Job Location: Nairobi with frequent travel to Concern Programmes field locations (Candidates must be legally entitled to work in Kenya at the time of application - National Position)


Contract Details: Fixed Term One (1) Year Contract, subject to availability of funds and performance


Job Summary:


The incumbent will be responsible for guaranteeing the quality, relevance and scaling of WASH strategy and interventions at the mission, in conformity with Concern and international standards and national policies. The Senior Manager, WASH will contribute to WASH need identifications and fund raising, oversee WASH projects technical implementation and guarantee quality and cost-effectiveness.


Main duties & Responsibilities:


  • Ensure the overall co-ordination, planning, monitoring and management of the WASH project activities.

  • Monitoring of the implementation of the WASH strategy and its cost effectiveness.

  • Work with the Concern Worldwide WASH field team to define quality control processes for water and sanitation system improvement projects and support them to deliver high-quality water supply, sanitation and Hygiene projects.

  • Conduct routine need analysis to monitor WASH humanitarian situation and coordinate the identification of WASH needs in the target counties.

  • Identifying the subjects for WASH sectoral advocacy specific to the mission, in collaboration with the Governance and advocacy team.

  • Contribute and/or develop WASH sector project proposals in close collaboration with the Livelihoods Coordinator.

  • Ensure adherence to government standards, SPHERE standards, programme schedules; plan the activities of the section and ensure effective implementation of the programme schedules;

  • Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in the WASH sector that effectively engage partners, donors, and governments.

  • Contribute and/or develop sector project proposals in close collaboration with the Livelihoods Coordinator.

  • Adherence to government standards, SPHERE standards, programme schedules; plan the activities of the section and ensure effective implementation of the programme schedules;

  • Support capacity strengthening initiatives in WASH programming for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching

  • Prepare appropriate and acceptable designs, develop contract documents including drawings, specifications and bills of quantities for approved project activities;

  • To coordinate closely with other Concern programmes, relevant local administration and technical Government Departments and other NGOs doing similar activities in the project areas.

  • Represent Concern Worldwide in WASH TWGs and Coordination meetings at National level and liaise with other organisations working in the sector for collaboration and learning

  • To contribute to planning and budgeting for future technical phases of the project

  • Ensure supervision, acquisition and hand over of Equipment and materials as and where necessary.

  • Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment.

  • Participating and contributing towards Concern’s emergency response, as and when necessary.

  • Take all possible measure to meet Core Humanitarian Standards (CHS).

  • Any other duties as assigned by the Line Manager.

Education, Qualifications & Experience Required


  • Degree in Water Engineering, Environmental Health or related field.

  • At least eight years’ experience or Master’s degree in a relevant field with five years’ experience in the WASH Sector, related construction and hygiene promotion.

  • Demonstrated understanding of WASH programming in both Urban and rural context.

  • Good understanding of WASH technology options for ASAL

  • Experience of working with NGOs in insecure areas and working through and with government systems.

  • Must have a working knowledge of Project Cycle Management.

  • Working knowledge of the following technical approaches: CLTS, PHAST, CtC, Sanitation marketing and engineering design.

  • Proficiency in MS Office and Microsoft Outlook.
