The business support functions in Finance, Human Resources, Logistics, Administration and IT, have been brought together into one independent, customer centric functional Centre known as the Shared Services Centre (SSC). Consequently, a Shared Services Centre was created to take over all the transactional work currently being carried out in each separate business unit. In the process, there has been significant changes and inevitably significant turnover. It is therefore of essence to create a solid and successful culture of teamwork in the Unit to establish trust, effective communication and maximization of teammate strengths. It is in this regard that the Oxfam SSC is keen to hold a team building training workshop to build on these objectives.

Kenya Semi-Arid Livestock Enhancement Support (K-Sales) Program

Over 3 years, the USDA - Kenya Semi-Arid Livestock Enhancement Support (K-SALES) Program will improve the competitiveness of the livestock value chain by increasing productivity and boost marketing and trade of live animals and meat (cattle and shoat) hides and skins value chains.


K- SALES interventions will increase the availability of quality enhancing inputs, technologies and services, while increasing adoption of improved livestock and farm management techniques. The project will also stimulate and leverage public and private investment in infrastructure and technologies through matching grants that strengthen vertical and horizontal linkages through capacity building and mentorships to improve linkages between buyers and sellers, buy-down risk of investment and reduce transaction costs in 6 Counties; namely Tharaka Nithi, Meru, Kitui, Makueni, Machakos and Taita Taveta.

K-SALES is seeking expressions of interest from qualified and highly experienced firms, eligible local facilitators/consultancy firms, consortiums, NGOs, CBOs, training institutions, business associations, private sector business service providers, financial service providers and livestock sector stakeholders to indicate their interest to partner with us in implementing sustainable interventions in the livestock sector. Upcoming assignments will be tendered on a competitive basis to any organization that is pre-qualified with K-SALES.  1. Monitoring and Evaluation Officer
The M&E Officer will be responsible for the design, development and implementation of a comprehensive, efficient and effective system of monitoring, evaluation and learning for a 5-year project.
To succeed in this role you require:Familiarity with Ministry of Health and PEPFAR reporting systems.Experience with HIV/AIDS data collection and analysis for prevention, care, and treatment programs.Skills in conducting project evaluation, data quality assessments, and in organizational capacity development indicators and building capacity of local partners to utilize data for decision-making purposes to improve HIV programs are.A minimum of a relevant Master’s degree and at least 5 years professional experience in the responsibilities listed above are required.Demonstrated ability to transfer knowledge through training and mentoring.Familiarity with CDC preferred.2. Under the direct supervision of the Chief of the Capacity Development Unit, the incumbent will perform the following duties:

1.Promote and Develop Habitat University Partnerships by;

a) Identifying and engaging potential and actual partner Universities to support the normative and operational activities of UN-Habitat;
b) Keeping up to date database of partner Universities and Preparing progress reports and briefs; 
c) Exploring funding opportunities and develop programme documents to support University partnerships.

2. Provide technical and substantive support to regional and global University networks by:

a) Identifying complementarities, emerging issues, innovation and other opportunities which would stimulate networking;
b) Developing concepts and proposals to support and implement Habitat Partner University networks to promote sustainable urbanization;
c) Developing the design and architecture of networks and supporting tools;
d) Organizing roundtables and networking events for Habitat Partner Universities.

3. Supporting the development and implementation of University curricula and courses by:

a) Identifying key UN-Habitat messages, tools, approaches and practices, and work with universities on mainstreaming them into education;
b) Facilitating Habitat Universities access to UN-Habitat tools, publications and expertise;
c) Developing and implementing continuing professional development;
d) Preparing expert group meetings to support curricula development and its Implementation.

4. Supporting the mobilization and involvement of University partners in national and regional initiatives by:

a) Facilitating operational links between Habitat Partner Universities and UN-Habitat regional offices;
b) Identifying opportunities for university collaboration in country programme activities of UN-Habitat;

5. Mobilize UN-Habitat inputs to the Decade for Education for Sustainable Development by:

a) Identifying areas of collaboration, engage with other UN Agencies and other education-related agencies, promote institutional synergy with other initiatives linked to education and capacity building within the UN System.

6. Provision of capacity development services to national and local governments, Habitat Agenda Partners by;

a) Undertaking activities covering the various stages of the training development cycle, and identification of institutional and individual capacity development gaps,
b) Developing project proposals based on results-based management principles, liaise with potential funding agencies, and take part in resource mobilization and project acquisition strategies of the unit and the branch.

