Primary Purpose of Position:
The Chief Resident Engineer shall:
o Be responsible for the day-to-day project management and satisfactory performance of the consultant's Project Team in its execution of the Consultancy Services
o Be responsible for the timely submission of all project deliverables, all record keeping, and participating in all site meetings/briefings in accordance with the TOR and as required by the contract between my client and its client
o Be responsible for coordinating the specialist's tasks throughout the project, for preparing, updating, and maintaining the project detailed plan and schedule, and for providing advice and assistance to the client
o Develop all lines of communication and liaise with the client
o Assist the Regional Manager and Functional General Manager in all internal project reporting, for time and record keeping of expatriate staff, for overseeing mobilisation and demobilisation, etc.
o Prepare and submit invoices and reports to the client in an approved format and on a monthly basis, as required by the contract and its client
o Under the general direction of the Regional Manager undertake commitments outlined in the contract and the client
o Maintain accurate and up to date time inputs for yourself and any subordinate staff
o This vacancy is associated with a project currently at proposal stage. The commencement of the position will be subject to my client winning the bid
Key Responsibilities:
o Strictly adhere to Business Management System (BMS), quality standards and HSE procedures
o Ensure the contractor complies with the conditions as outlined in the construction contract and other relevant documents
o Liaise with the client and its engineers on a day to day basis and attend meeting with client and contractor as required
o Represent the client in technical and contractual issues and provide relevant professional expertise
o Review of studies, designs and records relevant to the project execution, contract administration and construction supervision
o Review the contractors construction program to ensure construction works comply with the program and relevant standards to meet the clients and criterions
o Lead team of engineers, organise meetings and implement QA and QM procedures according to standards
o Liaise with Project Manager in the head office on a basis as required to ensure high quality project delivery
o Liaise with Regional Manager, sub-consultants and sub-contractors as the project work and contract administration demands
o Strictly adhere to quality standards and HSE procedures
The detailed assignments which the Chief Resident Engineer shall perform, but not limited to, are as below:
Review of Construction Drawings:
The Chief Resident Engineer will perform the following:
o Reviewing of construction drawings in order to ensure they are in compliant with technical conditions and requirements which are specified in approved technical design documents and other technical design documents
o Ensure reviewed construction drawings properly interface with their associated works
o Propose adjustments and modifications, if necessary, in order to solve related issues
o Present and explain related issues to the competent authorities when requested by the client
Construction Supervision:
The Chief Resident Engineer will perform the following:
o Check the contractors' quality management system
o Check laboratories and facilities producing construction material, readily-made structures and components and constructional products by the contractors
o Check and supervise the quality of material and equipment used and installed
o Check and propose solutions for foundation issues
o Permanently check and supervise site performance by contractors, and record accurately in a daily Engineer Book
o Ensure optimum efficiency in terms of quality, schedule and cost, and proper interface with associated works
o Propose solutions for relevant issues in order to ensure optimum efficiency in terms of quality, schedule and cost
Take Over Certificates:
o The Chief Resident Engineer shall issue all take-over certificates for partially completed works, phase finished works, and finished works after reviewing the quality and quantities, review of all as-built drawings issued by contractors, and participating in the "Executive Board for take-over certification" when requested

Key Qualifications, Knowledge, Skills and Experience:
o Appropriate degree in Engineering or Construction Management
o Extensive knowledge of FIDIC Conditions of Contract
o 15 years or more postgraduate experience in Project Management, Contracts Administration and Project Control, with at least 15 years on large water infrastructure projects
o Experienced in management and construction planning of hydropower and dam or similar projects
o Demonstrable understanding of concrete and embankment dam construction methodologies
o Ability to prepare reports and technical papers
o Strong computer skills (MS Office products) and strong writing and communication skills
o Fluency in written and spoken English
o Sound knowledge of Quality Assurance (QA)
