Vacancy: Finance Manager

Department:

Reporting to: Director,

Supervises: Finance Assistant
 

Contractual Duration: Two

year renewable contract, which is subject to performance and funding
 



Overall Purpose: The position exists to oversee the management of

KHRC’s resources by effectively planning, systematically deploying and

monitoring the utilization of the resources through structured systems and

programs that ensure that the KHRC policies, partner conditions as well as

statutory regulations are complied with. 


Among the resources managed include

internal physical and financial resources as well as donor grants and

funds. 


The position participates in

fundraising through budgeting and negotiation and executes a grant program that

ensures proper implementation of the funds.

Key Duties & Responsibilities


Strategic Program Resources Management



  • Support the development and updating of

    financial policies, procedures and standards, including keeping abreast of

    new financial and tax laws in accordance to legal requirements and the

    best financial practices, and ensure that all staff are well informed in

    their use;

  • Develop program budgets and plans in liaison

    with the relevant Programme Managers and Director of Finance and

    Administration;

  • Develop systems for effective deployment of

    financial resources within KHRC;

  • Ensure that individual program funding is

    effectively accounted for and adequately reported;

  • Ensure that staff payroll administration is

    verified for accuracy, properly processed and that all statutory payments

    such as PAYE, NSSF, NHIF and pension are made on a timely basis and ensure

    that the Commission is compliant with all legal requirements regarding

    taxation, returns, fees and other financial statutory requirements;

  • Advise the Director of Finance and

    Administration on the opportunities of cross-deployment of program

    resources across projects as may be prompted by changing priorities or

    necessitated by specific program treasury demands; and

  • Ensure timely drafting and review of progress

    reports from team members.


Program Accounting / Grant Management

  • Monitor budget implementation in line with

    donor requirement;

  • Prepare expenditure reports, help in analyzing

    the causes of variances and give recommendations on how to correct them in

    line with donor requirements and KHRC’s way of working;

  • Prepare monthly, quarterly and annual

    financial reports within the set deadlines.

  • Prepare for, coordinate and manage all

    projects audits and KHRC annual audit

  • Train and induct new staff on the

    organization’s financial policy;

  • Implement and monitor financial procedures to

    prevent/mitigate risks of financial loss and fraud;

  • Ensure that all action plans as agreed by the

    auditors have been implemented in full and other weakness observed in the

    other Program Offices do not recur;

  • Ensure timely provision of donor and other

    program financial reports in accordance with the donor requirements; and

  • Perform audit checks for financial

    transactions and activities being implemented by partners, conduct

    follow-up for unaccounted finances, train and give feedback in areas where

    weakness have been observed.


Financial Resources Management and

Fund Raising 

  • Manage the overall deployment and utilization

    of the Commission’s funds by ensuring that all program staff comply with

    accountability processes;

  • Lead in cash flow and treasury management to

    ensure that funds are usually available to cater for liabilities in a

    timely manner, and exchange losses are minimized;

  • Participate in fundraising by identifying

    opportunities, initiatives and partners, writing proposals and

    participating in negotiations on the support required;

  • Manage the utilization and deployment of

    program resources by proper allocation, approval and manage the reporting

    on resources utilization; and

  • Advise the Director of Finance and

    Administration best investment options for uncommitted resources.


Financial and Institutional

Sustainability Program 

  • Participate in the conceptualization,

    evaluation and implementation of financial and institutional

    sustainability programs;

  • Support the implementation of financial

    sustainability processes by managing research and external relationships

    with partners; and

  • Supervise, guide, train and manage performance

    of the finance assistant;

  • Monitor and advise on the human resource needs

    and capacities for the finance team.

  • Approve leave, requisitions and undertake

    other managerial tasks requisite to the team;

  • Ensure team’s harmony, periodical feedbacks

    and performance reviews for the team members.


Required Qualifications and Job

Competencies

  • Have a Bachelor’s degree in Commerce, Finance,

    Business Administration or any other related field.

  • Be a Certified Public Accountant (CPA-K).

  • The job holder should have at least five (5)

    years’ experience in managing finance.

  • Ability to develop high-level initiatives and

    manage high-level roll-out;

  • Ability to engage at corporate levels with

    organizations, institutions, public service and the institutional

    government;

  • Ability to conceptualize, evaluate and

    implement creative initiatives that support the cause of KHRC;


  • Ability in managing multi-donor grants in a

    multiplicity of programs and thematic areas.

Job Title: Finance Assistant

Contractual Duration: Two year renewable contract, which is subject to

Overall Purpose: The role holder is responsible for overall

financial administration of KHRC in accordance with legal requirements, highest

ethical standards and internationally recognized financial reporting practices.

Key Duties & Responsibilities



  • Ensure that all financial transactions and

    data are correctly captured in a timely manner and in  accordance

    with policies and procedures;

  • Ensure that all financial documents are

    accurately supported, approved and coded, and that all cheque books,

    cheque lists, petty cash, LPOs are maintained and filed correctly;

  • Processing of payments in a timely manner;

  • Ensure all statutory payments such as PAYE,

    Withholding Tax, NSSF, NHIF and pension are made on a timely basis;

  • Manage banking, accounts and balances

    effectively and efficiently, including undertaking monthly bank

    reconciliations;

  • Undertaking monthly creditors and debtors

    reconciliations;

  • Support management of donor funding and

    disbursements; and ensure acknowledgment of receipts and financial

    reporting is accurate, professional and timely;

  • Scrutinize plans, budgets, and prepare

    financial reports;

  • Contribute to annual/quarterly budget

    development and reporting for KHRC;

  • Ensure that the Commission is compliant with

    all legal requirements regarding taxation, returns, fees and other

    financial statutory requirements;

  • Prepare monthly expenditure in relation to

    budget reports and inform management on a timely basis;

  • Undertake periodic checks of assets and stores

    are done, and prepare reports on the same for management;

  • Assist in preparation of  high quality

    donor and periodic management reports including professional annual

    financial statements in a timely basis;

  • Prepare for and facilitate the execution of

    audits to ensure successful audits; and Support the Finance Manager in

    undertaking all finance and budget related responsibilities.

  • Any other duties as allocated to you by your

    supervisor.


Required Qualifications and Job

Competencies

  • A Bachelor’s degree in Accounting, Business

    Administration, Commerce or a related field; and

  • Professional qualifications in, CPA Part II

  • The job holder should have at least three (3)

    years’ experience in accounting, preferably in an NGO setup.

  • Should be proficient in the use of accounting

    packages preferably MS Navision and MS Office.
