Terre des Hommes Netherlands in East Africa is looking for a Planning, Monitoring & Evaluation (PM&E) Coordinator, full time, to be based in Nairobi (Kenya), with frequent travel within the region.

Terre des Hommes Netherlands prevents child exploitation, rescues children from exploitative situations and ensures that these children can continue their development in a safe environment. Terre des Hommes Netherlands in Africa focuses within the Child Exploitation Theme on Sexual Exploitation of Children, the Worst Forms of Child Labour, Child Trafficking and Migration, Sexual and Reproductive Health and Rights and on Child Protection in Humanitarian Crisis. For each of these forms of child exploitation, Terre des Hommes Netherlands develops and implements programmes, through local partners. As part of its multi-year strategic plan (2016-2020) Terre des Hommes Netherlands plans to increase its support to comprehensive Programs addressing Child Exploitation in Africa.
In Africa, Terre des Hommes Netherlands works in Kenya, Uganda, Tanzania and Ethiopia.
The PM&E Coordinator is highly expected to contribute and support implementation of the M&E system and processes and where applicable, strengthen and enhance it. The post holder will be responsible for data verification,analysis and utilization with an aim of providing management with relevant and timely information for decision making and programme improvement.S/he will support quality programme design ensuring country plans incorporate key M&E information and learnings.The position will work together to country teams to ensure quality and timely reporting.
Position within the organisation
The PM&E Coordinator reports to Head of Africa and provides functional guidance and support to country teams across the region in relation to quality programme planning, monitoring, reporting, evaluation.
Result areas
1. Co-develop quality policy
- Follows, signals and analyses relevant bottlenecks, trends and developments inside and outside the organization.
Translates these into consequences, opportunities and/or improvements to the quality policy for the benefit of the entire organization.
Advises management regarding the development or adaptation of the quality policy pursued.
Evaluates the developed policy, identifies possible bottlenecks/deviations, and makes suggestions for improvement.
Result: Quality policy co-developed in such a way that developments have been timely signalled, analysed and translated to the organization and qualitatively good improvement proposals have been brought forward.
2. Implement planning, monitoring and evaluation system
- Contributes to improvement of PM&E system and standards, regulations and instruments for an optimal accountability and learning
Facilitate capacity building for implementation partners to enable them to monitor and evaluate their own efforts gather and analyse relevant data and produce required progress reports.
Investigates, analyses, and evaluate proposals,data and reports obtained from the database and signals any improvement points regarding the accountability and learning of the programs/projects implemented by the organization,
Leading and facilitating analysis and interpretation of PME information as an input to regular narrative reports covering progress of the TdH NL programmes.
Assist the TdH Country offices, local partners and major stakeholders in the strategic use of data and information so as to monitor strengths, weaknesses and gaps in the implementation of the TdH-NL programmes, to adjust planning and implementation and to improve impact of the programme and other projects.
Coordinate and provide technical inputs in internal and external evaluations at country level.
Result: PM&E system strengthened in such a way that standards, regulations and instruments have been improved, data have been analysed and the organization’s project/program activities and impact can be accounted for in a timely and correct manner.
3. Give advice and provide information
- Contribute in the preparation of information on annual plans, reports and budgets for advice to management
- Work with country/regional staff to ensure that project design and Country plans are logically sound,contextually appropriate, based on learning from previous project and good practices
Result: Advice given and information provided in such a way that those involved have been informed and advised in an expert manner.
4. Maintain contacts
- Maintains internal and external contacts associated with the function.
- Initiates and develops information and knowledge transfer in the applicable policy area and provides information and advice to internal and external stakeholders.
Result: Contacts have been maintained in such a way that the organization is well represented in external circles.
Knowledge,Skills,Experience and Behaviours Necessary to achieve role purpose
Bachelor"s degree in Social Sciences,Statistics or any other related field from a recognized University
At least 4 years working experience in M&E
Demonstrated Experience in designing/implementing M&E Systems for assessing performance and extracting learnings within the Child Protection/Rights Sector
Knowledge and Sound Experience with participatory qualitative and quantitative M&E methods for Child Protection/Rights Programming
Skills in Coordinating & Experience in Capacity Building colleagues and partners on M&E
Working knowledge of spreadsheets,data(qualitative) analysis packages and databases
Analytical, documentation, innovative and reporting skills.
Good presentation, communication and facilitation skills
Teamwork and networking both internally and externally.
Contract Period: One year contract with a possibility of extension.
