Key work roles

Assistant Program Officer – Infrastructure Development & Management: Transit Transport Coordination Authority of the Northern Corridor (TTCA)

The Transit Transport Coordination Authority of the Northern Corridor (TTCA-NC) is a Regional Organization established by an Agreement signed by Kenya, Uganda, Rwanda, Burundi and Democratic Republic of Congo in 1985.

The Organization’s Secretariat has its Headquarters in Mombassa. It is responsible for smooth movement of transit goods along the Northern Corridor.

Overall Purpose: Assist the Head of Program by providing significant technical program support on matters relating to Infrastructure development and Management.

Core Duties & Responsibilities

Working under the direct supervision of the Head of Infrastructure Development and Management, the Assistant Program Officer shall be responsible for the following duties:

Assist in gathering data related to infrastructure development and management from the TTCA member states.Compile data, which may be computerized, based on research techniques and statistically compilations, requiring and understanding of programs objectives and procedures and the understanding and evaluation of data sources.Assist in preparing guidelines and manuals for the best use of the Northern Corridor Infrastructure.Assist in the harmonization of infrastructure technical standards and specifications along the Northern Corridor.Assist in the expeditious implementation of the COMESA transport facilitation instruments along the Northern Corridor notably axle load limits, gross weight and vehicles dimensions.Initiation of special projects, which may be short-term or on going and which require technical knowledge and understanding of program specialty and subject area.Serves as a resource to individuals and groups on matters relating to program activities and on matters relating to Infrastructure Development and Management.Compiles and maintains records of resource materials and program information.Confers with and assists the Head of Programme in the performance of program administration and activities.Assist the Head of Program, whenever necessary, in the inter-department meetings and on wide range of administration matters.Assist in the Coordination of the program logistics and administrative support for program, making adjustments to accommodate changing priority needs.Assists in the preparation of the working documents and report of the Infrastructure Development and Management Committee meeting and any other meetings where its technical assistance is needed.Drafts informational and developmental materials for dissemination to stakeholders.Participate in the preparation of working documents for TTCA meetings and to provide secretariat services whenever required.Carry out any other related activity or duty that may be assigned by the Head of Program or the Executive Secretary.Civil Engineering degree in subject matter related to program speciality.Five year’s related experience, in Infrastructure development and Management matters.Demonstrated ability to provide significant program support.Demonstrated ability to work under minimum supervisionGood interpersonal and organizational skills.Good writing and communication skills.Advanced information technology skills, especially Microsoft OfficeGood Knowledge of English or French and ability to work in both languages.Professional Salary Grade P1-P2.Other fringe benefits include medical cover for self, spouse and children and education allowance for up to a maximum of 4 children.Age Limit: Minimum age of 30 years and maximum of 50 years, for applicants.

Job Purpose: To provide secure, reliable, resilient and efficient data, voice and video communications services to enhance productivity throughout the organization and its Stakeholders.

Main Responsibilities

1. To formulate, implement and manage the Network Infrastructure policies and procedures for the Authority.

2. Implement the Network Infrastructure Strategy in consultation with the General Manager ICT and related stakeholders

3. To provide leadership to the Network Infrastructure Team, by leading, developing and motivating the staff to ensure they perform to expected standards.

4. Develop and control the budget for the cost centre.

10. Coordinates calibration, payment and licensing of all network infrastructure services and equipment in liaison with other internal and external bodies

11. Implement and review the network infrastructure physical and logical security measures to ensure adequate security of the network all the time

12. Develops and test, redundancy and disaster contingency plans to mitigate against occurrences and ensure business continuity.

13. To ensure availability of secure documentation for ease of management of all communications services.

14. Provides leadership to the network infrastructure team

15. Ensures the effective implementation and maintenance of KAA Quality Management System

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union that was established in March 1996 through Legal Notice No. 303 of 26th March 1996.

Under this collaboration and funding arrangement, CDTF is implementing a four year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) and the Community Based Development Initiatives (CDI) with funding from the European Union.

The CEF II has received funding also from the Government of the Royal Kingdom of Denmark (DANIDA) through the Natural Resource Management Programme (NRMP).

The main objective of the CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environment management priorities. CDTF’s mandate is to oversee the transfer of funds for implementation of community based development projects, and further oversee implementation of projects funded with the funds.
