Senior Security and Peace Building Officer



Key Responsibilities



Program Management




  • Overall responsibility over the planning, implementing, reporting and monitoring of the Peace and Security sector program

  • Providing overall leadership on security, governance and peace building programming, and supervising staff responsible for the implementation of project activities

  • Take lead in coordinating with the refugee leaders, Community Based Security Management (CBSM) committees, other security focal persons in the program, UNHCR, GOK and others on security issues at the camp level

  • In collaboration with RAS (Refugee Affairs Secretariat), vet for [SB1] potential security employees from the camp -community protection and prevention teams (CPPT) in ensuring they are suitable for service

  • Facilitate trainings, training needs assessments and training plans for the security, peace and conflict management teams to strengthen and promote their effectiveness in addressing conflict related cases in the camp and Kalobeyei settlement within the referral pathways

  • Manage and oversee peace building, and community governance program activities in partnership with key project stakeholders, including local non-governmental organizations, local government officials, community-based organizations, other international agencies on the ground, and key donors

  • Coordinate, strengthen and promote the existing community arbitration systems in the camp and ensure the participation of women in conflict resolution and peace building

  • Work closely with the refugees and the host community to establish, strengthen and empower community based peace committees in conflict resolution and peace building

  • Work closely with the Project Coordinator’s office in fundraising and resource mobilization initiatives for the sector

  • Conduct annual staff performance and agree on areas of improvement



Security Management




  • Develop, implement and monitor the LWF Security Plan for Kakuma in liaison with the Area Manager who is the Overall Security Focal Point and ensures the safety and security of LWF staff, visitors, assets and people of interest in line with LWF Safety and Security Policy

  • Co-ordinate and oversee security operational plans while seeking to improve security department operations, strengthen coordination, information sharing and surveillance activities to address gaps in security and align to LWF Kenya-Djibouti-Somalia Country Security Plan

  • Coordinate and conduct security risk assessments for the Area Program operations, and puts mitigation and response measures (as defined in Safety and Security SOP’s, contingency plans and evacuation plans) in place and roll out to staff

  • Work together with the Human Resource department and other relevant staff in developing and implementing staff welfare plans for the Area Program, addressing stress management, Sexual and Gender Based Violence and Harassment prevention, and protection of accountability staff and volunteers

  • Carry out assessment of security situation in the camp and its environs for preparedness in planning as well as evacuation of staff

  • Assist the Area Manager (Security Focal Point for the Area Program) in managing security incidents

  • Update on a daily basis the LWF Area Manager and other designated LWF Staff and security officials within the Kakuma/Kalobeyei Operation on the security situation and provide informed security advisory on the operations and staff movement in a way that can manage foreseeable risks

  • [co2] Oversee the safety and security of the Agencies Compound managed by LWF by supervising the contracted security company and coordinating with the police officers assigned to the compound as per the Security SOP for the Agencies Compound

  • Assist and coordinate as assigned investigations on alleged and reported cases in relation to Core Humanitarian Standards (CHS) and PSEA (Prevention of Sexual Exploitation and Abuse) program in collaboration with the accountability team, discuss the findings & recommendations of the investigation with the Area Manager

  • [SB3] Liaise with all other security focal persons, GOK security personnel, Host opinion leaders and Refugee Representatives in regard to security matters, when need arises



Monitoring and Evaluation




  • Work closely with the M&E sector to facilitate in-depth analysis of security incidents and conflicts in the area of operation that will inform trends, response and interventions by other sectors in LWF, other partners as well as inform fund raising strategies for the Area Program

  • Work closely with the Communication team to document key achievements, transformation stories in security and peace building initiatives to inform change of strategy and re-alignment to changing trends in programming

  • Co-ordinate preparation and review of monthly, quarterly, semi-annual and annual programmatic reports and share with the M&E team and the projects coordinator

  • Continuously monitor the sectors work plans and budget to ensure implementation is on course as well explore modification of project activities based on emerging trends in the operation



Qualifications, Experience and Competencies




  • University degree in Sociology, Conflict resolution or any relevant social science field

  • Proven training in field of security and safety management, peace and protection programming

  • Demonstrated understanding of the Project Cycle model in managing humanitarian assistance

  • At least 5 years progressive experience in managing security programs for refugees, rural communities, police, or military service

  • Experience in Safety and Security Management with Humanitarian NGO’s, experience gained within an International humanitarian NGO will be added advantage

  • Hands on experience in report writing and fund raising

  • Competency in computer packages in word, excel, power point and other relevant MS Office suite

  • High level of motivation, integrity, commitment and professional responsibility

  • Ability to tolerate cultural, educational and religious diversity in the work place

  • Excellent communication, organization and presentation skills

  • Strong inter-personal and team building skills
