CARE is seeking an experienced Girls’ Education Monitoring and Knowledge (M&K) Manager to provide dedicated technical support to the DFID-funded project ‘Kobcinta Waxbarashada Gabdhaha’ or Somali Girls Education Promotion Programme (SOMGEP) under CARE Somalia’s Rural Vulnerable Women Program. The project aims at facilitating social change amongst rural communities in order to encourage girls’ enrollment and retention in education, working closely with communities, religious leaders, community education committees and civil society.
The post will be located primarily in Hargeisa, Somaliland with travel to the head office in Nairobi, and will report to the Girls Education Initiative Manager.
Responsibilities: The M&K manager is responsible for the coordination of the baseline, midterm and final evaluations, establishment and maintenance of the project MIS, regular collection and analysis of project data from CARE, ADRA and 9 LNGO partners that demonstrates intended results are being achieved. S/he will work closely with Education Ministries to put in place an effective and comprehensive Education Management Information System (EMIS). The position will develop a robust monitoring and knowledge management system that tracks activity milestones and changes among cohorts of students in learning and attendance (among other ouputs) to help ensure payment by results. The position will also train and support partners and community education councils (CECs) to collect and verify data and conduct community-led impact evaluations, in coordination with the Program Quality Unit.
Degree in education, evaluation, measurement, statistics or related fieldMinimum of five years’ experience in monitoring and evaluating primary and secondary education programs in unstable contextsExtensive experience with multiple types of evaluations – impact evaluations, process evaluations, formative evaluations etc.Demonstrated experience of providing technical capacity building support to senior peersWillingness and experience to work independently in politically unstable security situations in security sensitive areasThe use of statistical Analysis Applications and Toolpaks (e.g. SPSS, STATA, Minitab, STATISTICA, SAS, R, MS Excel, etc.)Excellent written and verbal EnglishTechnical report writingDemonstrable experience of using IT and training colleagues in Education Management Information Systems (EMIS)Strong analytical and planning skillsTraining/facilitation skills
