About Innovations for Poverty Action: Innovations for Poverty Action (IPA) is a non-profit research organization that creates and evaluates approaches to solving development problems. IPA disseminates the results of its evaluations to policymakers, practitioners, investors and donors around the world.
 Project specifics: Presently, we are conducting a follow-up survey to analyze the impacts of farmer managed research trials currently being implemented by the International Institute of Tropical Agriculture (IITA). The research trials were first implemented during the long rain season of 2014 and this follow up survey should be conducted just after the harvest.

Field officers will gain valuable experience in field data collection. Field officers will work directly with survey respondents. The field officers will work closely with team leaders and project managers to improve their own skills. Field officers will be based in Siaya town and will travel throughout Yala, Ugunja, Ukwala, Wagai and Boro. The field officers will be expected to work Monday through Friday.
In addition, team leaders will be selected from the pool of field officers. The team leaders will report directly to the project manager and will be responsible for coordinating the activities of a small team of field officers. Team leaders will organize transport, ensure that data is collected from field officers and properly transferred to project supervisors, ensure that payments are being made to respondents correctly, and coordinate with village partners to conduct data collection activities.

 About Us: Sanergy is an award-winning social venture, based in Nairobi, Kenya, that makes hygienic sanitation accessible and affordable in Africa’s urban slums for everyone, forever. Our systems-based approach to solving the sanitation crisis involves five key steps: we build a dense network of franchised micro-entrepreneurs, who operate low-cost, high-quality waterless sanitation facilities – called Fresh Life – as small businesses. We provide critical support services – such as access to finance, training, marketing and business analytics. We collect the waste every day and safely remove it from the community.
We convert the waste into valuable by-products, such as organic fertilizer and renewable energy. Finally, we sell the byproducts to Kenyan farms. Since November 2011, we have launched over 500 Fresh Life Toilets to a network of 270 micro-entrepreneurs. We have collected and converted over 3500 tons of waste. At the same time, we have built a team of almost 200 people – 90% Kenyan and 60% from informal settlements.
We are an increasingly sophisticated, highly intricate organization with many moving parts. In order to deliver our strategic goals, we are expanding. Background

The project ‘Empowering Young Workers in the Port and Maritime sector of Mombasa’ has its overall aim of improving young workers’ working conditions within the port and maritime sector in Mombasa, Kenya.

The project, is funded by DANIDA through FIC: Forum for International Cooperation (A Danish NGO) and is developed in partnership with three local labour organizations, namely; Kenya Dockworkers Union, Kenya Seafarers Union and Kenya Shipping Clearing and Warehouses Workers Union (KSCWWU). Employers and relevant government institutions, such as Kenya Maritime Authority (KMA) and Kenya Ports Authority (KPA) are also important stakeholders. The project was launched in January 2012 and all activities are expected to be completed by the end of 2014.

Overall objective:

· To improve young workers working conditions within the port and maritime sector of Kenya.

Immediate objectives

Young Workers in the port and maritime sectors are aware of their labour rights and are taking active roles of influencing change towards fairness, justice and greater welfare.

The capacity of Trade unions to champion the rights, concerns and challenges of young workers in the port and maritime sector is strengthened.

Indicators for immediate objective 1:

Young workers from each private company, Grain Bulk and Maersk Shipping lines, Kenya Ferry, have either registered a trade union or at least one third have joined a union of their choice by the end of 2013. (Means of Verification: copies of trade union registration certificate and agreement signed by employers or list of members from trade unions)At least 30 per cent of young workers in the port and maritime sector can demonstrate basic knowledge of their constitutional and labour rights as workers. Can demonstrate essential knowledge on safety at work, substance abuse and HIV/AIDS, consequences and preventive measures (Means of Verification: End review/survey reports).Young workers in the port are actively involved in addressing issues affecting their working conditions, incl. safety and health, HIV/Aids, drug abuse, sexual harassment, observance of constitutional and labour rights (means of verification: activity reports, end review).

