The Africa Regional Development Centre (ARDC) is one of six regional centres working to build and strengthen older people’s organisations around the world and provide a wide range of services related to social protection, sustaining a livelihood in old age, HIV and AIDS, discrimination & abuse, health and emergencies.
The Programme Officer will provide support in ensuring effective implementation of projects within Africa funded by a range of donors. In conjunction with the team in the respective global action areas, the post holder will play a key role in the design, and implementation of the programme in tandem with the plans, budgets and terms and conditions of the specific donor contract.
The ideal candidate should have a degree in Social Sciences or any other relevant discipline with three years work experience in an NGO. Strong numerical, communication (written and spoken) and interpersonal skills are essential attributes for this role. Ability to work across various projects and to disseminate information and write well designed reports is required.

Regional Development Centre staff – to ensure consistency of approach in HAI’s work in the region and to ensure the development of complimentary activities.Affiliates, partners and HelpAge Country Development Programmes.UK Secretariat staffStaff and Volunteers of NGOs, INGOs, academic institutions and Governments.To provide support for the delivery of HelpAge targets with specific focus on the five global action areas of Securing Income in old age, Rights and Discrimination, HIV/AIDS and Health, Emergencies and building the HelpAge Network in accordance with the global and regional 5 years Strategic Plan.Job content and Key Tasks
General
Support the Programme Managers in the design, development of proposals, implementation, monitoring and evaluation of designated projects.Manage the expenditures of designated projects by ensuring agreed project budget is strictly adhered to, financial procedures are observed both in accordance the specific donor contract and agreed standards and all supporting documents are provided.Compile regular internal and external (donor) reports – both narrative and financial in conjunction with other programme and finance staffSupport in the organization of workshops from planning to execution including preparation of workshop budgets, and liaison with logistics and communication with participantsReview, edit and circulate research, policy review reports and health manual from the programmes in liaison with the Regional Communications & Information Officer (RCIO) and other programme staff based on the thematic area.In liaison with the RCIO and other team members, develop and disseminate information within and beyond the HelpAge network in Africa.Support data collection and analysis for various projects as assigned and provide information on the overall trends in collaboration with the Regional M&E OfficerWork with the M&E Officer to develop data collection tools and improve and analysis and reportingCollect and collate data generated by partners and input into the annual report and the Monitoring and Evaluation framework.Follow-up on pending issues raised by partners in their reports Take lead in the documentation of good practice so far realized in the Rights and Discrimination global action areas including process and resultsSupport with record keeping and with programme implementation plansWork with the Contracts Management Coordinator (CMC) to ensure due dates for internal and external reporting are met by partners in relation to the designated projects the PO is responsible for.Support the CMC by inputting and updating data in the CMS system, and keeping relevant contract and strategic documents both electronically and in hard copies.Support CMC in sub-granting activities particularly those related to partner contract drafting and following up of compliance issues with the project managers.Support the CMC in tracking compliance issues of donor contracts.Support Project holders to ensure communication and follow up with implementing partners for reports and monitoring and encouragement to continue linkagesSupport project managers to follow up timely payment to partners and ensure the appropriate documentation of acknowledgement from partnersBe responsible for the management of the Support a Grand Parent Programme in liaison with the SAG Programme Officer in London and implementing partners ensuring project, spokespersons, financial reports and photographs are regularly receive, reviewed and submitted to London.Be responsible for the management of the Development Education Programme and in liaison with the responsible officer in London ensure Southern partners maintain communication with their partners in the North; regular programme and financial reports are received, reviewed and submitted and appropriate records are kept.To undertake any other duties as assigned by the Regional Representative or her Appointee.Extent of Authority

Person Specification
Essential
