We invite applications from experienced and talented individuals to fill the position of Senior Program Officer based in Nairobi with up to 50% travel to field sites in Somalia/Somaliland.


About the Role


CARE International in Somalia is seeking an energetic, self motivated professional to join the Humanitarian and Emergency Response team in Somalia/Somaliland. Under the supervision of the Emergency Director, the successful candidate will be required have demonstrated experience in and knowledge of emergency response and humanitarian assistance agenda in Somalia/Somaliland. Demonstrated experience and skills in assessment, program development, project proposal and budget preparation,


Key responsibilities


  1. Field support activities:

  • As a member of the emergency program team, participate in and contribute to the planning, design, implementation and evaluation of projects, in collaboration with the Program Coordinators, Sector Specialists and Monitoring and Evaluation Manager.

  • Conduct regular field support visits, so as to support program implementation

  • up workshops, in collaboration with the Program Coordinators

  • Ensure key field staff have copies of approved proposal documents (Technical Narrative, log-frame, monitoring and evaluation plan etc.)

  • Follow up on specific procurement needs in Nairobi

2.0 Proposal development


  • In close liaison and cooperation with Program Coordinators and sector specialists, contribute to proposal development, design and grant acquisition.

  • Present funding ideas and concepts to Emergency Director and Program Coordinators

  • Assist the Emergency Director in donor mapping in Somalia/Somaliland

3.0 Reporting and documentation responsibilities


  • Coordinate with the Program Coordinators and ensure submission of timely and quality reporting

  • Review Program Progress Reports (monthly, quarterly and Annual reports) and share final reports with field teams

  • Maintain a report calendar (monthly, quarterly and annual reporting) for all humanitarian and emergency projects in Somalia/Somaliland and share information with field staff

  • Write, edit, produce and disseminate program information, including reports, articles and other materials to Emergency team and other units in CARE Somalia

  • Update the monthly emergency update and share with field staff and other CARE units

  • Maintain project files for assigned projects to audit standard throughout the project cycle.

  • Create and maintain briefing packs for potential donors

4.0 Representation /External engagement


  • Represent CARE’s Emergency program at the Nairobi coordination meetings with stakeholders, INGOs, and implementing partners

  • Provide updates on projects at coordination meetings.

  • Performing other duties as directed by the Emergency Director

Requirements


  • A relevant degree in Humanitarian and Development studies

  • At least 5 years of field experience in humanitarian assistance, quality project design, proposal preparation project management and coordination.

  • Excellent writing and communication skills, including research skills, proposal and report writing skills

  • Good computer skills in MS Word, Excel, SPSS, power point and relevant software packages

Preferred skills


  • Ability to handle multiple tasks simultaneously, resolve issues, operate independently and with minimal supervision

  • Excellent networking /external engagement experience in coordinating with humanitarian actors and other key stakeholders

  • Ability to maintain effective working relationships with a diverse team to achieve the overall goal

  • Ability to travel on a regular basis – 40 -50% time

  • Ability to work under extreme pressure
