Sub County Administrator at Lamu County


The lamu Archipelago is a small group of Island situated on Kenya´s Northen Coast line, near Somali. It is made up of Lamu, Manda, pate and Kiwayuu islands. Lamu town is the headquarter of Lamu District, one of the six districts of Kenya´s Coast Province, which boarders the Indian Ocean to the east, the Tana River District to the South-West, the Garissa District to the North and the republic of somali to the North-East. The County has a land surface area of 6,474.7 Km2 that includes the mainland and over 65 Islands that forms the Lamu Archipelago. The total length of the coastline is 130 km while land water mass area stands at 308km DSC_0653 The streets of Lamu are nowhere more than eight feet wide. The proximity of the high stone walls cools the air and means that the streets are always in shadow. An unforeseen benefit of their narrowness means that there are no motor vehicles in Lamu; all transport is by handcarts and donkeys. There are over 160 historic houses clustered in Stone Town, all built to the same traditional design, with a central courtyard surrounded by long narrow galleries and a flat open roof, sometimes shaded by a palm- frond thatch shelter.

Terms of Service: Permanent & Pensionable


DUTIES AND RESPONSIBILITIES


Specific duties and responsibilities will be as follows:



  1. Ensuring operationalization of service delivery in all the devolved units in the Sub–County;

  2. Organizing, coordinating, managing and supervising the general administrative functions in the Sub–County including Ward Administration Units;

  3. Implementing and maintaining effective service delivery standards;

  4. Providing and maintaining infrastructures and facilities of Public Sector;

  5. Facilitating and coordinating citizen participation in development of policies and delivery of service;

  6. Preparing progress reports for management in accordance with approved reporting formats and ensuring timely submission;

  7. Disseminating information to the public and providing linkage between the office of the Sub–County Administrator and the community;

  8. Participating in development of the annual work plan budget and policies, ensuring strict compliance with the

  9. relevant statutes;

  10. Articulate implementation and compliance with Articles 10 (on National Values and Principles of Governance) and 232 (on Values and Principles of Public Service) of the Constitution to the citizens;

  11. Promotion and coordination of peacebuilding and conflict resolution;

  12. Exercising functions and powers delegated by the Public Service Board under Section 86 of the County Governments Act;

  13. Coordination of disaster management and emergency response activities in the sub–county in collaboration with other government agencies.

  14. Mobilize revenue collection and play a critical role in building personal accounts and business register of ratepayers and business people in the sub–county;

  15. Overseeing safe custody of county government assets in the sub–county;

  16. Any other relevant duties that may be assigned from time to time.


REQUIREMENTS FOR APPOINTMENT


For appointment to this grade, the candidate must:



  1. Be a Kenyan citizen.

  2. Have Served in the grade of Principal Administrator/Principal Ward Administrator for a minimum period of three (3) years or in a comparable position in the public service or private Sector;

  3. Have Bachelor’s Degree in any of the following disciplines; Public Administration, Business Administration/Management, Community Development or any other Social Science from an institution recognized in Kenya;

  4. A Master degree in any of the following disciplines: Public Administration; Business Administration/Management,Community Development or any other Social Sciences from a recognized institution will be an added advantage;

  5. Demonstrated good understanding of Devolution, the County Development objectives/ National Goals Policies and

  6. Vision is desirable;

  7. Have certificate of Senior Management Course;

  8. Demonstrated high degree of professional and technical competence as reflected in work performance and results.

  9. Proven knowledge and proficiency in computer applications;
