The

Government of Kenya (GoK) has received financing from the World Bank toward the

cost of the Kenya Electricity Modernization Project (KEMP), and intends to

apply part of the proceeds for consulting services.



The implementing agencies for KEMP are (KPLC), the Rural Electrification

Authority (REA); and the Ministry of Energy and Petroleum (MOEP). 


MOEP

is responsible for implementation of most of the activities under Component D.



The consulting services (“the Services”) involve:

  • Working

    closely with the implementing agencies’ Project Implementation Units

    (PIU’s), coordinating the overall implementation, and providing oversight

    to the Project to ensure timely results;

  • Implementation

    of the Ministry of Energy and Petroleum’s (MoEP) components of the project

    and ensuring that KPLC and REA implement all their respective project

    components;

  • Coordinating

    the training programmes for MOEP, REA and KPLC;

  • Liaison

    with Government officials of the Ministry of Energy and Petroleum, the

    National Treasury, and the funding agency on matters relating to project

    implementation, monitoring and evaluation, and disbursement of funds;

  • Consolidating

    quarterly progress reports of the Implementing Agencies, including

    documentation of problems encountered and mitigating measures being

    considered;

  • Conducting

    regular meetings, on a quarterly basis, to track the progress of the

    Project and to recommend corrective measures;

  • Ensuring

    compliance with the cost and financing plan, and the project implementation

    and procurement schedules, and reviewing and updating these bi-annually;


  • Monitoring

    disbursements from the credit and preparing status reports; and

  • Undertaking

    any other assignments related to the Kenya Electricity Modernization

    Project as may be directed by the Principal Secretary, Ministry of Energy

    and Petroleum.


The duration of the contract is anticipated to be 24 Months

calendar months.
 


The

Ministry of Energy and Petroleum now invites eligible consulting individuals

(“Consultants”) to indicate their interest in providing the services. 


Interested

Individual Consultant should provide a current detailed Curriculum Vitae (CV)

with information demonstrating that they have the required qualifications and

relevant experience to perform the services.


The

selection criteria are:

  • Master’s

    Degree in Project Management, Economics or Engineering, from a recognized

    university;

  • At

    least 10 years relevant experience in similar assignments, that is, the

    management of projects financed by development partners or Government;

  • At

    least 5 years’ experience with electricity access and power development

    projects;

  • A

    working knowledge of project monitoring and evaluation;

  • Experience

    working with and managing consultants;

  • Knowledge

    of, and preferably relationships with, energy sector stakeholders in

    Kenya;

  • Be

    proficient in advanced computer applications; and

  • Good

    analytical, organizational, communication and interpersonal skills and

    able to work in a team.


The attention of interested consultants is drawn to Paragraph

1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants

(under IBRD Loans and IDA Credits and Grant Borrowers), January 2011, revised

July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on

conflict of interest.



A consultant will be selected in accordance with the Individual Consultant

Selection (ICS) method set out in the Consultant Guidelines.
