TORs for the Generation of Baseline Data for NCA Regional Peace Programme
Norwegian Church Aid is inviting qualified consultants to submit proposals to conduct a baseline survey for its Regional Peace Programme.
About NCA: Founded in 1947, Norwegian Church Aid (NCA) is a diaconal organisations mandated by Churches and Christian organisations in Norway to work with people around the world to eradicate poverty and injustice.
Guided by its vision ‘Together for a Just World’, NCA provides humanitarian assistance, supports long term development and advocates for just decisions by public authorities, businesses and religious leaders.
NCA is affiliated to the World Council of Churches and is a member of the ACT (Action by Churches Together) Alliance.
NCA has been in Africa since the early 1960s and currently has operations in about 15 countries on the continent.
Under its new Global strategy 2016-2020, NCA will work on 7 broad programme areas namely; Water, Sanitation and Hygiene (WASH), Gender Based Violence (GBV), Reproductive Health, Climate Resilience, Natural Resources Governance, Economic Empowerment and Peacebuilding.
The Global Strategy while implying a stronger preference for working with and through Faith based actors; NCA is also committed to strengthening the civil society in general and working in a gender and conflict sensitive manner.
Under this new strategy, NCA proposes to scale up its peace work in Africa and has developed a Regional Peace Programme (RPP) covering Eastern Africa and the Great Lake regions.
NCA’s engagement in peacebuilding work in the region is not new.
Through its Nairobi office NCA has in the past worked with 3 Regional/Sub regional organisations namely; AACC, ACRL and FECCLAHA to de-escalate conflicts and promote peace in Africa.
The proposed Regional Peace Programme (RPP) will therefore seek to deepen these past initiatives and build on the lessons and experiences gained thereof.
The RPP Programme Profile
The Project: The overall objective of baseline study will focus on baseline data collection for a set of Project Indicators outlined in the RPP Programme Results Framework to enable
a) the analysis of baseline conditions at the beginning of the programme and
b) measuring of the results and impact throughout and at the end of the project in 2015.
The baseline study aims to achieve the following;
- Assess the baseline information provided by partners against the indicators and identify any gaps therein
- Work with NCA partners to deepen available information and generate the missing information to develop a comprehensive baseline
Scope of Work and Methodology
The baseline study aims to establish qualitative and quantitative baseline data for NCA’s Regional Peace Programme and will cover the 4 NCA partners mentioned above, all based in Nairobi.
The study will combine various methods to collect the necessary data.
Only materials published in the last 2 years will considered.
These will include but not be limited to;
- Review of the NCA RPP programme documents, partner’s strategy documents and reports, evaluation report and other exiting materials
- Interviews with partners and other key actors to fill in on missing information
- Facilitate a one day validation meeting with the partners
Reporting Requirements, Work Plan and Timeframe
Deliverables
The consultant will be expected to deliver the following:
- Brief inception report outlining proposed methodology and updated activity plan for the development of tools for the study
- A consolidated baseline report with and analysis of the collected data on the agreed indicators
- Guidance and recommendations on ways to strengthen on-going monitoring and evaluation.
NCA’s and Partner’s Obligations
- To avail all necessary documentations
- Continuous availability of relevant staff throughout the consultancy
Contract and validity of the contract: A legally binding contract based on these Terms of References will be drawn between NCA and the consultant/s.
It will come in effect when both NCA and the consultant have signed the contract in two copies.
Consultancy Duration and payment: The duration of the whole assignment will be a maximum of 18 days to be conducted from 14th December 2015 – 8th January 2016.
Payments will be made in accordance with NCA guidelines on procurement of services and agreed upon with the consultant
Procedure for Application
Qualified consultants should submit their Expression of Interest (EOI) indicating the following:
- A brief description of your understanding of the TORs
- The proposed methodology of carrying out the assignment
- The amount of time that it will take to prepare and deliver on the work
- Cost of carrying out the assignment -Consultancy fee per day that will be paid to the consulting firm/person.
- Qualifications and experience of the individual or technical team that will carry out the training
