Who is the Danish Refugee Council
Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.
The Danish Refugee Council (DRC) is an experienced humanitarian actor in Kenya. DRC’s solid staff and office set-up combined with long-term experience, will ensure the successful implementation of the proposed Action. DRC has been present in Kenya since 2005 and has established strong relationships with key stakeholders in the refugee response at national and local level, including UN Refugee Agency (UNHCR), other UN organisations, government line ministries, NGOs, local communities and the Department of Refugee Services (DRS). DRC Kenya has a wide range of humanitarian, development, and peacebuilding programming, taking the ‘triple nexus’ approach at the core of its implementation.
Purpose
The Danish Refugee Council based in Kenya seeks EOI from a Financial Service provides to distribute cash and/or vouchers up to a value of $15,100,000 to beneficiaries through one or more FINANCIAL SERVICE PROVIDERS (FSPs). By providing people in need with cash or vouchers, DRC intends to meet critical basic needs. Cash and Voucher Assistance (CVA) refers to all programmes where cash transfers or vouchers for goods or services are directly provided to recipients. The overall goal of DRC’s CVA is to save lives and alleviate immediate suffering; it also intends to provide choice and flexibility to beneficiaries for usage of cash as per their needs. This will cover DRC’s programme sectors: Emergency Multi-Sector Response, Protection and Economic Recovery.
Background
DRC’s overall objective in Kenya is to ensure a dignified life for all persons affected by displacement, including refugees, IDPs, and hosting communities. To do this, DRC will work to achieve durable solutions and address the root causes of displacement. Concurrently, DRC, along with our partners, will continue to respond to emerging and protracted humanitarian needs, particularly related to the impact of the drought in ASAL areas. DRC Kenya will achieve this through expanding integrated programming approaches to include cash transfers to the most hard-to-reach populations, across all operational areas, through direct service delivery, systemsand integrating cash programming with protection, Economic Recovery, Resilience and Peacebuilding work.
Objectives
The purpose of this cash transfer project is to provide people with high needs and vulnerabilities cash or voucher assistance to meet basic needs and/or address protection risks. Through the selection of an appropriate Financial Service Provider, DRC aims to provide beneficiaries with sufficient cash/voucher assistance within a short time frame. DRC envisions that pending the conditions of the people requiring assistance, their location and their access to financial services
Scope of work & Deliverables
Provide cash transfers through stipulated delivery mechanisms to DRC’s selected beneficieries.
- Capacity to deliver within:
- OPTION 1: E-cash transfers to Kenyan bank accounts 1 day
- OPTION 2: E-cash transfers mobile money accounts 1 day
- OPTION 3: Physical cash distributions through an agent in field locations within targeted sub-counties: 2 days
- OPTION 4: Physical cash distributions in field locations over the counter (OTC) 1 day
The provider will submit the following deliverables as mentioned below:
- Cash transfers requested and delivered to beneficieries within a specificed timeframe.
Duration and timeline
Provision of financial services will be for one year, with possible renewal by extension of contract
Eligibility, qualification, and experience required
Essential:
- Legal authorization to work in Kenya including proof of legal status.
- Legal certification from Government of Kenya to operate with cash and voucher assistance in the form of Tax Compliance Certificate.
- Fully compliant with country legislation on KYC.
- Fully Compliant with European Union’s General Data Protection Regulation (“GDPR”) (Regulation(EU) 2016/679).
- Coverage of ability to provide cash or voucher transfers in the following locations:
Turkana (Loima, Turkana Central, Turkana East, Turkana North, Turkana West & Turkana South);
Mandera (Banissa, Lafey, Mandera East, Mandera North, Mandera South & Mandera West);
Garissa (Dadaab, Dujis, Fafi, Ijara & Lagdera); and
Nairobi
- Capacity to deliver at least $500,000 per physical distribution round and $750,000 per distribution round for e-cash.
- Capacity to deliver as per the scope of works listed
- Experience from at least one other NGO or international organisation in supporting the delivery of humanitarian cash and voucher assistance
- At least five (5) years of experience in working with delivery of cash and voucher assistance transfers
Desirable:
- Proof of sound financial Capacity to pre-finance transfers
Language requirements:
- Written and spoken fluency in English.
- Working knowledge of Swahili is an advantage.

- Mandera (Banissa, Lafey, Mandera East, Mandera North, Mandera South & Mandera West);

Submission process
Your EOI submission must contain the documents indicated above in section 10. Eligibility, qualification, and experience required
FSPs that pass the Call for EOI and are invited for the RFP will be asked to submit their financial proposal. Financial proposals should not be submitted with the EOI.

This address should not be used for any other correspondence and questions to this address will not be answered. When submissions are emailed the following conditions shall be complied with:
The EOI number shall be inserted in the Subject Heading of the email- Required documents shall be included as an attachment to the email in PDF, JPEG, TIF format, or the same type of files provided as a ZIP file. Documents in MS Word or excel formats, will result in the submission being disqualified.
- Email attachments shall not exceed 4MB; otherwise the FSP shall send his EOI response in multiple emails.
Failure to comply with the above may disqualify the EOI submission.
DRC is not responsible for the failure of the Internet, network, server, or any other hardware, or software, used by either the Bidder or DRC in the processing of emails.
DRC is not responsible for the non-receipt of EOI submissions by email as part of the e-Tendering process.
