To contribute towards effective management of project design, monitor implementation of the project plan and outcomes in order to ensure that they are timely, cost effective and sustainable. Provide oversight for monitoring and evaluation, data collection, reporting and learning for the organization.
Research & Design
Conduct research in organizational project areas and present these to management and external stakeholders
Utilize the research conducted in the design of new projects
Lead the organization in the publishing of organizational research findings
Planning
Lead the development and implementation of Organizational M&E strategy and project’s M&E plans
Design the monitoring and evaluation tools and forms (including project PMPs, indicator reference sheets) and orienting project staff on their proper use
Participate in project planning process including Project, Resource, Financial, Quality, Risk and Reporting plans
Oversee implementation of the organizational M and E plan including but not limited to carrying out periodic monitoring of progress against project PMP targets
Provide technical assistance and capacity building to county M and E teams to enable the transformation of programmatic data into strategic information for monitoring progress against county strategic plans, evidence based decision making and quality improvement
Data Management
Lead the development of the design of data collection tools, , protocols and procedures
Oversee collection, analysis and reporting of baselines M and E data and ongoing M and E data collection, analysis and reporting according to project M and E plan Oversee M&E database setup and knowledge management
Generate data reports in compliance with donor procedures and contractual agreements
Participate in the Design, data collection and analysis of surveys and routine data
Aggregate, analyse and present program data to project staff, partners, counterparts and donors
Facilitate interpretation of M and E findings for project planning, decision making, course correction and communication of successes
Communication
Oversee external communication on M&E reports and selected meeting and events
Ensure effective communication between M&E team, project staff, partner teams, and home office
Maintain constant communication with field based staff to ensure all information needed for project period reviews is received in time and is complete
Evaluation and Reporting
Spearhead and coordinate the development and timely submission of reports for the donor, as well as other required reports by synthesizing the project activity reports from all the projects and counties.
In accordance with donor requirements, create or maintain procedures for capturing and publishing monthly, quarterly and annual project technical and financial reports
Lead preparation of evaluation reports and dissemination of results
Develop and implement a research agenda
Provide written progress updates against program/project work plans to the CEO
Resource Mobilization
Take part in resource mobilization through participation in proposal development with other program staff
Design, implement and evaluate projects with an resource mobilization
Strategic plan implementation Project Monitoring & Evaluation
Participate in reviewing the goals and objectives as set out in the strategic plan
Participate in innovative and standardized research
Schedule tasks, deadlines and milestones for the organization, stakeholders and resources
Execute M&E activities included in the Annual Work Plan, with particular focus on results and impacts as well as in lesson learning
Capacity Building & Supervision
Manage M&E staff and consultants
Mentor and build the capacity of the M&E staff and provide supportive supervision.
Desired Education and Training
Bachelor of Science degree in Monitoring & Evaluation, Math’s and Statistics as an added advantage
Must have a Master’s Degree in Social Sciences, Public Health or equivalent
Training in Research with track proven capacity to conduct research, prepare policy documents and evidence of publications
Demonstrated capacity to design and mobilize resources for programs using data from research
Knowledge and skills
Be an excellent facilitator and have the ability to create partnerships
Experience in implementing USG and DfID funded projects is highly desirable
Knowledge on programming highly desirable
Excellent written and verbal communication skills in English, a keen eye for details, good presentation and interpersonal skills and excellent report writing skills.
People management skills as well as mentorship experience and capability.
Excellent command of computers and statistical software, especially experience with MS Access and SPSS or STATA. Ability to manipulate large data sets.
Experience and Skills
Ability to work with a team, foster a team approach and incorporate capacity building activities into the program
Ability to analyze and utilize program development gaps for designing Programs
At least 7 years relevant experience with a minimum of 2 years in a supervisory or management position.
Experience in working in PEPFAR funded projects. Also, experience in working with EU, DfID, UN funded projects is desirable
Competence in qualitative and quantitative study design and implementation as demonstrated in the samples of previous work
Extensive experience with monitoring program implementation using qualitative and quantitative approaches
Experience using data analysis packages
Excellent communication skills (both written and verbal) with the ability to communicate at all levels in English
Excellent organizational skills
Demonstrates an ability to develop institutional partnerships and build networks
Strong IT and analytical skill.
Flexible attitude to work and to work without supervision.
Excellent report writing skills.
