JOB CONTEXT: The Southern and East Africa desk has 7 programs under its responsibility located in Burundi, Ethiopia, Kenya/Somalia, Madagascar, Mozambique, Rwanda and Sudan. Each program has several projects on going (from 3 to 10). The main focus is people with disabilities, but also refugees, HIV-affected people and ex-combatants.

However, 3 programs are identified to have more accurate needs of disability technical support:
1/ Kenya: Needs support in developing new projects related to Disability Persons Organisations (DPOs) strengthening, mainstreaming disability and promotion of inclusive policies,
2/ Somaliland, Sudan: needs to build an inclusive approach of disability and needs support within the main project, mainstreaming & capacity building of DPOs
3/ Ethiopia: Challenges for the next months include capacity building of the team on disability issues and support for proposals in consortium with US agencies as well as launching and implementing new projects with a major mainstreaming component.

JOB DESCRIPTION: You will work under the line management of the Kenya-Somaliland Field Programme Director, and will have close functional links with the Desk Officer & Technical Resource Division regarding the technical and desk strategic orientations.

You are mandated by the Technical Resource Department to implement HI technical policies, methods and approaches at the programme level . You are responsible for the technical and methodological quality of the projects within the programmes, the development of staff technical competencies, as well as mobilising the resources locally to support the quality of programme

Challenges and goals:
- Capacity building: you will develop training sessions for the program team and support technical improvement.
- Networking: You will be responsible for regional networking, documentation and other sources of information and representation in link with strategic technical orientations.

CANDIDATE PROFILE:
Mandatory:
- University Degree in Social sciences, disability and/or rights
- 4 years experience in practical Experience in technical support and/or advisory on disability issues, using inclusive approaches
- 3 years minimum field practical experience (project process, multi cultural teams….)
- Updated and large knowledge of disability sector and evolutions
- Excellent capacity to work in a team
- High level of autonomy
- Good report writing skills
- Ability to train, mentor teams and transfer knowledge
- Facilitation of meetings, workshops, seminars

Complementary:
- Experience in project analysis and impact assessment
- Experience conducting field surveys
- Program review and strategy development
- Experience in Africa, conflict areas.

• REQUIRED LANGUAGE SKILLS: Fluent in English

JOB ENVIRONMENT: The position is a regional position with frequent travels. Kenya is a large country with a good quality of life despite a high problem of insecurity in Nairobi. The country faced riots & violence some years ago but remains stable and secure for the region.
Ethiopia is stable country with strong political management – movements are under security rules due to conflicts & tensions in some areas.
South Sudan is under security focus with difficult conditions of living, restricted movements and regular risks of crisis & evacuation.
Movements in the region are by car or by plane.

EMPLOYMENT CONDITIONS:
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% medical cover + repatriation insurance
Salary: salary bracket: 2200-2500€ gross salary/month + 457 Euros expatriation allowance + 100% medical cover + repatriation insurance + family policy
