Title: Chief of Party
Location: Nairobi, Kenya
dTS is a strategic management consulting firm leading initiatives in social and economic development worldwide with a view to promoting equality and accountability. In recent years, dTS has worked in over 40 countries and provided gender integration, training and capacity building, and monitoring and evaluation services to USAID and the World Bank.
dTS is seeking Chief of Party candidates to serve on an upcoming USAID funded M&E project based in Nairobi remotely managing activities in Somalia. The COP will be responsible for overseeing M&E operations related to peace and security, governance, health, education, economic growth and stabilization. The COP will be required to assist in providing continued performing monitoring, verification and evaluation of impacts, outputs and activities. The COP will also be responsible for supporting the agency in meeting daily information needs in order to make informed program management decisions, as well as to provide substantive support with qualitative, quantitative and analytical information. The COP will provide leadership for local and expatriate teams conducting mid-term and final evaluations; performing data quality assessments; advising on indicator design, development and review; and will provide assistance in the development, implementation and monitoring of an M&E database.
Qualified candidates should meet the following requirements:
• Master’s degree in Economics, International Development or related field (required)
• Minimum of 10 years of experience in international development operations (required)
• Minimum of 7 in Program policy development in M&E systems for development projects, thorough knowledge of the development and maintenance of M&E systems, including: indicator development, data collection and analysis, data validation and audits, and performance reporting (required)
• Knowledge and experience in the utilization of Geographic Information System (GIS), web-based reporting and database management in programmatic monitoring, coordination, and evaluation (required)
• Extensive experience in implementing projects for USAID and other large international donor organizations (required)
• Previous experience as a Chief of Party (required)
• Field experience in Kenya or Somalia or regional experience in Africa (required)
• Experience in unstable, conflict-prone or post-conflict reconstruction environments
• Language skills in Somali (preferred)
• Detail oriented and organized
• Strong communicator, both verbally and in writing
• Good problem solving skills
• Team oriented individual
• High level of proficiency in MS Office applications and databases
