Qualifications, Skills, and Experience Required:


  For appointment to this grade, a candidate must have: –



  • Twelve (12) years of relevant work experience ten (10) of which must have been in top management;

  • Bachelor’s degree (KNQF Level 7 or equivalent) in Education, Engineering, Architecture or related field from a recognized university in Kenya;

  • Master’s Degree (KNQF Level 9) in Curriculum Development, Quality Assurance, Assessment and

  • Examination or Higher Education from a recognized university in Kenya ;

  • Doctorate Degree (KNQF Level 10) in Curriculum Development, Quality Assurance, Assessment and

  • Examination or Higher Education from a recognized university in Kenya is an added advantage;

  • Professional qualification and membership where applicable;

  • Leadership course lasting not less than four (4) weeks;

  • Proficiency in computer applications;

  • Fulfil the requirements of Chapter Six (6) of the Constitution.

Responsibilities:


Key Duties and Responsibilities



  •  Co-coordinating and supervising the development of policies on national

  • qualifications;

  •  Developing a framework for the development of an accreditation system on

  • qualifications;

  •  Developing a system for assessment of national qualifications;

  •  Developing and review inter-relationships and linkages across national qualifications

  • in consultation with stakeholders, relevant institutions and agencies;

  •  Maintaining a national database of national qualifications;

  •  Publishing manuals, codes and guidelines on national qualifications;

  •  Advising and supporting any person, body or institution which is responsible for the

  • award of national qualifications;

  •  Publishing an annual report on the status of national qualifications;

  •  Setting standards and benchmarks for qualifications and competencies including

  • skills, knowledge, attitudes, and values;

  •  Defining the levels of qualifications and competencies;

  •  Providing for the recognition of attainment or competencies including skills,

  • knowledge, attitudes, and values;

  •  Facilitating linkages, credit transfers and exemptions, and a vertical and horizontal

  • mobility at all levels to enable entry, re-entry, and exit;

  •  Conducting research on equalization of qualifications;

  •  Establishing standards for harmonization and recognition of national and foreign

  • qualifications;

  •  Building confidence in the national qualifications system that contributes to the

  • national economy;

  •  Providing pathways that support the development and maintenance of flexible access

  • to qualifications;

  •  Promoting the recognition of national qualifications internationally.