7.Contribute to the team work of the Capacity Development Unit and the Research and Capacity Branch by;

a) Taking part in branch-level and unit-level activities; assist in the reporting to senior management of UN-Habitat, revise and comment on reports to the UN secretariat; support the development of the work plan and its implementation, progress reporting and evaluation and monitoring.
b) Performs other related duties as required.

Job Title: Capacity Building Adviser 
Job Purpose

SPRINT aims to increase access to life-saving information and sexual and reproductive health services in humanitarian settings, as outlined in the minimum initial services package for reproductive health in crisis situations (MISP).

The Capacity Building Adviser is responsible for the development, and effective and accountable implementation of the SPRINT capacity building strategy. 

The job holder will provide remote and on-site support to the regional Advisors and Country Coordination Teams (CCTs) to build regional and national capacity on the coordination of the MISP (component 2 of the project proposal).

The capacity building strategy will encompass elements of advocacy, CCT coordination and gap filling to successfully prepare CCTs on MISP implementation.

Key Tasks

A. Emergency preparedness: Capacity Development

Further develop and complete the draft training curriculum on coordination of the MISP, and field test the updated curriculum.Coordinate the translation of the training curriculum, and facilitate printing and dissemination;Develop, adapt and facilitate a course agenda for the refresher Training for Trainers and other relevant trainings.Identify and link CCT members to appropriate in-country/regional trainings as appropriate (advocacy, management, proposal writing, etc)Mobilize trainers to conduct in-country trainings, and complement the training skills of selected trainers as appropriate.Evaluate the existing training based on (to be developed) evaluation sheet. Feed-back lessons learned into SPRINT initiative.Develop a trainers and trainees database, and ensure the database is regularly updated.Liaison with Communication Adviser to establish the online SPRINT Community of Practice and to document best practices linked to SPRINT objectives.B. Disaster Risk Reduction – Enabling EnvironmentProvides technical assistance (draft wording for policies, sharing global guidance documents, advocacy support) to CCTs for the integration of MISP into relevant national emergency preparedness policies, within the priority countries.Link countries experiences and best practices within regions.Liaison with WRC and IAWG on capacity building on the coordination of the MISP.A post-graduate qualification in public health/education/training degree or equivalent;

Proven experience or track record in capacity building development;

Minimum of seven years experience in the relevant field (e.g. public health, training) with at least three years professional field experience specifically in capacity building in humanitarian settings.

