Context:
Since 2006, IOM has been implementing a range of humanitarian and development projects in all regions of Somalia. With 6.7 million people requiring humanitarian assistance in 2017, evolving mixed migration flows in and out of Somalia, increasing access and donor interest in Somalia, programmatic scope for IOM is growing rapidly. In this context, IOM Somalia is implementing a multitude of projects and is expanding its sectoral portfolio. IOM Somalia is therefore seeking an incumbent to support project development and resource mobilization efforts.
Under the direct supervision of the the Chief of Mission, and in close coordination with colleagues from the programme and resource management units within the Mission, the successful candidate will be responsible for the coordination/management of the Programme Support Unit, guiding and overseeing the Programme Development, Reporting, External Relations, Communications/Public Information and Monitoring and Evaluation for all programmes in IOM Somalia.
Core Functions / Responsibilities:
- Develop the Unit strategy, implementation modalities, and monitoring and evaluation (M&E) framework through close collaboration with other units of the mission, the Regional Office, national and local authorities, beneficiary communities and other relevant humanitarian stakeholders.
Manage the day-to-day implementation of IOM Somalia RRDS projects in a timely manner, and be responsible for its financial, administrative and technical oversight in line with IOM policies and practices as well as donor requirements.
Actively contribute to positioning IOM, in accordance with institutional strengths and mandate vis-à-vis other durable solutions partners.
Represent IOM at relevant meetings (platforms related to durable solutions, Returns, Early Recovery, etc.) and with government and humanitarian stakeholders relevant to the Unit.
Proactively create and strengthen linkages with the Camp Coordination and Camp Management programme
Take responsibility for enhancing the capacity of staff within RRDS Unit and contribute to institutional learning at Somalia mission and global levels.
Ensure proper documentation and external representation of the Unit activities implemented, including that all supportive documents for the projects (distribution reports, way-bills, beneficiary registration, land agreements, etc.) are recorded.
Maintain oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM rules and regulations and donor requirements.
Ensure timeliness and efficiency by regular and periodical monitoring of progress and budget utilization throughout implementation of the project activities; advise the management on corrective measures if necessary.
Regularly coordinate and share implementation update with the relevant units of IOM Somalia, UN agencies and donors for enhancing internal/external coordination and public relations.
Establish and maintain strong partnerships and timely liaison with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders on plans and implementation status as well as technical issues that may need to be addressed.
In close coordination with the Project Support Unit, develop concept notes, project proposals and budgets and actively liaise with existing and potential donors for funding opportunities for the Unit.
In close coordination with other units, particularly Displacement Tracking Matrix Unit, lead on developing an evidence base for programmes through research, feedback mechanisms and the application of durable solutions’ best practices and frameworks in the context of Somalia.
Performs such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Social Science or Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Previous experience working in an international organization and knowledge of the UN is essential;
• Previous experience with and knowledge of US and EU funding mechanisms is essential;
knowledge of other countries’ funding mechanisms is an asset;
• Experience in programme development, project monitoring and evaluation required;
• Excellent project development and report writing skills;
• Excellent knowledge of programme management cycle;
• Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc.
Languages
Fluency in English is required. Working knowledge of any Somali local language is an advantage.
Note
With frequent travel to Somalia and possible relocation to Somalia if and when the situation is conducive.

Internationally recruited professional staff are required to be mobile.
