The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Press and Media Unit, Office of the Executive Director.
Responsibilities
The incumbent's main functions will include:
1. Providing leadership and direction in the development and implementation of a comprehensive high profile international media strategy to further the corporate image of UN-Habitat as a lead agency in the implementation of the Habitat Agenda; developing and implementing major public media strategies around substantive campaigns and projects for international and regional dissemination to targeted audiences and the general public.
2. Acting as official lead spokesperson and, in the absence of the Executive Director, representing UN-Habitat in interviews and other media related activities.
3. Providing advice to the Executive Director and Management on strategic issues concerning media and public relations policy.
4. Conducting sensitive political liaison work; creating and maintaining high level communication contacts with a range of actors including the broadcast media, the press, governmental agencies, international institutions, non-governmental organizations and diplomatic missions.
5. Supervising, coaching, mentoring and evaluating staff; participating in recruitment and selection of new staff and in the development of training programmes.
6. Managing all press and media relations of UN-Habitat, including preparation and dissemination of press releases and media kits, organization of press conferences and media forums.
7. Representing the Organization at international conferences and national meetings concerned with media.
8. Contributing to the Section’s reports, work programmes and budgets to ensure the smooth running of the press and media work.
9. Within delegated authority from the Executive Director, design and implement fund-raising strategies for Press and Media activities.

Professionalism: (i) Advise on and effectively manage high profile and sensitive communications challenges, (ii) develop and manage a sizeable public information programme for a discrete unit, and to direct others in the execution of the total programme, (iii) build an effective communications strategy and programme based on an assessment of different communications environments, (iv) adapt and be innovative as new communications challenges arise and (v) develop sophisticated, worldwide media campaigns with excellent promotional and publicity techniques.
Planning and Organizing: Demonstrated planning and organization skills to effectively develop unit work programme and ensure timely delivery of results.
Communication: Highly developed communication (spoken, written, public speaking and presentational) skills, including ability to present and defend difficult positions to senior officials.
Leadership: Serves as a role model that other people want to follow; establishes and maintains relationships with a broad range of people to understand needs and gain support; drives for change and improvement; shows the courage to take unpopular stands if required; provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.
Vision: Identifies strategic issues, opportunities and risks; clearly communicates links between the Organization's strategy and the work unit's goals; generates and communicates broad and compelling organizational direction, inspiring others to pursue that same direction.
Education
Advanced university degree in International Relations, Political Science, International Development, International Communications or Journalism. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in journalism, communications or public relations, of which at least five at the international level which should have involved political judgement, successful management of public information communications. Familiarity with or good knowledge of the UN system and experience with an international organization desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English required. Working knowledge of French and Spanish desirable.

Assessment Method
Competency-based interviews and technical test.
Special Notice
Staff members are subjected to the authority of Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
