Background
Founded in 1937, Plan International is one of the oldest and largest children’s development organisations in the world. We work in more than 60 countries worldwide to create lasting change for children and their communities. Plan International’s stated Global Strategic Goal (2011-15) is to reach as many children as possible, particularly those who are excluded or marginalized, with high-quality programs that deliver long-lasting benefits. To date, Plan International’s Region of East and Southern Africa covers 12 countries including Egypt, Ethiopia, Kenya, Malawi, Mozambique, South Sudan, Sudan, Rwanda, Tanzania, Uganda, Zambia and Zimbabwe.

We work in partnership with children, communities and other organisations to develop and run innovative programmes that transform lives across eight key areas: education; water and sanitation; sexual and reproductive health; early childhood care and development; disaster risk management; economic security; child protection and child participation.
As well as our ongoing programming, we work during and after natural disasters, emergencies and conflicts to respond to children’s immediate needs and protect their rights. We also work with local and national governments and global organisations to influence policies and laws that improve children’s lives.
Purpose and scope of the consultancy
While Plan International does not have current presence in Somalia, we have keenly followed trends and developments in the country waiting for the right opportunity to engage. Given predicted El Nino effects and impacts on different Horn of Africa countries including Somalia, we would like to during this predicted El Nino season assess whether this may be the right time to move from monitoring trends to making an actual presence either directly or through partnerships with agencies already on the ground. This scoping study will therefore assess and provide information on the following: i. Using information presented in the background section above, conduct an emergency response- centred key stakeholder mapping in the 8 key areas of Plan International’s programming focus. This will be done and presented in accordance with the three Somalia administrative territories of South Central, Puntland and Somaliland. Note: the key programming areas/ themes/sectors should be appropriate and feasible in emergency situations. ii. Analyse how the predicted El Nino phenomenon will likely affect each of the three Somali territories, and indicate where the biggest impact on children will likely be felt. iii. Based on foregoing assessment and analysis, highlight three priority sectors/areas where Plan International’s response would make the highest contribution and be of greatest value addition for children and girls. iv. Highlight existing coordination mechanisms available in the three identified priority sectors for Plan International. v. Provide insights into the existing and potential funding mechanisms, major donor strategies and available funding sources for emergency response, resilience building and longer-term development programs. vi. Highlight remote management models used successfully by other agencies and lessons documented from remote management. vii. Highlight contextual challenges and or issues Plan International must consider while making any decisions related to a possible intervention in recommended regions of Somalia. viii. Recommend a practical framework to decide if and under which pre-conditions Plan should start engaging in Somalia.
Qualifications
The consultant should have a minimum of a Master’s Degree in any field related to Plan International’s scope of work described above, and needs to have the following experience: At least seven years of working experience in the Horn of Africa.
Substantial knowledge on Somalia.
Proven ability to conduct work of a similar nature, and present high quality reports.
Excellent English writing skills.
Understanding of humanitarian programming and operations.
Understanding of child and girls’ rights-based programming for development.
Outputs
Consultancy work plan and outline of required report. First draft of scoping report and obtain feedback from Plan International. A child centred and gender sensitive final assessment report (with an executive summary) and reflecting incorporation of received feedback. The report should NOT exceed 10 pages. A not more than 10 slides high quality PowerPoint presentation summarising the report. The presentation will be made to Plan International’s regional leadership.
Duration of consultancy
A maximum of two weeks, effective January 6 , 2016. Please do not consider applying if you can’t meet this timeframe.
Travel
No travel to Somalia is anticipated for this scope of work.
