluation and documentation functions for the HIV/AIDS Unit.
Specific Duties and Responsibilities
- Provide technical assistance to country program in developing strategic and implementation plans in design process.
- Coordinate and structure monitoring and evaluation activities with the HIV/AIDS program staff.
- Review/assess the capacity requirements of the implementing partners to implement monitoring and evaluation systems in a timely and effective manner.
- Develop/consolidate key indicators and subsequently incorporate them in all agreements and amendments under the projects.
- Working with the technical officers and partner staff to establish and coordinate quality assurance systems in projects
- Ensure appropriate data collection by implementing partners in fulfillment of both monitoring and evaluation plans.
- Build staff and partner capacity by conducting regular training on M & E.
- Validate data sent from the field through periodic monitoring of the existing database management system at the partner and household levels.
- Facilitate the development of the country annual reports, SPP and any other relevant project materials.
- In consultation with the relevant authorities respond to project information requests from the stakeholders
Qualifications:
- A bachelors degree in public health, demography, sociology, statistics or a related field with at least 5 years experience.
- A Masters degree in a similar field will be an added advantage.
- Computer skills in word processing, database, spreadsheet and graphics presentations, SPSS, Excel, Epi Info, and KePMS
- Three years experience in M & E or Strategic Information development in a USG funded health intervention program.
- Good understanding of public health issues particularly HIV/AIDS and TB.
- Experience working in designing, preparing and conducting surveys, collecting and analyzing baseline data, and reporting.
- Ability to conduct epidemiologic and social science research, including questionnaire development data processing and data analysis.
- Ability to work well in a team.
- Demonstrated ability to transfer knowledge through informal and formal trainings
- Experience working in projects with multiple implementation partners a plus.
