PROGRAMME OFFICER (MONITORING AND EVALUATION),


Org .Setting and Reporting

The United Nations Human Settlements Programme, UN-HABITAT, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Monitoring and Evaluation Unit within the Office of the Executive Director.

Responsibilities

Under the supervision of the Chief, Monitoring and Evaluation Unit, the incumbent will be responsible for the following duties:

1. Monitoring the implementation of the approved work programmes by collecting, analysing and updating performance information and coordinating the sub programmes performance assessments.
2. Coordinating evaluation activities, including assessment of evaluation Terms of Reference (TORs); recruitment of consultants; following-up implementation of evaluation from start to completion; assessing inception, drafting and finalysing reports against norms, standards and quality criteria, disseminating evaluation findings to diverse audiences and tracking of evaluation recommendations.
3. Providing guidance and support to UN-Habitat staff and partners in procedures of monitoring and evaluation.
4. Conducting organizational reviews and assessment; undertaking surveys, reviewing, analyzing and interpreting responses, identifying issues and presenting findings and conclusions.
5. Refining and establishing systems, tools and guidelines that improve and strengthen self-monitoring and self-evaluations.
6. Building capacity of UN-Habitat staff through seminars and knowledge-sharing on monitoring and evaluation matters and ensuring that staff and UN-Habitat partners have access to UN-Habitat monitoring and evaluation resources and tools.
7. Preparing/contributing to progress and results reports to governing bodies; preparing analytical reports, background papers, and briefings.
8. Representing the agency at international meetings and participating in working groups, conferences, consultations with other agencies on monitoring and evaluation issues.
9. Performing other related duties as required.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
Communication: Ability to write in clear and concise manner and to communicate effectively; listens to others, correctly interprets messages from others and responds appropriately.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, statistics, or other relevant social sciences. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of experience in project or programme management, of which at least three should be related to monitoring and evaluation functions. Knowledge of the United Nations Evaluation Group norms and standards for evaluation is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Knowledge of other UN official languages, especially French and Spanish, is an advantage.