Young workers’ policy and strategy is developed and implemented in each of the existing trade unions by the end of the 2013. Issues and concerns that are specific to young workers are addressed. Young workers have strengthened cooperation through well-functioning network across the port and maritime sectors for greater solidarity and learning by October 2014. The cooperation is anchored in the three unions (Means of verification: network reports).Working conditions in the port have improved for at least 30 % of the young workers in the port and maritime sector; e.g. salary, employment contracts, safety and health, work hours, unjustified dismissals, abuses etc. (Means of Verification: End review/survey reports ctr. baseline)

The project organization

The project organisation is set up to ensure that the ownership and responsibility for the daily running and implementation of the project is with the local partners. The division of responsibilities and tasks are clearly defined.

The project Steering Committee

The steering committee is the superior advisory and decisive organ of the project, within the framework of the approved project description. The SC secures a direct communication between the involved parties, from target group to management/leadership level.

The steering committee includes 2 representatives from each of the unions involved in the project (Kenya Dockworkers Union, Kenya Seafarers Union and Kenya Shipping Clearing and Warehouses Workers Union). The 2 representatives from each of the organisations includes 1 representative from the national board of the union and one representative of the young workers in the union. KPA participated as employers and Kenya Maritime Authority as a key stakeholder in the sector. The local project coordinator and a representative of FIC are part of the project steering committee.

The Steering Committee meets at the end of every quarter for the first year and 3 meetings a year for the second and third year. The Steering Committee is actively involved in both planning and monitoring of the project activities. The representation of all partner organizations in the steering committee is supposed to ensure all partners participation in decision-making. The activity plan is to be revised according to the recommendation by the SC and all the reports for monitoring purposes: activity progress and financial reports are to be discussed and decided on in the project steering committee.

The Dock Workers Union is the lead partner in the project with overall responsibility of the project implementation and provides both the leadership role and the coordination of the overall project implementation.

DWU also has a special role in supporting and “mentoring” the capacity building of Seafarers and Warehouse Workers Union.

The Project Coordinator is to be answerable to the Steering Committee, but contracted by the DWU.

The project coordinator is responsible for the daily management of the project and works under the supervision of the FIC coordinator in Kenya and The GS of the Dockworkers union.

Final Evaluation

The final evaluation is planned to take place at the beginning of December 2014 and is to be conducted by an external M&E consultant in cooperation with Dockworkers Union and FIC. By the end of December 2014 the final evaluation preliminary report will be completed and handed in to the Project Steering Committee.

Objective of the final evaluation

The objective of the final evaluation is to assess the overall progress and performance of the project activities as well as the methods used, and, accordingly, to capture good experiences and need for changes.

The report will respond to the 5 DAC criteria that are defined below with related questions:

Are the organisations functioning as planned and, the cooperation with the implementing partner organisations been successful and what lessons can be learned from the process?

Methodology

The final evaluation will be conducted by qualified M&E external consultant in cooperation with FIC Programme Coordinator and the Project Coordinator based in Mombasa. The following documents and tools are going to be used: LFA, the quarterly progress reports, Mid-term review report and other relevant data, including the database, gathered during project implementation. Finally, he/she will conduct personal as well as focus group interviews with the project partners, representatives from the Steering Committee, representatives from the employers, consultants and other stakeholders such as International Transport Federation (ITF), Kenya Maritime Authority (KMA) and Kenya Ports Authority (KPA)

The project coordinator and the partner organisations will assist the evaluator when needed and ensure that the evaluator complies with the framework stipulated in these Terms of Reference. The report will be brief (no more than 40 pages) and summarize findings, conclusions and recommendations. The report should be structured in line with the DAC criteria. The initial findings will be presented at the Steering Committee meeting for validation.

Background / General Description: The objective of this assignment is to oversee the provision of integrated building management and project management services to the South Sudan Country Office.  

The World Bank Country Office is located in Juba, and consists of a 2-storey office building with parking, and 23 residential units in 2-storey buildings, all within a contained, guarded compound.  

The position responsibilities include the oversight and coordination of contracted services for housekeeping, building maintenance, and equipment maintenance contracts.  

