Context:
The IOM Regional Office for East and Horn of Africa provides direct support to the thematic work of the Department of Operations and Emergencies (DOE), covering the Organization’s crisis-related work, which includes preparedness, response, risk reduction and prevention, and support to recovery, transition processes and population movement operations. The region has been affected by large-scale refugee and migrant movements, protracted conflict and humanitarian need, including the wide-ranging impacts of conflicts in South Sudan and Somalia, and pockets of instability and fragility, often fuelled by the effects of widespread environmental degradation and climate change.
Under the direct supervision of the Regional Emergency and Post-Crisis Specialist, the overall supervision of the Regional Director and the technical oversight of the Director of DOE, the successful candidate will assume the duties of IOM’s Regional Emergency and Post-Crisis (EPC) Officer. Specifically, s/he will provide technical and programme development support to IOM"s transition, stabilization, recovery, disaster risk reduction and peace-building portfolio for the region. S/he will monitor and analyse ongoing and emerging crisis and conflict events and trends in the region. S/he will work closely with Country Offices (CO) on contextual analysis to develop strategies and partnerships, with a focus on mitigating the impacts and drivers of conflict, environmental change and climate risk and contributing to transformational solutions to displacement situations.
In this capacity, the successful candidate will work closely with relevant Divisions of the DOE in
Headquarters (HQs), in particular with the Transition and Recovery Division and the Land,
Property and Reparations Division, and in coordination with the other Units in the Nairobi Regional Office, including Migration Health and Psychosocial Assistance, Migrant Assistance, and Immigration and Border Management.
Core Functions / Responsibilities:
Support the Regional Office and Country Offices (COs) in the assessment, development, planning and implementation of recovery, stabilization and transition programming for the East and Horn of Africa Region.
In close coordination with Thematic Specialist and relevant HQs Divisions, contribute to the review, endorsement and tracking of project proposals developed by Country Offices (COs).
In close coordination with Transition and Recovery Division at HQ, coordinate project technical support and endorsements for IOM’s PVE programming in the region.
In the context of L3 emergency response, identify and pursue programmatic opportunities that support early transition of affected populations out of emergency towards recovery, reconstruction and development.
In coordination with the COs, support context and conflict-sensitive analysis at regional and country levels to strengthen the evidence-base for peace-building and stabilization operations, and that include analysis of conflict drivers, with a particular focus on the impacts of environmental degradation and climate change on conflict and displacement dynamics.
Promote integration of resilience and risk reduction perspectives into country-level strategies, programmes and activities supported by risk and vulnerability assessment.
Promote the inclusion of Housing, Land and Property (HLP) considerations into broader recovery, peace-building, justice and reconciliation frameworks and initiatives, and in support of durable solutions for displaced populations; support the inclusion of HLP issues in development, urbanization and climate change programming; advise project developers and project managers on integrating HLP into project concept notes and proposals.
Support research and information needs of the Thematic Specialist relevant in particular to the transition, recovery, stabilization and post-crisis portfolio.
Engage with inter-agency working groups on humanitarian assistance, transition, stabilization, recovery, peace-building, risk reduction and solutions towards promoting a coherent and comprehensive programming approach for the region.
Contribute to inter-agency planning processes and initiatives focussing on strengthening the humanitarian-development-peace nexus.
Contribute to the preparation of appeals in the Regional Office that are coordinated with relevant UN partner entities, ensuring early integration of transition and recovery support in the humanitarian response.
Keep COs abreast on funding opportunities relevant to the portfolio and seek out alternative funding sources, including from peace-building and stabilization donors.
Support production and dissemination of reports and outreach materials outlining the need for sustained investment in disaster risk reduction, conflict mitigation and climate change adaptation programming, and other root causes and prevention-oriented approaches to addressing crisis and displacement.
Support regional and in-country initiatives to strengthen M&E capacity, including
development of guidelines for measurement of impact, with a focus on resilience.
Support partnership dialogue and liaison with relevant global and regional UN partner entities located in Nairobi; in particular, engage the regional UN ISDR office within the frame of IOM’s global support to states in the implementation of the Sendai Framework.
Provide strategic and programmatic engagement with the UN Environment Programme (UNEP) on relevant environmental and climate change issues impacting migration and displacement dynamics, and with the UN-Habitat to address housing, land and property issues in the context of recovery, return and durable solutions.
Act as regional focal point on resilience issues and stay up-to-date on global policy thinking around resilience-based approaches; assist regional training and capacity-building initiatives focused on resilience and other relevant concepts.
Undertake duty travels for project/programme assessment, liaison with counterparts, problem solving, and development of new initiatives.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Sciences, International Relations, Conflict Management, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Demonstrated experience in field-based work in crisis and post-crisis environments;
• Experience in project implementation including administrative and budgetary aspects as well as monitoring and evaluation.
• Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
• Experience working in inter-agency contexts and within the UN-led cluster/sector system;
• Experience in the region would be a distinct advantage.
• Ability to work effectively and deliver under pressure and strict deadlines.
• IOM functional competencies required: effective communicator, successful negotiator, creative analytical thinker, active learner, strong team player and cross cultural facilitator.
• Fully proficient in Microsoft Office, Internet, PowerPoint and Email.
Languages
Fluency in English is required. Working knowledge of other IOM official language(s) and/or working language(s) of the region is an asset.
