Organization Profile



RefuSHE protects, educates, and empowers young refugee women and girls in Nairobi, Kenya through a unique holistic model that provides shelter, education, case management, counseling, childcare, legal advocacy, and vocational training. RefuSHE’s holistic program meets the immediate and longer-term needs of unaccompanied, separated, and orphaned refugee girls, young women, and their children.



Founded in 2008, RefuSHE is a U.S. nonprofit with headquarters in Chicago and operations in Nairobi, Kenya. It is the first and only organization dedicated to refugee girls in Kenya. Over the past twelve years, RefuSHE has grown to become a leading institution and global thought-leader in the field of refugee protection.



Position Title: Monitoring & Evaluation Manager (national hire)

Overview



In the last year, RefuSHE has undertaken a thorough review and overhaul of its M&E practices to improve accountability and program efficacy, and to ensure the organization’s M&E standards meet and exceed the expectations of individual and institutional donors. RefuSHE is looking for a senior level M&E professional with a strong commitment to data integrity and program accountability to continue to enhance our M&E systems, practices, and tools as the organization grows. This position requires a keen attention to detail, a passion for data and learning, and a desire to continually improve RefuSHE’s M&E practices. The candidate selected must demonstrate self-initiative, a drive for improvement and excellency, ability to use data for program learning, and leadership skills. S/he will report to the senior leadership team and is therefore expected to have advanced M&E skills and expertise as well as superior professionalism. S/he must be willing to continually tackle challenges with excitement and determination. Note that for the time being this person is the only M&E staff member on the team, thus candidates must be resourceful, hardworking, and willing to operate as a one-person team.



Job Description



The M&E Manager will be a technical specialist and provide overall leadership for M&E strategy, approaches, and policies for RefuSHE. The position will be responsible for defining RefuSHE’s M&E policy, M&E framework across all programs as well as the entire holistic model, and the development of M&E plans and associated tools. S/he will lead in identifying emerging M&E needs, make recommendations based on industry best practices, and lead in the implementation of the same. S/he will also develop protocols and procedures to monitor and evaluate various programs and lead program accountability from projects baselines to end lines. The position will ensure that data quality and standards are monitored, met, and reported on in a timely manner. S/he will work closely with the Chief of Programs (CoP), Chief Investment & Resource Officer, and Program Managers to assess and refine existing M&E tools in line with the evolving program needs. S/he will be responsible for the development of research tools for any research projects by taking the lead in development of study design methodology, sampling protocols, survey development, data collection and data management/analysis, storage, and retrieval. The Manager will be responsible for dissemination of findings and learnings from all research projects. S/he will work with the CoP and Program Managers to define indicators using S.M.A.R.T standards and set achievable and ambitious targets that demonstrate the results and impact of RefuSHE programs. The M&E Manager will prioritize the ongoing improvement of RefuSHE M&E systems and processes to support greater program learning, standards, quality, analysis, data storage, and retrieval.



Specific Responsibilities



  1. Spearhead the development or improvement of monitoring and evaluation tools and processes for existing and future programs as needed and with input from Program Managers and Chief Investment & Resource Officer; periodically review tools in place to ensure they are still relevant and are producing useful, timely, and accurate data, making suggestions for improvement where relevant.

  2. With Program Managers, help analyze data to serve as part of the internal quality assurance mechanism for program delivery.

  3. Support Program Managers in strengthening their program monitoring systems.

  4. Lead all M&E initiatives for current grants/programs including monitoring data quality, tracking the progress of activities against targets, alerting leadership in advance of potential risks to not achieving intended program outcomes and targets.

  5. In collaboration with the Grants Manager, lead in the reporting of program data and progress against indicators for all donor reports. M&E Manager is expected to report data with total confidence of its accuracy and administer all quality control of data before reporting to donors. Responsible for analyzing quantitative and qualitative data, and synthesizing findings into well-written English.

  6. Lead the development of an M&E policy for the organization as well as an overall M&E framework for the holistic model. Ensure individual program M&E plans are updated accordingly and on an annual basis or as needed when new program elements emerge.

  7. Identify staff M&E capacity building needs and train and mentor RefuSHE program team to develop the necessary knowledge and skillset to manage strong monitoring and evaluation systems and tools.

  8. In close collaboration with the Chief Investment & Resource Officer and Program Team, lead the development of SMART indicators, baselines, and achievable and ambitious targets for grant proposals and/or new grants.

  9. Effectively analyze, utilize, and communicate data to senior leadership for program improvement: data for decision making.

  10. Facilitate review of program progress on a quarterly basis and ensure problem solving through remedial actions. Report on findings to senior leadership team and RefuSHE Board of Directors.

  11. Ensure any disparities between planned and actual outputs and outcomes are addressed.

  12. Keep the leadership team informed of developments on programs within the portfolio and serve as a link between program staff and senior management in regard to program outcomes.

  13. Collaborate with Chief Investment & Resource Officer and Program Team to identify research needs and develop research designs and proposals, when relevant.

  14. Facilitate knowledge building and sharing on research, monitoring, and evaluation. Participate in Refugee Self-Reliance Initiative learning calls consistently and other webinars / forums as appropriate.

  15. Promote a learning culture within RefuSHE that is inclusive, creative, and forward thinking.

  16. Support in the dissemination of results via presentations and reports to various audiences.

  17. Undertake other responsibilities/duties not outlined above which are commensurate with a role of this nature in the humanitarian aid sector and which have been discussed and agreed between the Chief Investment & Resource Officer and the post holder.

Academic and Professional Qualifications, Skills, and Experience



  1. Master’s degree in a related field (e.g. education, social sciences, economics) and a minimum of a degree-level qualification or equivalent in a relevant discipline, e.g. research, project management, development studies, etc.

  2. A minimum of 8 years of professional experience in monitoring and evaluation activities in the NGO sector, including designing and managing data collection efforts; experience with holistic programs that support marginalized and vulnerable youth strongly preferred.

  3. Experience in the design, development, and implementation of monitoring and evaluation policies, systems, and tools.

  4. Demonstrated and practical expertise in logical/results frameworks with objectives, outcomes, and outputs

  5. Strong ability to organize, review, analyze, and draw lessons from data, and transform these findings into written form for various audiences, both internal and external.

  6. Strong English writing skills, as demonstrated by the ability to produce high quality reports.

  7. Experience in participatory research that utilizes both qualitative and quantitative methodologies.

  8. Strong quantitative and qualitative analysis skills, with proven ability to work with data software packages such as Stata/SPSS/KOBO.

  9. Demonstrated ability to work in a multi-cultural environment and establish productive working relationships both internally and externally.

  10. Experience working with staff and partners to implement M&E frameworks and systems.

  11. A high degree of self-sufficiency and initiative. Must be driven to continually grow RefuSHE’s M&E systems and the organization grows.

  12. A high degree of attention to detail alongside a passion for data and details

  13. Strong teamwork skills (this position works in collaboration with the Program Team).

  14. Excellent communication and interpersonal skills.
