Overall/Direct Supervision**: The Head of Labour Mobility and Human Development**



Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:



Since 2006, IOM has been implementing a range of humanitarian and development projects in all regions of Somalia.



The Labour Mobility and Human Development (LHD) unit in Somalia focuses its interventions on youth empowerment, increased regulation of recruitment, enhancement of institutional capacities, and adoption of measures to maximize migration outcomes and diaspora engagement and investment.



Its largest programme, Migration for Development in Africa (MIDA) is a capacity- building programme, which transfers skills from African diaspora experts back to Africa. MIDA programmes in Somalia aim to build the capacity of Somali institutions through Somali diaspora skills transfer. MIDA Somalia is currently running 11 projects/project components working with all three Somali regional authorities. To date, the programme has placed more than 456 Somali experts throughout the three regions at various ministries and institutions (80). As of now, IOM has focused on four key sectors: Justice, Public Financial Management, Health and Education, which are crucial for the economic and social development and the stability of Somalia.



In the area of Youth Empowerment initiatives aim at building the capacity of the youth to access diversified livelihood and employment opportunities through the facilitation of strategic skills development schemes as well as employment and business opportunities. Another area that LHD is looking to implement activities in are remittances and entrepreneurship - maximizing the economic gains of remittances for small and medium enterprises and improve financial literacy among local communities establishing associations to match migrants’ remittances with international funds to develop small-scale businesses.



In order to enhance government capacity to engage with diaspora, IOM Somalia has formulated a Diaspora Policy, which was presented to relevant government officials at a Policy Review workshop in November 2017. This policy framework represents an important milestone towards strengthened coordination and cooperation within and between relevant government ministries to enhance the capacity for effective diaspora engagement. IOM’s experience has shown that engagement with the diaspora is a powerful tool to contribute to capacity building, awareness-raising and socio-economic development in Somalia.



The LHD division is also committed to promoting greater mobility and to optimizing the benefits of labour migration for both the countries of origin and destination, as well as for the migrants themselves. In this regard, IOM Somalia is working closely with key government institutions to strengthen institutional capacity and support in the formulation of labour migration policies, legislation and effective labour migration strategies. In November 2017, IOM organized a labour migration training targeting Somali government officials with the overall objective of building their capacity in labour migration management and paving the way for a comprehensive Labour Market Information System and Labour Market Policy.



Core Functions / Responsibilities:




  1. Provide support in developing information materials and improving the database of recruited diaspora participants under the MIDA program.


  2. Support in the development and collection of success stories and case studies, in coordination with the public information unit in order to increase public visibility of the LHD programmes in Somalia, the Horn of Africa region and particularly in donor countries in Europe and beyond;


  3. Provide support to project proposal development in the sectors of diaspora engagement, interventions promoting labour mobility and the promotion of increased access to technical and vocational training, livelihood and employment opportunities for Somali youth that enable productive engagement in society and alternatives to irregular migration;


  4. Provide support and coordinate the input to progress and final narrative reports to donors in close coordination with field-based staff, other divisions of the mission, other IOM missions and relevant public and private institutions and partners;


  5. Provide support to planning, implementation and monitoring of selected LHD projects in Somalia, including projects funded by the government of Italy, Finland, Sweden, the Netherlands and Japan;


  6. As needed, represent IOM in coordination meetings, workshops and conferences with other development partners, UN agencies as well as Somali government institutions and private sector as per guidance of the Programme Manager (MIDA);


  7. Assist with providing and coordinating inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies as well as implementing partners;


  8. Assist in general administrative tasks;


  9. Perform other duties as maybe assigned.




Required Qualifications and Experience



Education




  • Master’s Degree in Migration, International Development; other Social Science related fields; or communication.



Experience




  • Experience in communication and development and design of information material

  • Experience in creating and managing database as well as analysing the data

  • Experience in working with Adobe Photoshop, InDesign, Illustrator or similar programs is desirable

  • Experience in institutional capacity building in developing countries and fragile contexts;

  • Knowledge of IOM overall programmatic focus in Somalia and basic understanding of the functioning of other UN agencies;

  • Strong coordination competence and ability to promote communication and knowledge sharing and in ensuring high quality of programmatic outputs;

  • Understanding and experience of project monitoring, evaluation and reporting of programmes;

  • Excellent written and verbal communication skills, in particular the ability to write concise, accurate proposal and reports.



Languages



Fluency in English.