The incumbent will report to the International Facility Manager, GSDCR  based in Washington, and will be a key member of the Global Facilities Management team.  S/he will be based in Juba, South Sudan.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties and Accountabilities:
Manage an outsourced Building Management team in the Juba Country Office which will provide and coordinate all facilities requirements of the buildings and the users, to include building and grounds maintenance, equipment repair, housekeeping, waste management.Work closely with GSDCR Manager and the designated RM Officer to formulate reporting procedures for monthly expenses. Provide monthly building management budget and expense reports to the GSDCR Manager.  As required, attend and report at the CO Management Unit meetings.Frequently communicate with CO staff by sharing and updating them on Facilities Management activities on the ground that may affect their work environment, either through e-mail or during staff meetingsPost any information on time to staff through e-mail that needs their action either during   emergency or during repairs in office hours. Roles and Responsibilities:

URC seeks a Project Officer-Quality Improvement to be based in Western Kenya for USAID funded project Applying Science to strengthen and Improve Systems (ASSIST). The project is a global leader in the implementation, advocacy, development and promotion of cost-effective methods to design and improve healthcare services and systems in developing and middle income countries.

Reporting to the Senior Quality Improvement Advisor in-charge of health service delivery and under the supervision of the Quality Improvement Advisor, the project officer will work closely with ministry of health officials in the target counties and other local implementing partners to lead in the applications of improvement methods in integrated clinical settings.

Under the supervision of the Regional Quality Improvement Advisor, the incumbent will:

· Provide project management support in selected counties and districts.

· Work closely with APHIA Plus and sub county level health management teams within selected counties to support improvement work in line with the Kenya Quality Model for Health (KQMH).

· Support regional Trainers of Trainers (TOTs) in quality improvement.

· Support Quality Improvement Teams and the Work Improvement Teams in the target counties.

· Provide support to develop quality indicators, data collection, analysis and reporting.

· Develop and update materials for training, coaching and learning sessions.

· Ensure project compliance with USAID rules and regulations.

Minimum Qualifications:

This project manages the accountability framework for the Government of Kenya run HSNP. HSNP is an unconditional cash transfer (CT) programme, geographically focused in the 4 poorest counties of the Arid and Semi-Arid Lands (ASALs): Turkana, Marsabit, Mandera and Wajir. Oxfam and partners are implementing a project entitled “Ensuring accountability for Sexual Gender Based Violence (SGBV) and increased participation of women in Africa”. 

The project is expected to increase state accountability for conflict related sexual and gender based violence. It is hoped that state accountability will in turn facilitate access to justice for survivors of sexual and gender based violence.
The project focus countries are Egypt, Nigeria and South Sudan with intention to carry out interventions at the continental level informed by the country level work and experiences. 
It is intended that both the country and continental level advocacy and project interventions be informed by good quality research. Oxfam and partners intend to use the evidence generated from the research to push for effective policy, legal and programmatic responses to sexual and gender based violence at national and continental levels. The research component of this project has the potential to inform on-going post conflict reconstruction and development initiatives within these countries and across the continent if leveraged successfully.

It is intended that the research be anchored on Article 10 of the Protocol on the Rights of Women in Africa exploring the following;

Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. Saferworld works with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.

Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region and has well-established programmes in Kenya, Uganda, Somalia and Sudan. Since 2004, Saferworld, with the support of the European Commission, has led a process designed to establish legitimate and representative Non-State Actor (NSA) structures that are able to engage in policy dialogue which culminated in the formal establishment of NSA platforms in the three Somali regions in 2008.

Saferworld is currently engaged in a one-year EU-funded programme to build the organisational and advocacy capacity of the NSA platform to engage on critical peacebuilding and statebuilding issues across Somalia. Both the Federal Government of Somalia and its international partners are committed to popular, democratic elections in Somalia in 2016. This represents a considerable shift away from the previous transfers of power, which have used clan-selection processes to appoint parliaments which have in turn elected a President. Yet with just two years left before the elections are expected to take place, a number of key tasks vital to the success of any electoral process remain pending, and there has been precious little discussion about the risks to peace that delays or a badly managed process could pose.

Given the risks attached to the electoral process, Saferworld is commissioning a research project that responds to the need for comprehensive data and analysis on the views from a statistically significant cross-section of Somali society on the conflict risks posed by the proposed 2016 elections. There is a critical need to both gather this data and be able to present the findings of such research to the Somali authorities and the international community to inform current and future policy and programming around the elections.

Key Objective of Consultancy:

The overall objective of the research project is to examine the conflict risks posed by the current state of readiness of Somalia for elections in 2016.

