Duties and Responsibilities

Participate in processes of review and/or development M & E systems and toolsCollect quantitative and qualitative project progress data on output/results indicators as defined in the project agreementsEngage in spot checks and process monitoring to track results (output, outcomes and impacts)Provide feedback and Inform management on necessary changes in strategies, approaches, vision and activitiesContribute to internal review and external evaluationsCompare project progress with the approved work plans and communicate the results to PMT (Project Management Team)Train, coach and mentor the Monitoring and Evaluation AssistantInitiate and support project in assessments, feasibility studies and appraisals Monitor the reporting schedule for the deadlines of the various reports. Ensure the deadlines are adhered to for onward submissions of reports to the Chief Operating OfficerReview the first draft of the reports (donor and internal reports) and ensure authentic data and information has been presented  by the project sectors through verification on  sources  of data, methods of data collection, reliability/consistency of information and probability of results being deliveredBuild staff capacity in M and EProvide orientation to the new staff in reporting, monitoring and documentationContribute to design and development of new projects/program concepts and proposalsReview the project proposal and PMP to ensure compliance with the donor requirements and program standardsPrepare weekly, monthly ,quarterly and annual  performance reports on the tools designed.Suggest strategies for improving the efficiency and effectiveness of the projects by identifying challenges in completing project activities and developing plans to minimize or eliminate the challengesEnsuring maintenance of accurate database on all programs and projectsA minimum of 3 years of direct experience in executing Monitoring and Evaluation of donor funded development projectsExperienced in an NGO set upDemonstrated familiarity and understanding of impact evaluation and participatory M&E evaluation techniques  and developing and monitoring both output and outcome indicatorsM/A bachelor of Science in Project planning or a related fieldExtensive experience in designing, developing and implementing M&E systems(data collection tools, management platforms ,evaluations etc..)Proven experience in logical framework approachExperience in report writingExcellent writing skillsAbility to undertake field visits on regular basisDemonstrate analytical skills and ability to manage deliverables & support activity supervisionExperience with USAID funded programs is an added advantageExtensive Microsoft office suite skills, with understanding and experience in developing work plans/business plans. Aga Khan Foundation East Africa - Yetu Initiative

The Aga Khan Foundation (AKF) is a non-denominational, international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development. AKF has worked in Kenya since 1974 in sectors that include civil society, health, education and rural development.

AKF is starting a 4-year project with USAID entitled the Yetu Initiative. Yetu means “Our” in Kiswahili, and the Initiative will help Kenyans assert, “These are our concerns, and these areoursolutions.” Yetu will strengthen CSOs in community philanthropy, which occurs when citizens mobilize their own resources to address their community’s needs (both local and global Kenyan communities). Yetu will work with Kenyan CSOs to engage and catalyze citizen support for their missions. This initiative will be based on collaborative efforts involving the private sector, government and civil society.

AKF (EA) is seeking experienced personnel for the following three positions which will be based in Nairobi.

1.Monitoring, Evaluation, Reporting and Learning (MERL) Coordinator

The MERL Coordinator will oversee the design and implementation of the project’s Monitoring, Evaluation, Reporting and Learning systems in partnership with the Yetu implementing partners. Specifically, the MERL Coordinatorwill:

In collaboration with AKF, and project implementing partners develop the Project Monitoring, Evaluation, Reporting and Learning Framework and set up project and activity-specific monitoring and evaluation systems.Coordinate the implementation of project evaluations with reputable consultants, as needed.Assist the Programme Manager in the implementation of the project research and learning agenda.Carry out quality assurance of the project activities including regular field monitoring and supervision.Provide remote and on-site technical support to project implementing partners to build their capacity in M&EPrepare M&E progress reports for the project.Coordinate project M&E and reporting activities among all relevant agencies to meet AKF and donor requirements.Assist in the identification and recruitment of relevant MER technical expertsLiaise with other relevant AKF/AKDN personnel on MER related issues as necessaryWork with the communications officer to conduct focus groups, surveys, market research, etc.

Required Qualifications and Experience

· Minimum graduate degree in a relevant discipline, such as education, international development, or the social sciences

· Minimum of 5 years of relevant practical experience designing and implementing M&E systems in a development context In depth experience in planning and implementation of M&E systems

· Experience with database management, information analysis and reporting

· Proven experience with results-based management and associated tools, USAID donor requirements and reporting processes

· Proven experience working with NGOs and government agencies, and with donor-funded projects

· Proven experience with building capacity and/or mentoring others to strengthen their M&E skills.

· Ability to meet strict reporting deadlines

· Excellent written and oral communications skills in English and excellent analytical, organizational, interpersonal and problem-solving skills

· Experience implementing surveys, focus groups, market research and technology-enabled MERL a plus

Department Overview:

Pact seeks a Monitoring and Evaluation Specialist for the proposed USAID-funded five-year Support for Orphans and Vulnerable Children in Nairobi and Coast Counties of Kenya to improve the welfare and protection of children affected by HIV/AIDS by building the capacity of households to provide for children under their care and strengthening social services systems and structures at the county and community levels to improve care and support of OVC. This position is contingent on award.

• Assist the OVC Manager and COP to design the overall measurement system for the project to include outcome measures at the end of the project

• Collect, aggregate, analyze and visual data for the project for reporting to Pact and to the donor.
