Action Against Hunger-USA is part of the ACF International network which provides humanitarian relief in over 50 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 7 countries: Democratic Republic of Congo, Kenya, South Sudan, Nigeria, Pakistan, Cambodia and Uganda. Action Against Hunger-USA has over $50 million in programs, approximately 60 permanent staff based in NYC, 100 international employees in the Country Offices, and over 1,200 local staff. Additional growth is anticipated.
I. Summary of position and essential functions and responsibilities:
The International Recruiter is responsible for specific outreach, recruitment and selection activities of all international vacancies. The International Recruiter will focus on completing sourcing, screening, interviews and reference checks for key field vacancies, leading to a decision whether a candidate should be accepted into Action Against Hunger-USA’s international pool, and working closely with a Senior HR Officer (Senior HRO).
II. Essential job functions:
1. Recruitment
· Screens applications for general and technical qualifications specific to post to which candidate applied
· Ensures screened applicants complete technical tests prior to interviews
· Conducts HR interviews to evaluate each candidate’s general qualifications, specific competencies (eg: management skills, cultural awareness, ability to adapt to new environments) and motivation to work with a humanitarian organization
· Posts Job Announcements and Job Descriptions on job boards and social media sites
· Reviews existing vacancies at least once a week, with Senior HROs, to prioritize recruitment activities and identify which positions need to be filled most urgently
· Completes reference checks, preferably by phone, for all candidates who pass their HR and technical interviews.
· Identifies candidates whose applications indicate they currently work or have previously been employed by Action Against Hunger; checks how each candidate previously performed, and whether or not they were marked ‘Ineligible to Rehire’
· Once all interviews, technical tests & reference checks have been completed, briefs the Senior HROs to determine whether a candidate should be recommended for a placement discussion for the post they applied to or validated into the pool of qualified candidates
2. Selection data and tools
· Analyzes recruitment, selection data and input on recruitment strategies, for both individual vacancies and more globally, to respond to identified trends
· Maintains a library/list of effective interview behavioral-based questions; ensures that whenever these are updated they are shared with the Senior HROs
· Enters all details of validated candidates into the HRIS. Ensures CVs and recruitment summaries are uploaded and that all other information is accurately captured
3. Other Responsibilities
· Researches the regional and international NGO and development markets to identify additional opportunities for job postings.
· Represents Action Against Hunger-USA at HR meetings when necessary
· Completes other duties as assigned by the HR Director
III. Fiscal Responsibility
For all outreach activities prepares and monitors individual and annual budgets.
IV. Working Conditions, Travel and Environment
The screening, interviewing and administrative responsibilities of this job require a daily commitment of 8 hours per day, 5 days per week. Employee must be available to work outside normal office hours, or on the weekends, when the needs of Country Offices require vacancies to be urgently filled.
V. Required Qualifications
· Bachelor’s degree in Human Resources, Learning and Development, International Studies or a related field
· At least three years of experience as a human resources generalist or recruiter
· Experience conducting interviews remotely
· Knowledge of MS Office Suite, including proficiency in Excel. Must have experience working with an HRIS, extracting and analyzing data to identify general trends
· Ability to take initiative and prioritize multiple tasks with minimal supervision
· Strong organizational skills, detail-oriented
· Excellent written and verbal communication skills essential. Fluent written and spoken English
· Must be authorized to work in the Kenya if not a Kenyan citizen
VI. Preferred Qualifications
· Previous field experience in a human resources role, with an international NGO
· Familiarity with behavioral based recruitment tools
· Experience using social media and online recruitment tools to publicize vacancies and identify prospective candidates
· Fluent written and spoken French
· Certified member of Kenya’s organization for HR professionals