Terms of Reference for Evaluation of Comprehensive RBM Capacity Building for HIV AIDS Service Organizations (RECABASO) projectThe Regional AIDS Training Network (RATN), based in Nairobi Kenya, is a regional NGO with presence in eleven countries across Eastern and Southern Africa. RATN’s mission is to strengthen the capacity of individuals and organizations to respond to HIV and AIDS. Currently RATN has 35 member institutions In 11 countries.
The Comprehensive RBM Capacity Building for HIV AIDS Service Organizations (RECABASO) project is a new and innovative initiative, aimed at utilizing best practices in identifying and addressing Results Based Management capacity gaps among organizations implementing HIV & AIDS programmes in Eastern and Southern Africa.
The RECABASO project strives to reinforce the role played by Results Based Management in improving the effectiveness of HIV and AIDS programmes. The project approach stresses that adequate capacity building and technical support is necessary in helping many AIDS Service Organizations (ASOs0 realize their potential. In this context RATN with funding from Sida launched the RECABASO initiative aimed at building RBM capacity for AIDS service organizations and community institutions implementing programmes towards achieving the public health Millennium Development Goals 4, 5, and 6 which are; to reduce child mortality rate; improve maternal health and combat HIV and AIDS, malaria, and other diseases
In Eastern Africa, the project is implemented by Regional AIDS Training Network in partnership with Eastern Africa Networks of AIDS Service Organizations (EANNASO), based in Arusha, Tanzania.
The project involves AIDS service organizations and community institutions indicating specific RBM areas in which they need capacity building and how the need is linked to improved HIV services delivery. RECABASO teams of RBM experts then follow up with detailed diagnosis of applicant organizations to line up with the best solutions that include experiential learning, internships, on-site mentoring and technical support and follow-ups.
RATN is seeking a competent and experienced consultant for evaluation of RECABASO project. The overall purpose of this consultancy is to assess the implementation and outcomes of the pilot phase of RECABASO that run from January 2011 to April 30, 2012.
The specific objectives of the assessment are to:
a) Assess the extent to which the project objectives have been achieved
b) Review the current status of the beneficiary institutions including any follow up plans;
c) Document successes, challenges and lessons learnt during the course of implementation and
d) Make recommendations on how best to enhance and implement the next phase of RECABASO
 2. Scope of Work for the AssignmentIn undertaking the evaluation the consultant will focus on the following aspects but not limited to:
Programme Conceptualization/Design:
i. Assess whether the problems the project was addressing were clearly identified and the approach soundly conceived;
ii. Assess whether the target beneficiaries and end-users of the results of the project were clearly identified;
 i. Assess whether the project was relevant to the development priorities of the country and;
ii. Given the objectives of the project, whether appropriate institutions have been assisted.
The consultant shall examine the quality and/or timeliness in regard to:
i. The delivery of inputs specified in the project document, including institutional arrangements, interest of beneficiaries, the scheduling and actual implementation
ii. Assess whether the management arrangements of the project were appropriate and adequate;
iii. The responsiveness of the project management to significant changes in the environment in which the project functioned (both facilitating or impeding project implementation);
 i. Assess whether the project resources (financial, physical and manpower) were adequate in terms of both quantity and quality;
ii. Assess whether the project resources were used effectively to produce planned results Assess whether the project is cost-effective compared to similar interventions;
iii. The role of the project Steering Team (RATN and EANNASO) and its impact (positive and negative) on the functioning of the programme.
Results/Success of the programme:
The overall outputs and their meaning are as defined in project documents that should form the main basis for this evaluation. In addition to the targets in the logical framework, the details of the specific project outcomes to be provided are:
i. What are the major achievements of the project vis-à-vis its objectives.
ii. What are the potential areas for programme success? Please explain in detail in terms of impact, sustainability of results and contribution to capacity development.
iii. What major issues and problems affected the implementation of the project and what factors could have resolved them.
iv. Given an opportunity, what actions the consultant would have recommended to ensure that this potential for success translated into actual success.
v. Level of institutional networking achieved and capacity development of key partners, if done in a structured manner at different stages – from inception to programme operations.
vi. Any underlying factors, beyond control, that influenced the outcome of the programme.
vii. Have there been any unplanned effects
 Summary of recommendations and lessons learnt
i. Provide detailed recommendations on main issues associated with the design, planning, results, outcomes, management and implementation of the RECABASO project. The information provided should enable the RATN management to determine what needs to be improved to ensure that the project achieves its intended purpose and impact.
ii. The Review Report shall also include recommendations, if necessary, for the implementing ASOs to improve the quality of similar projects with an understanding that the feedback of these recommendations to the ASOs will assist them to improve the subsequent RECABASO project
 3. Expected Deliverables and Schedule
To complete the assignment the consultant shall submit on the following deliverables:Draft evaluation report: In line with the purpose of the consultancy above, the consultant shall be responsible for producing a report covering in detail each of the specific objectives above. The Consultant will present a draft report 15 work-days after commencement of the contract.Final evaluation Report: The final evaluation report will be submitted five (5) days after receiving written feedback from the RATN Management and stakeholders.The eligible consultant should demonstrate the following:Proven experience in evaluating similar programmesGood conceptual understanding of RBM and institutional capacity building issues relating to HIV and AIDSA proven record of accomplishing tasks such as this on timeFluency in EnglishExcellent soft skillsA total of 20 days will be assigned to the consultant. It is estimated that 3 days will be used for preparing for the assignment and inception report, 12 days data collection and 5 days for preparing the evaluation report and subsequent revisions.

Twenty years of war in South Sudan has had adverse effects on the levels of investment in education and subsequently led to brain drain and low levels of available skilled staff in the country. There is a significant disparity in the supply of skilled, educated talent with demand increasing as the number of employers rise. Consequently, there is high competition for the limited talent leading to high staff turnover which impacts on programme quality and sustainability for most employers in the development sector.
Oxfam intends to lead on a Capacity Building initiative for its national South Sudanese staff; and to partner with other institutions/ organisations to design and implement talent development initiatives, to build on the existing national South Sudanese talent pool.
We are seeking a qualified institution or individual to design the two components (mentioned above) of the Capacity Building Programme in consultation with relevant stakeholders in Oxfam and South Sudan in general. The entire project will comprise two phases, highlighted below:Design of the two Capacity Building Programmes: - (Oxfam National Staff Capacity development plan and the integrated national staff talent development programme).
