CIHEB Health Program Director Job



Position: Program Director


Location: Eastern (Machakos, Makueni, Kitui), Western (Kisumu and Migori)


Reports to: Chief Executive Officer


Background


The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. CIHEB-Kenya is seeking to recruit a Director for Technical Program Implementation. CIHEB-Kenya is collaborating with the county governments of Machakos, Makueni and Kitui and Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR)


Job Summary


The Project Director will provide technical leadership, programmatic oversight and coordination for the program. S/he will lead technical strategy, ensure the implementation of technical best practices in alignment with donor and country policies and procedures and guide inputs needed to ensure fidelity/quality and effectiveness of program, including, but not limited to development of conceptual framework; leadership and evaluation of project effectiveness and performance and quality improvement processes. S/he will ensure design and approaches for phasing of program approaches, sustainability and coordination with and transition of approaches, human resources, infrastructure to the local government.


Roles and Responsibilities



  • Led coordination and collaboration with key stakeholders, including but not limited to national and county governments, other implementing partners, civil society and community based organizations

  • Plan and execute the overall project and its stated activities as per the mission and the goals of the organization and CDC’s rules and regulations

  • Coordinate and collaborate with the various HTS, prevention and care and treatment programs and partners in order to implement and scale-up comprehensive HIV programs. This will involve coordination across clinical and community-based mobilization, service delivery, demand creation, and commodity procurement aspects of implementation

  • Ensure program fidelity through continuous monitoring of program achievements aligned to program resources outlay and work with program implementation teams to re-allocate program resources as appropriate

  • Design and lead project initiatives to increase utilization and delivery of high quality, high impact technical assistance

  • Design and lead project initiatives to scale up technical priorities identified by CDC

  • Ensure all activities are aligned and delivered according to the norms and guidelines established

  • Supervise, support and coach staff in all aspects related to HIV prevention, care and treatment

  • Review deliverables for completeness, accuracy, and continuous quality improvement

  • Use data driven approach to problem solve, strategize and focus interventions, and ensure that project performs according to the donor’s agreement.

  • Routinely inform Principal Investigator, county governments and other key stakeholders of program successes, outcomes, lessons learned, and challenges

  • Provide technical leadership, strategic direction, and prioritization to ensure integrity and to achieve project goals, objectives and targets

  • Participate in and provide technical assistance Technical Working Groups (TWG), task teams, workshops, and campaigns

  • Support efforts to ensure that state-of-the-art gender and stigma reduction programming are effectively incorporated across interventions and are linked with testing, care, treatment, and support activities


Required Qualifications:


· Bachelor of Medicine and Surgery (MBChB)


· Masters in medical related-field, Public Health, Epidemiology, or health related field


· Minimum 10 years’ experience in implementing HIV programs, with at least 3 in a senior level position.


· Minimum of five years’ experience designing and managing complex HIV/AIDS prevention programs.


· Experience working in PEPFAR funded programs, and USG donor’s regulations.


· Demonstrated computer skills in Microsoft Word, Excel and PowerPoint