The specific objectives of the project are as follows:

· Review the theoretical understanding of the necessary security, social, economic and political context and institutional requirements for elections in fragile and conflict-affected states, in order for such processes to contribute to peace

· Conduct research into the conflict risks posed by the 2016 elections and identify recommendations to address these.

· The research should identify a selection of key risks posed by holding elections in 2016, including the risks posed by the process itself, risks attached to the impact of election preparations and the impact of the process on localised conflict and ongoing peacebuilding and reconciliation initiatives identified by key stakeholders and broader sections of the population.

· Develop recommendations to the Somali authorities and the international community on the preparations for elections.

· Identify popular perceptions and the extent of understanding of the 2016 electoral process and the relevance, relationship to and scope of input/influence into the process by citizens.

Research Methodology

Working with Saferworld, the consultant will devise a research methodology that will serve to collect the necessary data to answer core research questions around the conflict risks attached to the state of readiness for public elections in Somalia. The research methodology should be sensitive to political, social and security constraints and should entail both a quantitative and qualitative dimension. With input from Saferworld, the methodology should set out the scope of the research, purpose and objective, set out core data requirements and knowledge gaps, data capture tools and linkages between data collection and analysis phases.

The methodology will include:

· A detailed literature/desk review: Guided by the research objectives and following initial consultations with Saferworld, a literature review setting out the broader challenges posed by holding elections in fragile and conflict affected states and the application of these to the Somali social and political context for elections is to be undertaken with documentation of literature reviewed that can be shared with Saferworld. The literature review will inform the finalisation of the research questions and the methodological approach, including setting out a taxonomy of conflict risks.

· Validation of the taxonomy of issues: The consultant will hold a series of Key Informant Interviews (KIIs) with a range of identified stakeholders in Mogadishu, Nairobi, Garowe, including government officials, national and international civil society, donors, UN and other international officials.

· Public Surveying:The consultant will design and implement a public survey of views using a mixture of qualitative and quantitative data collection tools in Puntland and South Central Somalia.

· Validation of Findings with Civil Society: The findings of the KIIs and survey will be validated through focus group discussions (FGDs) with civil society in Somalia will be organised in conjunction with Saferworld’s civil society partners in South Central Somalia and Puntland, SOSCENSA and PUNSAA.

· Final Report:The consultant shall be responsible for drafting and producing a precise final report (maximum 30 pages excluding annexes) written in simple and clear English. The draft report shall be shared with Saferworld for comments and inputs for inclusion in the final report by the consultant. The report should have the following format:

o Cover page

o Table of contents, Executive Summary (maximum 3 pages) and main report including; findings of the study, conclusions and recommendations.

o Annexes, including: Terms of Reference, List of persons interviewed, List of literature and documents reviewed, List of locations visited

The consultant will work under the overall supervision of the Programme Development Advisor.

OVERALL RESPONSIBILITIES

MSH seeks a Project Director for an anticipated procurement to strengthen the capacity of the Government of Kenya (GoK) to manage a high performing, sustainable, public-health-oriented laboratory service system. The goal of the project is to improve Kenya’s capacity in stewardship, technical guidance, and oversight to implement country-owned and-led quality integrated laboratory services. As such, s/he provides strategic and technical leadership and managerial oversight for the Project. S/he is the official representative of MSH for the project and maintains all communication with appropriate CDC officials, project partners and local stakeholders, and other MSH managed projects in Kenya to ensure adequate coordination of laboratory technical assistance. The Project Director is fully responsible and accountable for the development, execution and management of the project, including (1) vision and technical strategy, (2) project and financial management, (3) documentation, communication and reporting of project activities, (4) client(s), partners and stakeholder(s) relationships, and (5) coordination and synergy with other MSH Projects and collaboration with the MSH Country Representative and Country Operations Country Management Unit (COMU). S/he ensures project activities and results are responsive to the goals and objectives of both CDC and PEPFAR and that they comply with the policies of the GoK. S/he bears primary responsibility for all administrative requirements to fulfill the performance objectives and other requirements specified in the project cooperative agreement.

