Introduction
Overview of Fairtrade Africa (FTA)
Fairtrade Africa (FTA) is the umbrella network organization representing Fairtrade-certified producers and workers in Africa and the Middle East. It has four (4) regional networks – Eastern & Central Africa; Southern Africa; West Africa; and the Middle East & North Africa. Established in 2005, FTA is a member of Fairtrade International and currently represents over one million farmers and workers in over 600 Producer Organizations (POs) spread across 32 countries in Africa by providing services to them that contribute to the improvement of their livelihoods. Fairtrade Africa’s interventions are guided by the Fairtrade Theory of Change which visually expresses how they ultimately lead to global Fairtrade Goals www.fairtradeafrica.net .
About FTA’s Finnish-funded Dignified Opportunities Nurtured Through Trade and Sustainability (DONUTS) Programme 2021-2025
This is a four-year Development Cooperation Programme funded by the Ministry for Foreign Affairs of Finland (MFA-Finland) with further support from National Fairtrade Organizations (NFOs) and Commercial partners.
Underpinned by Fairtrade Theory of Change (ToC), the DONUTS Programme seeks justice and fairness through exercising rights and freedoms, empowerment through strengthening the assets and capabilities of the most marginalized farmers and workers, and the attainment of sustainable livelihoods through building resilient agro-based trade systems and societies. The Programme aims to complement Fairtrade’s certification-based trading system by focusing on issues where further support is needed beyond certification. Issues such as inequality, discrimination, knowledge transfer and civic empowerment call for non-market-based solutions.
The Programme implements thirteen (13) projects targeting over 600,000 rightsholders in seven (7) countries across Africa i.e., Ethiopia, Kenya, Ghana, CDI, Madagascar, Malawi, and South Africa focusing on Fairtrade-certified Coffee, Cocoa, Vanilla, Sweet Sugar (Small Producers), Flowers and Wine (Hired Labour) value chains.
The goal of the Programme is to support and accelerate realization of sustainable livelihoods for producers and agricultural workers. Overarching priority areas of the Programme are:
SOCIAL Sustainability – Inclusive and strengthened civil society.
ECONOMIC Sustainability – Farmers’ and workers’ economic rights are realized.
ECOLOGICAL Sustainability – Farmers and workers live in harmony with the environment and climate.
The Programme also has three (3) cross-cutting objectives applicable to each of the 13 projects namely; Gender Equality, Youth Inclusion in product value chains and Inclusion of vulnerable persons.
About the DONUTS Programme Kenya Roses Project: ‘Promoting Sustainable & Clean Energy options among Flower Farm Workers in Kenya’
The Kenya Roses Project is one of the 13 projects implemented by FTA under the DONUTS programme. The project aims to improve the overall socioeconomic well-being of flower farm workers and their households in 4 Fairtrade certified producer organizations by accelerating use of clean and sustainable energy solutions.
A combination of financial incentives, capacity building and advisory services as well as advocacy will allow all the stakeholders to actively contribute to their socioeconomic improvement and enhance a switch to clean energy options.
Using a holistic approach, the Kenya Roses project is targeting 3,612 direct rightsholders and over 20,000 indirect beneficiaries in Nakuru County (Aquila Development Co. Ltd, Sian Agriflora Ltd (Njoro farm)) and Murang’a County (Penta Flowers Ltd and Simbi Roses Ltd) in the 4 – years of implementation.
Objective and Scope of the Study
The purpose of the DONUTS programme Kenya Roses project baseline study is to determine and document reference data and information for defined indicators under the following three (3) components:
- Sustainable Clean Energy Fund
- Advisory & Capacity Building Services
- Advocacy & Community Engagement
Scope of the study
This is the 2nd phase of baseline study targeting two flower farms namely, Penta Flowers Ltd and Simbi Roses Ltd in Muranga county. It follows the first phase of the study that focused on Aquila Development Co. Ltd and Sian Agriflora Ltd farm in Njoro, Nakuru county.
The study will utilize standard UN definitions and metrics for measuring social economic status of Coffee producers in the target cooperative societies. This information is considered critical in setting targets for each project indicators/metrics
Methodology and Approach to the baseline study
The applicant is expected to develop a suitable methodology, appropriate study design and data collection instruments for use in the study. These will be approved by FTA before use.
The study will utilize mixed methods (qualitative and quantitative approaches) For triangulation and data/information verification/validation purposes.
Deliverables of the Assignment
The successful consultant/firm will be required to produce the following outputs:
An inception report complete with narrative in line with the ToR, Data instruments, timeframe/workplan among other sections.
Complete baseline study report with data for each indicator as described in the logframe.
Consultancy Timeframe
The consultant is expected to submit ALL deliverables outlined above within four (4) weeks in the month of March/April, 2023. The preferred start date for this assignment is March 15, 2023.
Consultant Specifications
Fairtrade Africa seeks an experienced, proactive, and dedicated consultant to carry out this assignment. We welcome applications that meet the following criteria:
- Graduate qualifications/expertise in Agricultural Sciences, International Development, Community Development, Anthropology, or related field
- Over 5 years relevant experience in conducting baseline surveys and formative studies preferably in the agricultural sector.
- Professional qualifications in Project Management and / or Operations Research will be an added advantage
- Advanced skills and experience in computer applications
- Strong interpersonal, communication and reporting skills
Submissionguidelines
Technical and Financial proposals from interested consultants or consultancy firms should include but not limited to the following elements:
- An introduction letter on the assignment
- A complete CV of the consultant outlining the relevant skills and experience
- Three references from organizations with whom similar assignments have been undertaken outlining the consultant’s role, performance, and the project deliverables
- Technical proposal detailing consultant’s proposed methodology and workplan
- Financial proposal with detailed budget for the assignment (inclusive of tax)
NB: Consultant(s) are encouraged to include any additional information within the scope of this assignment they believe demonstrates added value for the Fairtrade Africa.
In-country applicant nationals will be given preference.
Fairtrade Africa reserves the right to interview and appoint applicants prior to the closing date of this consultancy.
Project reference documents will be provided to the successful candidate.
