Purpose

The Partnership for African Social and Governance Research (PASGR) is seeking a consultant to develop an organisational communications strategy for the period 2015-2019.

Background

PASGR is a non-profit organisation based in Nairobi, Kenya that works with African social science researchers and academics to enhance their capacity for research that can inform social policy and governance. It was established in 2011.

PASGR has a new strategic plan covering 2014-2018. It is necessary to rethink the communications function and operations in line with this strategic direction. We are therefore seeking a consultant to develop, working closely with PASGR, a comprehensive 5-year outreach and communications (O&C) strategy and make recommendations on outreach and communications structure to support the strategic plan.

The consultant will be responsible for assisting PASGR to develop an effective O&C strategy and a coherent plan of action to effectively use various publicity/marketing tools and improve communication material and media relations. The consultant shall have demonstrated expertise and experience in communications and marketing in Africa.

Completion date is expected no later than 15 February 2015.

Scope of Work and Responsibilities The consultant will outline and design an O&C communication strategy and plan which shall include but is not restricted to:1.1. Mapping of key target audiences1.2. Review of current O&C channels/media used by PASGR1.3. Review of O&C objectives1.4. Relevant key communication messages at organisational level and for each PASGR programme1.5. Proposed entry points and activities for outreach and communication, identifying and justifying the most relevant media channels per region, with budget estimates where applicable1.6. Proposed materials to be linked to the activities in 1.5 above1.7. A monitoring tool and checklist for implementation of O&C strategy.

2. Deliverables

2.1. Outreach and Communication Strategy for 2015-2018, including aspects 1.1 to 1.6 outlined above.2.2. Monitoring tool and checklist2.3. Key messages for PASGR and each programme (Research, Higher Education, Professional Development and Training)

3. Proposal format

3.1. Background on firm3.2. Proposal – outline scope of work, methodology, and timelines based on deliverables3.3. Pricing proposal – include all related costs. All prices must include Value-Added Tax (VAT)3.4. Expertise – indicate relevant experience of the team that is proposed to carry out the work3.5 Annexes – Relevant examples of similar projects done for other clients. Include at least three contactable references.

A contract will be signed between PASGR and the successful vendor, based on terms that will be agreed jointly.

IBTCI LOOKING FOR COMMUNICATIONS COMPANY BASED IN KENYA

International Business & Technical Consultants, Inc. PROJECT SUMMARY

In FY 2014, IBTCI evaluated USAID/Somalia’s portfolio focused on stabilization, economic growth, education, youth empowerment and governance. In order to disseminate information about the progress and results of USAID’s progress with stakeholders, IBTCI is seeking a communications company based in Kenya to create and distribute communication/outreach material.

Key Personnel:

Photographer

The project requires original photography of activities. The company contracted should have access to an experienced professional photographer with experience in Somalia and with USAID projects that will:

· Use digital cameras, or digitize images taken on film

· In sensitive situations, get verbal written authorization from subjects—at least at the project level

· Document subjects

· Capture, on video, audio, or paper, direct quotes as testimonials

· Work with photo shop software to edit and catalogue these images.

The company contracted will also strive to ensure the following standards regarding the photographs to ensure that the communications have a recognizable look. To this extent the company must:

· Focus on positive aspects of USAID efforts

· Demonstrate “aid in action”

· Ensure relevance to the USAID story

· Avoid images that showcase despair

· Include other images that showcase Somalia’s landscape and culture

The photographer is required to spend a total of ten days in Somalia, in Somaliland, Mogadishu and South central Somalia.

Graphic Designer

The project requires original graphics and design of communication and outreach materials. The contracted company should have access to a professional level graphic designer that can work on a tight schedule with a quick turnaround to create products. The designer will:

· The designer will create attractive graphic designs and layouts, subject to IBTCI approval for various products including those listed in the deliverable section

· The materials will be in full color, and include striking graphics, photographs, and other visual elements

· Make the designed materials available on a disk in a user-friendly format, for use in a website or power point presentation.

· Upon approval of artwork, designer to liaise with contracted printer until delivery of finished product

The designer should be able to:

· ability to work in short time-frames;

· be creative;

· experience with USAID Graphics Manual desirable

· the ability to produce visually striking publications;

· proven experience in graphic design, including design and layout for similar materials;

· Deep familiarity with graphics, word processing and presentation software.

· experience using standard publishing programs such as Mac-based Adobe Photoshop, Adobe Illustrator and QuarkXPress; and

· Extensive knowledge of Kenyan publishing industry.

