Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The International Organization for Migration (IOM) is one of the major humanitarian and development actors in Somalia. IOM is leading the Danwadaag Consortium that aims at implementing durable solutions for displacement in Somalia.
As a cutting-edge programme that challenges the status quo and seeks new solutions, Danwadaag builds the capacity and accountability of relevant governance structures to lead on durable solutions, provides land and housing solutions paired with basic services and livelihoods opportunities working towards (re)integration support to Displacement Affected Communities. Through government-led inclusive community planning processes and collective efforts for recovery focused on the most vulnerable, Danwadaag programmes also aim to support foundations for peace and reduce drivers of conflict, while ensuring inclusive decision-making processes.
Against this background, the Consortium Leadership Team (CLT) of IOM, the lead organisation of the Danwadaag consortium, seeks to recruit a Programme Officer to help support and participate in contributing to CLT activities with regards to Project Development, Reporting, Communications, and Knowledge Management.
Under the overall supervision of the Senior Programme Coordinator (EPC) and the direct supervision of the Durable Solutions Consortium Coordinator, the Programme Officer will be responsible and accountable for assisting with supporting project development, partner and donor coordination and Consortium Leadership Team activities, as well as supporting day-to-day monitoring and reporting for Danwadaag programmes.
Core Functions / Responsibilities:
- Carry out preliminary research on relevant assigned topics for the development and strengthening of project proposals and concept notes for the Consortium Leadership Team.
- Assist in drafting concept notes, proposals or other documents for potential donors and funding opportunities by compiling general background information from various sources.
- Assist in facilitating Technical Working Group and workstream meetings with consortium partner organizations and IOM field teams.
- Work closely with the Danwadaag CLT on various activities to help support respective program objectives by collecting and compiling information, tracking activities, and providing specific inputs upon instruction.
- Assist in monitoring project implementation progress, outcomes, best practices, challenges,lessons learned, and collecting relevant information for report writing.
- Assist with day-to-day Monitoring and Evaluation and administration tasks for the CLT by applying data collection methods and maintaining adequate documentation and records of project activities, data and reports.
- Review and carry out preliminary editing of donor reports from programme units and participate in the report finalization process with the Donor Report team at the Regional Office in Nairobi.
- Assist with the preparation and execution of internal and external meetings with donor, partners, and government by drafting the agenda, taking meeting minutes, collecting action points, etc.
- Support the knowledge management of CLT by maintaining and updating project matrix and maintaining institutional memories or other documentation and information management systems.
- Support implementation of CLT and Danwadaag communication strategies in close coordination with and guidance from the Communications Officer and regional office and headquarter communications team, by drafting specific components, or elements of materials that contribute to communications/visibility related activities for the Mission.
- Closely coordinate with Programme Support Unit (PSU), HR and procurement unit on matters relevant for the consortium.
- Undertake duty travels as required, in order to assist in supporting coordination of activities.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law, or a related field from an accredited academic institution; or
- University degree in the above fields with two years of relevant professional experience.
Experience
- Experience in writing and editing information materials, project proposals and reports.
- Experience in facilitating coordination and communication between internal operational teams, external partners, governments, and donors.
- Experience in operational activities both in humanitarian and development sector.
- Work experience in the region is an advantage.
Skills
- In-depth knowledge of development and durable solutions context.
- Knowledge of Somali context an added advantage.
- Knowledge of UN and bilateral donor programming.
- Knowledge of international non-government organization and local government organization programming.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is based in Nairobi, Kenya with frequent travel to Somalia
