Chief Manager/Technical Services & Operations
Reports to the Managing DirectorShall be responsible for coordinating; Civil, Agricultural Engineering, integrated Water Resource Management and Regional Based Integrated functionsShall be responsible for assessing and managing alternative demands on the part of the Authority within the region including the natural resources, agriculture, (both irrigated and rain-fed) forestry, wildlife, and tourism industries, engineering services and electric power generation, mining and fishing, and recommend economic priorities for implementation.Responsible for provision of strategic leadership to the Technical & Operations Division.Provides technical direction for the development, design and systems integration for service engagement from definition phase through to implementation.Shall be responsible for achievement of Agreed Performance Targets set for Region based integrated activities and other technical and operations functions.Shall be responsible for implementation of Authority’s technical projects and programmesManages technical resources within budget and project schedule.Shall be responsible for delivery of consistent and high-quality services to the Authority and /or clients.Responsible for internalization of Results Based Management and performance culture within Technical Services and Operations DivisionMasters degree in Agricultural Engineering, Civil Engineering, Engineering in Water Resources or other related fields from a recognized university with at least ten (10) years experience in senior management positionMust be registered with relevant professional body.Project Planning and Management background will be an added advantageDemonstrate clear understanding of the role of Regional Development Authorities in line with vision 2030Must be a person of high integrityComputer literate.Formulation of appropriate Human Resource Policies, rules and regulation for the Authority and ensure adherence.Develop and manage a comprehensive Human Resource System including the welfare and pension issues of the Authority.Manage the recruitment process, deployments and transfers, coordinate induction program for new staff and provide full briefing to staff on human resource policy guidelines as well as benefits.Management of human resource planning and Staff Training& Development programsAssessment of training needs and development and ensure succession plans are in place for key leadership rolesEstablishing sound grievances handling procedures and industrial relations.Management of staff remuneration, compensation and separation.Realization of Departmental performance contract targets and general performance managementBachelor’s degree in any social sciences with post graduate qualifications in HR, CPS (K) Final or equivalent.Candidates with a Masters degree in any social sciences, preferably Human Resource Management or any other related field shall be an added advantage.Membership with relevant professional body.At least 5 years in a senior management position.Excellent knowledge of Labour Laws.Good managerial, decision making, supervisory skills and problem solving skills.Good interpersonal and communication skills.Must be computer literate.High level of integrity, honesty and confidentiality.Ability to work under pressure and deliver within deadlines.
The liaison Officer will be in charge of the Liaison Office in Nairobi and will be the link between the Authority and its stakeholders within Nairobi and its environs; including Government Ministries, State Corporations and potential investors both local and International.
Ensure effective coordination and communication with stakeholders through strengthening the Authority Networks and enhancing its image and public relations.Offer general Network assistance to support the growth of LBDA.Assist in developing long-term relationships with new and existing stakeholders and maintaining them for future collaborations.Work towards strengthening of the management networks by providing administrative and board support when requiredAssist Management Networks in ensuring effective communication and information among existing stakeholders and new onesFacilitate and assist the Authority networks in stakeholders recruitment within the country and support registration of exhibitors at LBDA organized trade fairsProvide support to stakeholders/development partners working with LBDACoordination with parent ministry and other government agencies on matters of interest to the Authority.Coordination and administration of Liaison activities including the provision of timely reports and work plans, continuous update and information to Managing Director through Manager, Corporate Affairs.Perform any other related duties as may be assigned by the Management from time to time.Degree in Communication or any Social Science with postgraduate qualification in communication/PR or equivalent.At least three (3) years middle management level experience in a busy corporation. Excellent interpersonal, communication and Networking skills.

The officer will facilitate procurement/purchase of services, materials, parts, supplies and equipment following established statutory procurement policies and procedures, and optimizing price, delivery and terms for the Authority.Must possess a Bachelor’s degree in Purchasing & Supplies with proven work experience.A Masters Degree in a relevant field will be an added advantage.Must be registered with a relevant professional body.At least 5 years in Senior Management position.Excellent knowledge of the procurement Act & Regulations.Good Managerial, decision-making and supervisory skillsHigh analytical and problem solving skills.Good interpersonal and communication skills.Must be computer literateHigh level of integrity, honesty and confidentiality.Ability to work under pressure and deliver within deadlines.