Deliverables

Printing

The contracted company will need to ensure that all products are produced according to specifications approved by IBTCI.

SOS Children’s Village Somalia and Somaliland, a branch of SOS Children’s Villages International is a Non-Governmental organization (NGO) which is non-sectarian, non- partisan and non – profit making organization. Its core mission is to provide care and support for children who are at risk of or have lost parental care. Presently we work in five project locations of Mogadishu and Baidoa (South and Central Somalia), Berbera, Hargeisa, and Sheikh (Somaliland) in the areas of child care, education, health and emergency programming. Under its flagship health program, SOS runs a Mother and Child Referral Hospital in Mogadishu that see over 200,000 patients annually across primary health care and comprehensive in-patient and also runs a nursing school that acts a research and a practicum site for local medical teaching universities.SOS Somalia/Somaliland intends to raise its visibility both locally and internationally, as it looks build strong partnerships with other INGOs, government, local communities and donors. In light of this, we are looking for a communications consultant.The objective of the assignment is to document case studies and capture viable photos of the programs of SOS. The intent is to get write-ups and visual material that will raise the public profile and visibility of SOS Children’s Villages Somalia/Somaliland and in addition to contributing to its fundraising efforts.The consultant will be expected to travel to the two regions where SOS runs its program in Somalia and Somaliland. BACKGROUND INFORMATION

SOS Children’s Village Somalia and Somaliland, a branch of SOS Children’s Villages International is a Non-Governmental organization (NGO) which is non-sectarian, non- partisan and non – profit making organization. Its core mission is to provide care and support for children who are at risk of or have lost parental care. Presently we work in five project locations of Mogadishu and Baidoa (South and Central Somalia), Berbera, Hargeisa, and Sheikh (Somaliland) in the areas of child care, education, health and emergency programming. Under its flagship health program, SOS runs a Mother and Child Referral Hospital in Mogadishu that see over 200,000 patients annually across primary health care and comprehensive in-patient and also runs a nursing school that acts a research and a practicum site for local medical teaching universities.

SOS Somalia/Somaliland intends to raise its visibility both locally and internationally, as it looks build strong partnerships with other INGOs, government, local communities and donors. In light of this, we are looking for a communications consultant.

OBJECTIVES OF THE CONSULTANCY

The objective of the assignment is to document case studies and capture viable photos of the programs of SOS. The intent is to get write-ups and visual material that will raise the public profile and visibility of SOS Children’s Villages Somalia/Somaliland and in addition to contributing to its fundraising efforts.

SCOPE AND DELIVERABLES

The consultant will be expected to travel to the two regions where SOS runs its program in Somalia and Somaliland. The scope comprises the following and the consultant will be expected to deliver the following items during and at the end of the assignment, which should be ready for printing:Task Deliverable 1 à Document SOS’s organizational profile and fact sheets outlining all the projects and programs on properly designed brochures 2 write-ups detailing overall organizational profile for Somalia and Somaliland

5 specific write-ups detailing profiles/fact sheet (with statistics) on health, education, emergency and care programs 2 àDocument program success stories. These stories must be compelling, genuine and beneficiary centered and should tell show how the programmes have promoted positive change in the care, health, education and emergency sectors. 10-15 success stories/case studies 3 àTake professional photos of the state of the major program activities, showcasing SOS interventions and how they impact the lives of the communities. The photos which can be used for fundraising and showcasing.

Edit and submit the photos in addition to using some of them in the design of the brochures. 400 high-quality and high-resolution, edited, pictures from SOS Somalia and Somaliland projects delivered on CD. 4 à Design and layout of the organizational profile, fact sheets and case study write-upsWork with a printing firm to ensure mass production of brochures.

We work with children and the photos should respect the rights of children in accordance with our child protection policy. Subjects within the images should appear natural, relaxed and images should not be posed. The photos should tell a story about the function of our work and not be superficial with an over use of added effects. Images should not be contrived and have an inspirational, positive feel to them. The dignity of the subjects should be upheld.Copyright and intellectual property rights will be retained with SOS Somalia/Somaliland and the consultant will be expected to adhere to this. He/She may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from SOS.

QUALIFICATIONS

The candidate must meet the following minimum requirements:

Position: External Communications Manager
Reporting to: Chief Corporate Communications Officer  
 Department: Corporate Communications.

Role Purpose: The purpose of this position is to enhance Telkom Kenya’s relations with all key media houses in the country as well as improve Telkom Kenya’s stakeholder relations and engagements. 

The holder of this role also deputises the Chief Officer of the department.

Qualifications and skills sought:
