REQUIRED COMPETENCIES
University-advanced degree in Political Sciences, Engineering, or related fields
Extensive experience (3-5 years) in emergency projects management and implementation
Very good administration and accounting skills (on-the-spot constant supervision and monitoring upon project administration is required)
Ability to prepare clear and concise report and project proposals' development - writing skillsOffice management skills - problem solving
Leading and representation skills - liaison/negotiation and lobbying
Ability to make effective decisions under time pressure
Capacity to work independently, strong strategic and creative thinking
Fluency in English (oral and written)
Knowledge of Italian language
DESIRABLE COMPETENCIES
Work and field experience in engineering and solid waste management
Capacity of managing particularly complex intercultural relationships in a challenging environment/sensitive security context/civil war context
Ability to work in and supervise a team, to negotiate under great pressure with clan and religious leaders, high-level international counterparts, local authorities, etc..
Ability to manage, coordinate and motivate project staff
Extensive experience in emergency programmes including shelter and management of basic services
Knowledge of structures and functions of national and international refugee agencies, donors and organizations
Previous experience with UNHCR funded projects.
WORK CONTEXT
The general objective of the project is to improve sanitation environment for refugees of Dadaab camps in order to ensure their right to an adequate standard of living. The project will focus in the following areas of work: improving living conditions of refugees by implementing solid waste management system and infrastructure construction' activities to which beneficiaries may actively participate.
Dadaab Refugee Camps, located in Garissa district, are the main settlement for Somali refugees, with a total population of 170,000 refugees, with recent new influx due to the latest political events and severe drought in the southern parts of Somalia. Basic services have been developed to meet the refugees needs by UNHCR, CARE International and other international partners working in Dadaab refugee camps. Thus, project activities will be integrated and harmonized with the existing emergency programmes.
JOB DESCRIPTION
The collaboration will start approximately in by the end of March 2011.
The main duty station will be Dadaab, KenyaThe person will respond to the HQs Desk Officer.
CESVI Nairobi Office will support the operations.
Main tasks and duties:
He/she will be responsible of the overall project management and implementation
He/she will be supervise administration, accounting, procurement, staffing issues related to the project
He/she will be manage liaisons with the local Representative of the Italian Cooperation, the Italian Embassy and all concerned authorities at Provincial and National level
He/she will be manage liaisons with UNHCR and the other international actors working in the camps, with other UN Agencies, local and international NGOs, private sector and civil society associations and other stakeholders
He/she will produce planning documents, including related financial provisions under the supervision of the Desk Officer for Kenya and Somalia, at Headquarters level
He/she will produce periodic official reports according to project deadlines and donor-related requests, to be submitted to the Desk Officer for Kenya and Somalia for editing and final approval
He/she will ensure the elaboration of monthly internal report to be submitted to the Desk Officer for Kenya and Somalia on achievements, projects, problems encountered, pertinent developments, and strategic needs
He/she will personally attend all activities related to project management, including administration, accounting, procurement (in accordance with CESVI rules and regulations), staffing and reporting
He/she will supervise all project activities, guaranteeing a constant support to all project stakeholders
He/she will guarantee clear documentation of all project activities, through reports and other visibility tools, as required and agreed upon with CESVI headquarters
He/she will be involved in visibility actions taken by CESVI headquarters in order to promote in-Country activities and to raise funds accordingly
He/she will attend meetings with local representatives of the Italian Cooperation and local concerned authorities, as well as with the Italian Embassy and other project stakeholders, whenever required
He/she will attend meetings with UN Agencies representatives, local and international NGOs officers, private sector and civil society representatives, whenever required
He/she will be constantly involved in the development of new project proposals for private and public donors, according to CESVI Country strategy
He/she will report to the Desk Officer for Kenya and Somalia at HQs level, through e-mails, other mailing, telephone calls and periodic reports, as required
He/she will maintain daily contacts with CESVI Nairobi Office working in coordination with the regional/country representative based in Nairobi itself
He/she will carry out briefing and debriefing with the Desk Officer for Kenya and Somalia at Headquarters level, at the beginning and at the end of his/her assignment
He/she will attend a compulsory training at the beginning of his/her assignment at Headquarters level.
