Main purpose of the Job:
- To develop and facilitate implementation of training and development policies, strategies and programmes for the EAC.
Specific Responsibilities:
- Develop the EAC Staff Training and Development policy
- Conduct organizational staff training needs assessment;
- Facilitate consultations with Directorate/Departmental Heads on priority specialized training requirements for their Directorates/Departments.
- Prepare annual training plans and present to the Human Resources advisory Committee for approval;
- Establish availability of funding sources and training programs in various institutions and advise;
- Design, develop, test training materials and implementation of in-house competency based training and development programmes relevant to specific needs of EAC; 1
- Prepare handbook and facilitate implementation for induction programs for all new staff;
- Facilitate the continuous professional development of Staff and prepare annual returns for management records;
- Prepare annual programme for priority conferences and facilitate Staff participation;
- Carry out post training performance evaluation and assess the impact of training on staff performance;
- Provide career-counseling services to staff;
- Update and Maintain the skills inventory database for EAC;
- Perform any other duties assigned by management.
Minimum qualifications and experience:
- Masters Degree in Human Resource Development, Social Sciences or equivalent qualification from a recognized University.
- Diploma HR Training and Development, Adult Training Techniques, experiential learning or equivalent certifications;
- 7 years experience with three years direct engagement in design, development and implementation Competency Training programmes in a busy environment.
The ideal candidate should have good leadership, planning, interpersonal, communication, negotiation and report writing skills.
She/He must demonstrate high level of integrity, team leadership, proactivity, analytical, ability to arbitrate, counseling skills, independence, confidentiality, assertiveness, result orientation and prove proficiency in computer application.
Terms and Conditions of Service
These positions are DFID funded, and are non established positions whose contract terms are limited to the period of support, and may only be renewed subject to extension of the funding.
Attractive consolidated remuneration packages for non-established fixed contract positions will be paid in accordance with the EAC regulations on short term Staff contracts.
