Vacancy: Deputy Chief of Party

Introduction: Maryland Global Initiatives Corporation (MGIC) is an affiliate of University of Maryland, Baltimore (UMB). 




UMB has a Global Health Program which is delivered through the Maryland Global Initiatives Corporation (MGIC) and housed by various institutes among them the Institute of Human Virology (IHV). 



Since 2004, IHV has partnered with the governments of Kenya, Guyana, Haiti, Nigeria, Rwanda, Tanzania, Uganda and Zambia to address each country’s growing HIV and AIDS epidemics. 


 


The Institute has led efforts to build National Health Systems in each country via strategic international, national, and local collaborations through the design and implementation of unique education, training, and treatment programs addressing each country’s complex HIV/AIDS epidemics.



 In Kenya, UMB through the Institute of Human Virology started operations in 2004 under the AIDS Relief Project consortium funded by Presidential Emergency Plan for AIDS Relief (PEPFAR) through HRSA/CDC. 



This was the beginning of UMB’s work in Kenya which has seen implementation of 11 grants to-date. MGIC is seeking a suitably qualified person able to fill the position of Deputy Chief of Party.

Position Summary: The Deputy Chief of Party provides technical leadership of HIV service delivery project that include HIV Care & Treatment, HTS, PMTCT and HIV/TB activities. 




S/he will provide leadership to ensure provision of high quality services in facilities supported by the project, manage technical assistance support in the respective counties. 



 S/he will also be expected to be able to summarize and analyze performance data, identify opportunities for improvement and present findings on a quarterly basis to the wider project team.

Duties and Responsibilities



  • Provides technical leadership and technical support related to strategies and implementation approaches in the provision of quality HIV services in the counties.

  • Working with the M&E team, develops and implements systems and procedures for the identification, collection, and analysis of performance measurement data.

  • Summarizes and analyzes monthly performance data, identifies opportunities for improvement, and presents findings to staff on a monthly basis. Ensures quality and timely quarterly reporting.

  • Analyzes, updates, and modifies standard operating procedures and processes to continually improve QI services/operations.

  • Provides leadership in the development and subsequent implementation of the annual work plan activities.

  • Provides technical leadership to strengthen data management, patient records and data use in facilities supported by the project.

  • Remains informed on current state-of-the-art HIV programming through the review of literature and articles, and sharing the same with field teams as appropriate.

  • Interacts with ministries of health, National AIDS Council Secretariat and international donor agencies to ensure the development of quality HIV/AIDS intervention and research programs.

  • Represents the project at relevant Technical and Policy related meetings at County and National level, donor and other stakeholder fora.

  • Performs other related duties as assigned.


Required Qualifications


  • Medical Doctor with a Master`s degree in public health or its equivalent. 

  • 6 years’ experience in implementation of HIV prevention, care and treatment programs out of which 4 years should be in senior managerial position.

  • Excellent report-writing and data analysis skills.

  • Experience with U.S. government contractual requirements and experience working in an international NGO environment desirable.