SPECIFIC RESPONSIBILITIES

Provide overall direction for all technical and managerial activities under the project as mandated by CDC. Function as the primary liaison between CDC and MSH on all technical and financial matters related to the project.Provide leadership in establishing effective technical assistance, collaboration and communication with GoK departments and other stakeholders responsible for the implementation and/or support of laboratory services.Provide strategic and technical leadership in the development and implementation of capacity building strategies needed to strengthen the delivery of laboratory services in Kenya that are locally appropriate and sustainable.Adapt, implement, and oversee an annual project management cycle which formulates the annual continuing application, comprehensive work plans, budgets and reports in accordance with the Cooperative Agreement, CDC annual planning cycle, assures control of expenditures and timely disbursement of funds. Assure integration of technical activities with each other, and with the overall operational strategy of the project.Work with the MSH financial support team to implement a Financial Pipeline Tracking System for effective budget monitoring and cost control, based on sound financial and accounting principles, MSH Standard Operating Procedures and MSH and CDC financial reporting requirements.With the MSH financial support team, develop and adapt (as needed) a project financial plan in line with the CDC Cooperative Agreement budget and received obligations, technical strategy, work plan and reporting requirements.Ensure implementation of the Project Cooperative Agreement in compliance of the agreement clauses, MSH and CDC policies, regulations and Standard Operating Procedures.Maintain effective communications with the designated MSH contracts officer, finance operations staff, COMU, other MSH management support staff both in the US and in the CDC-Kenya office to ensure responsiveness in project operational and financial matters.Oversee and support the implementation of MSH project management systems and assure project compliance with MSH policies and procedures in the process of implementation, documentation, reporting, monitoring and evaluation, and results management.As a member of the Kenya Leadership Team (KLT) attend KLT meetings with other project directors in the MSH-Kenya office to support the implementation of the Integrated Country Strategy (ICS); cooperate and collaborate with the COMU Director and other relevant COMU staff in Kenya to ensure timely fulfillment of the administrative requirements and CDC-specific operational and financial regulations for this project.Assure reciprocal flow of technical exchange and knowledge transfer between the project and other MSH projects and programs engaged in laboratory systems strengthening, both in Kenya and elsewhere.Assure the integration, consistency, and high quality of the direct and subcontracted work under the project. Maintain productive programmatic communication and a strong working relationship with MSH’s sub-contractor(s) on this project, to ensure timely and quality achievement of expected deliverables.Together with MSH CPM senior managers and appropriate staff, maintain good working relationships with all partners and subcontractors to assure that the project receives the full benefit from their specific areas of expertise.Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.Manage project staff as per MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.With support of supervisor, develop technical assistance plan and budget in line with CDC requirements.Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business strategies using a variety of communication strategies and media.Any other duties as assigned.

QUALIFICATIONS:

Master’s Degree or higher, in International Public Health, Biomedical Science or equivalent related field.At least ten (10) years’ experience in management positions, implementing programs of similar size and scope in international health.At least 5 years management experience on USG or other donor-funded programs supporting strengthening of national laboratory systems in developing countries, preferably with experience in Kenya and/or Africa.Strong knowledge and technical skills in the following key areas: laboratory leadership, management and governance; development and implementation of national laboratory policies, strategic plans, standards, guidelines, standard operating procedures and capacity building materials; laboratory information systems; laboratory equipment and supply management; quality systems and accreditation; infrastructure development; networking and referral systems; and biosafety.Familiarity with USG regulations and administrative procedures in the implementation of donor-assisted projects. Working knowledge of and experience with CDC project management is preferred; demonstrated leadership skills in working and collaborating with PEPFAR, other donors, host country institutions, and international organizations.Strong strategic vision, management, and leadership qualities.Demonstrated ability to build and maintain relationships with senior-level colleagues, government agencies, NGOs, other USG-funded cooperating agencies and donor organizations. Ability to work with diverse groups and partners to successfully bring groups together to achieve project goals.Experience advising on the development, modification, and/or implementation of regulatory and policy frameworks in developing country context to facilitate changes in policies and regulations.Strong understanding of the need for laboratory capacity building and readiness to recommend and follow through on solutions.At least five years relevant supervisory experience of professional (technical) staffExcellent organizational, analytical, oral and written communication skillsDemonstrated excellent English (both written and oral) with the ability to conduct business in English.
