Construction Supervisor - REF: CS/12/2017

JOB SUMMARY

Reporting to the Logistics Coordinator, the Construction Supervisor will closely supervise and monitor construction projects to ensure that decent houses are built for the selected households in accordance with UNHCR construction principles; by the contracted local groups that have the capacity to build decent shelter. The incumbent will routinely travel in the operational areas covered by project to provide support

RESPONSIBILITIES AND TASKS

R1: Monitoring construction work.

1.1 Monitoring stock levels, delivery and consumption of materials and the use of equipment with servicing and repairs

1.2 Ensuring all shelter is completed as per the standards set by UNHCR.

1.3 Visiting the construction site and monitoring progress of shelter under construction.

R2: Coordination of construction activities

2.1 Conduct a daily/weekly technical meeting to review progress, discuss issues and provide solutions.

2.2 Plan and implement daily activities for the construction sector.

2.3 Ensure that the organizational construction policies and guidelines are followed at all times during the construction of the houses

2.4 Makes sure of quality construction by maintaining standard procedures and guidelines for construction

2.5 Works in consultation with the contractor or his representatives on the site to ensure quality work

R3: Develop technical plans for the sector.

3.1 Develop construction specification and management i.e. prepare Bills of Quantities/Materials for the selected house designs

3.2 Prepare work schedule for the sector based on the designs.

3.3 Ensure that all building materials used in the construction of shelter are of the quality as recommended by the Organization

3.3 Prepare certificate of completion for each construction work completed to facilitate payment of contractors.

R4: Supervision of staff

4.1 Overall responsibility of staff working in the construction sector.

4.2 Directly supervise three foremen and two assistant project officers.

4.3 Prepare leave schedule for construction staff.

4.4 Conduct mid-year and annual staff performance appraisal.

R5: Reporting

5.1 Prepares daily, weekly and monthly construction report.

5.2 Develops yearly construction report.

5.3 Participate in the evaluation of shelter activities.

Decision Making: Makes normal decisions relating to effective performance of responsibilities

IV: CONTACTS/ KEY RELATIONS

External: WFP, UNHCR, implementing partners, vendors, drivers delivering and loading materials.

Internal: All CARE staff.

VI: WORKING CONDITIONS

The position is based in Dadaab Main Office (DMO) with work allocations to any of the camps; Dagahaley, Ifo and Hagadera camp as well as any other extension camps and program sites. This is a none-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement between duty station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys) with strict adherence to safety and security regulations at all times. It is a six days work station with a compensatory time off according to CTO policy.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

VII: QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

Education: Higher Diploma or Diploma in Building Construction/ Civil Engineering.

Experience: At least 5 years working experience in the field of building and construction preferably with an international NGO.

Certificate: Windows-CAD programme and MS Office

Competencies;

· Prior exposure and experience in supervising construction works and inventory management

· Hands-on experience in working with community based structures

· Experience in drawings, developing of BOQs and construction budgets

· Ability to work effectively independently or in a team environment or with colleagues from different backgrounds

· Excellent verbal and written communication skills

· Ability to work effectively in a multicultural team environment

· Flexibility and willing to adapt to changing environment

· Good communication and writing skills.
