CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan.
CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.
CARE is looking for a suitable Sudanese candidate to fill the position of Human Resources Officer (HRO) to manage CARE South Sudan’s Human Resources Management functions and related activities.
Job Summary
Reporting to the Finance & Administration Controller (FAC), the HRO will be responsible for Staff recruitment, orientation and separation which will involve planning and implementation of staff recruitment in accordance with the CARE SSS policies and procedures.
She/he will also handle performance management which will involve working jointly with Assistant Country Director of Programs in developing, implementing and enhancing Country Office staff development programmes, responsible for HR policies administration, staff welfare and benefits through educating and guide CARE SS staff on the relevant operational policies and procedures and ensuring that HR processes are in compliance with GOSS by laws and CARE policies.
Oversee accurate, timely and effective administration of staff payroll; ensure timely preparation on staffs Personal Activity Report (PAR); participate or commission salary surveys and job evaluation and implement related recommendations/results.
The incumbent will also be the point person for processing of visas/passes/work permits for expatriates and ensuring that they are renewed as necessary, within the prescribed deadlines and will also in charge of addressing disciplinary issues

Required skills and qualifications
- Bachelors degree Human Resources Management or Higher National Diploma in Human Resources Management and/or Business Administration;
- 3 years relevant experience in a similar INGO;
- Wide knowledge of the NGO operations and the dynamics of development sector;
- Understanding of the GOSS and GOS labour and by-laws;
- Fluent in written and spoken English, Arabic;
- Possess good computer skills.
