Monitoring & Evaluation Coordinator
International Medical Corps, Somalia
 



Established in 1984 by volunteer

doctors and nurses, International Medical Corps (IMC) is a private, voluntary,

nonpolitical, nonsectarian organization. 

Its mission is to improve quality of

life through health interventions and related activities that build local

capacity in underserved communities worldwide. 



IMC has worked in Somalia for nearly

25 years; currently, IMC is implementing integrated health, nutrition, and WASH

programs that address emergency needs while building self-reliance among

vulnerable populations in four regions of Somalia. 


The Monitoring and Evaluation

Coordinator (M&E Co.) has the overall responsibility for program

monitoring, evaluation, and learning for IMC’s activities in Somalia. 


S/he reports directly to the Program

Director, & supervises data managers/clerks/officers.



Key Responsibilities and Accountabilities (NOT an exhaustive list) 

  • Develop, refine, & maintain a contextually

    appropriate M&E system, including tools & staff training;

    strengthen internal capacity for the timely collection, interpretation,

    and utilization of program data for informed decision-making.

  • Contribute substantively to project

    design/modification and proposal development, including development of

    appropriate and realistic M&E plans.

  • Develop processes and procedures that

    encourage knowledge-sharing and learning across IMC Somalia projects; ensure

    that learning is reflected in design of new programming.

  • Identify & pursue opportunities to

    strengthen accountability to affected populations. 

  • Conduct frequent visits to IMC project sites

    in Somalia to provide training and direct supportive supervision on

    monitoring, evaluation, and learning to field staff.

  • Coordinate the design and implementation of

    multi-sector assessments, surveys, investigations, analyses, etc. to

    inform decision making for current/future programming.

  • Serve as the point person for

    third-party-monitoring of IMC activities in Somalia. 

  • Manage performance and provide direct

    supportive supervision to M&E managers, data managers/officers/clerks;

    address identified gaps in knowledge/skills through on-the-job training

    and supportive supervision.

  • Promote a working environment that values

    attention to detail, accuracy in data collection / reporting, learning,

    and accountability.

  • Contribute to maintaining a positive work

  • Perform additional tasks as assigned by direct

    supervisor.


Minimum Qualifications and Experience

  • University degree in M&E, public health,

    humanitarian assistance, international development, or related

    field. 

  • Five to Seven years relevant & progressive

    professional experience in M&E. 


  • Demonstrated capacity to think critically,

    proactively address complex problems, prioritize work with minimal

    supervision, and articulate ideas, concepts, and feedback clearly & concisely

    in written and spoken English; excellent attention to detail.

  • Demonstrated excellent computer skills and use

    of statistical analysis software 

  • Fluency in English is required; working

    knowledge of Somali an advantage. 

  • This is a national position for Kenyan

    Nationals ONLY


The position is Nairobi based but

frequent travel to Somalia.


Grants Donor Compliance Officer, International Medical Corps, Somalia

The Grants and Donor Compliance (GDC)

Officer has the overall responsibility for ensuring donor compliance throughout

the grant cycle. 


His/her responsibilities include

ensuring the timely fulfillment of all internal and external reporting

requirements and maintaining systems to track the same. 


The GDC Officer reports directly to

the Director of Programs for IMC Somalia.



Key Responsibilities and Accountabilities (NOT an exhaustive list)

  • Coordinate with the field mission and HQ to

    ensure donor compliance, including with regards to implementation timeframes,

    procurement conditions, expenditure eligibility, reporting, budget

    amendments, modifications, etc.

  • Develop and maintain systems for tracking and

    promoting compliance across all departments and staff involved in the

    grant management.

  • In consultation with the M&E Coordinator,

    ensure monitoring tools are produced and maintained; maintain an organized

    grant filing system.

  • Prepare memoranda of understanding,

    sub-awards, and other similar documents with government bodies, partner

    NGOs, and other relevant bodies, as necessary.

  • Work closely with sub-grantees to ensure their

    compliance with sub-awards. 

  • Organize & facilitate grant start-up,

    review, and close-out meetings. 

  • Train program managers and other field staff

    on the program cycle and grant compliance. 

  • Coordinate and ensure the timely preparation,

    compilation, submission, and tracking of all internal and external

    reports.

  • Represent IMC at coordination meetings, when

    assigned by direct supervisor. 

  • Other tasks as assigned by direct supervisor


Minimum Qualifications and

Experience 

  • University degree, preferably related to

    public health, humanitarian assistance, international development, or

    related field.

  • Five years of relevant & progressive

    professional experience in program management, grants management & compliance.

  • Demonstrated capacity to think critically,

    prioritize work with minimal supervision, and proactively address complex

    problems, and articulate ideas, concepts, and feedback clearly and

    concisely in written and spoken English.

  • Excellent attention to detail. 

  • Excellent computer and organizational

    skills. 

  • Fluency in English required; working knowledge

    of Somali language an advantage. 

  • This is a national position for Kenyan

    Nationals ONLY.
