Reporting to the Manager, Contracting and Procurement – Africa, the Contracting and Procurement Officer will support the manager in providing effective and efficient procurement and contracting services in the Africa Region by ensuring compliance to Corporate Policies and Procedures.
Key duties and responsibilities:
· Review of procurement and contractual documents (master agreements, donor agreements, recipient grants, consulting and service contracts, leases, purchase orders, MoUs and other types of agreements) in accordance with NI Contracting and Procurement Policy and NI process check list prior to managerial review
· Follow-up with Country Offices on procurement and contract queries/revisions identified during reviews
· Work with internal stakeholders to determine procurement needs, quality, and delivery requirements
· Administer contract performance, including delivery, receipt, warranty, damages and insurance
· Reconcile or resolve value discrepancies
· Prepare and maintain records on purchase price information on both open market and contract purchases and revises these as conditions changes; obtains quotations on open market purchases.
· Develop and maintain necessary records and files for efficient operation including follow-up with Country Offices to ensure timely contracting processing of contracts
· Assist Country Offices in establishing and negotiating contract terms and conditions, and maintain supplier relationships.
· Assist program staff in the development of specifications for equipment, materials, and services to be purchased
· Assist with developing and revising procurement operating procedures and policies
· Any other duties as required from time to time.
Education/Professional Designations/Skills/Experience:
- Bachelor’s degree in Business Administration, Commerce, Law, Procurement or related field such as procurement and supply chain management, logistics, and/or contract management).
- A professional designation related to Supply Chain management is considered an asset.
- Minimum 3 years of experience in procurement and contracting for donor funded projects
- Sound knowledge of procurement procedures, contracting and applicable laws with strong analytical skills.
- Good judgment in analysing data and information, and adapting procedures to accommodate new or unusual situations;
- Attention to detail;
- Demonstrated client service orientation and abilities;
- Ability to effectively communicate and develop harmonious working relationships with professionals from a variety of disciplines;
- Knowledge of contracting systems is an asset
- Strong working knowledge of Microsoft Word and Excel, and use of E-mail;
- Ability to work under pressure with minimum supervision;
- Proven time management skills and ability to handle multiple deadlines
- Fluency in English (Reading, Writing & Oratory Skills) is a prerequisite. Knowledge of French would be an asset.
