CARE’s Adaptation Learning Programme (ALP) for Africa is designed to develop, implement and disseminate models for community-based adaptation to climate change. The programme is implemented in Ghana, Niger, Mozambique, and Kenya.
In each country, community-based adaptation demonstration projects will be implemented in vulnerable communities in partnership with local civil society and government institutions.
The experience gained will be used to influence adaptation policies and programmes at national, regional and international levels through targeted advocacy.
The project will also seek to promote replication and scaling up of successful CBA models by governmental and non-governmental institutions engaged in planning and implementing adaptation initiatives.

Reporting to the ALP Programme Coordinator, the M&E Advisor will have the following key responsibilities:
- Develop and implement coherent and innovative monitoring & evaluation systems at programme level with support to their implementation at country level, with focus on monitoring adaptive capacity and community-based adaptation, advocacy, gender and learning.
- Compile and analyze data to generate programme-level information for donor reports, policy- and programme-oriented publications and communications products
- Provide leadership and capacity development for Information and Knowledge Management Officers in each of the four countries
- Coordinate evaluation exercises and external reviews including economic analysis

Required skills and qualifications
- University degree, and preferably an advanced degree, in a relevant discipline such as international/rural development or social science
- At least eight years of relevant working experience, including a minimum of five years leading M&E in complex programmes, including capacity building of staff
- Strong experience in innovative, participatory and gender-sensitive M&E approaches and knowledge management
- Strong experience with log frames and donor reporting
- Demonstrated awareness of, and sensitivity to, gender and diversity
- Fluency in spoken and written English, working knowledge of French highly desirable
- Knowledge of adaptation to climate change desirable
