Key Responsibilities
Strategy Development
- Participate in the development of the country strategic direction and ensure sound work planning processes for teams that are consistent with priorities and adhere to timelines for annual strategy setting, workstream design and review processes
- Support the rollout of the planning and evaluation and performance management cycles and the implementation of a culture of continuous learning within the Kenya team
- Participate in the identification and review of project deliverables, prepare status reports, and establish effective project communication plans as well as their proper execution
- Coordinate the team to make sure that workstreams are on track against project requirements and schedules
- Contribute to, and ensure delivery of, team contributions on analysis, lessons learned, case studies and/or policy papers as necessary to support TBI fundraising, partnerships and communications activities
- Work collaboratively with colleagues and perform other duties as reasonably required to achieve the goals of the Kenya project and the Institute
Management, Planning, and Oversight
- Contribute to recruitment processes to build a high performing team that is the right fit for Kenya’s context
- Manage day-to-day interactions with the country team to ensure that (i) programme implementation is aligned with project expectations and approved work plans, (ii) adequate project systems and resources are in place for successful delivery, (iii) accurate and timely submission of progress reports against targets and budgets
- Support Finance and Ops in monitoring project financial management and administration to ensure effective, efficient, and compliant operations; provide guidance and resolve any outstanding issues
- Support the Security, Finance and Ops on financial controls; operations and oversight of supplier relationships; security and risk management; and ensuring national and organisational laws, policies, procedures and the Code of Conduct are adhered to at all times
- Keep the CD and DCD appraised on complex and/or sensitive issues and work closely with them to troubleshoot these and identify the appropriate course of action
Communications and Knowledge Management
In conjunction with the CD, DCD and Security, Finance and Ops:
- Support global engagement to ensure timely, efficient delivery on all internal commitments. Ensure global engagement is consistent with country level commitments and capacities
- Support comms and knowledge management, increasing visibility of country work and the broad sharing of country level plans and performance, by developing effective and efficient communication mechanisms and protocols and ensuring regular updates and quality submissions
Other internal TBI responsibilities
- Contribute to wider TBI activities including strategy development, reporting, organisation-wide coordination and engagement
- Support collaboration with other TBI projects, sharing knowledge and supporting thought leadership efforts
In all these areas of work, the Advisor will be expected to work closely with the members of the TBI global team to benefit from the network effect of TBI.
Person Specification
We are looking for outstanding individuals with a proven track record of leadership and delivery in the public or private sectors. The successful candidate will thrive in an environment where the importance of personal initiative coupled with teamwork is critical. Above all you will build effective relationships, win trust, and help shape and influence TBIs effective support to government. You will have a grounding in project and programme management and capacity development. All candidates will be required to have experience in a leadership role, managing small to medium teams and project budgets.
The requirements are:
- Role must be filled by an individual who can live and work in Kenya without restriction
- Relevant educational experience in political science, policy, economics, business or other related fields
- Experience working with African governments, particularly in Kenya will be an advantage
- Experience in managing complex development programs highly desirable
- Proven track record that demonstrates exceptional leadership and problem-solving skills, project, budget, resource and client management capability
- Strong initiative and self-motivation required, with an ability to work independently as well as across multiple programmes and activities simultaneously, and the capacity to translate strategies into concrete and implementable plans
- Experienced people manager and effective motivator of high performing teams; excellent inter-personal skills and ability to work well with people at all levels and across functional areas. Team player who seeks and can build consensus
- Attention to detail and excellent written and oral communications; drafting and presentation skills
- Strong sense of ethics, discretion and perseverance required
- Experience of living and working in developing countries is strongly desirable
- Fluency in English is required; knowledge of Swahili is desirable
